Hillary 'convinced' that Pak aid won't go to nuke programme

Washington The Obama administration is "convinced" that Pakistan will not divert the funds from the planned sharp increase in US non-military aid to strengthen its nuclear arsenal, Secretary of State Hillary Clinton said.

Clinton discounted the possibility of American aid being used by Pakistan to increase its nuclear stockpile while responding to concerns by members in her appearance before the Senate Foreign Relations Committee on the US Foreign Policy priorities for the year 2010 on Wednesday.

US' chief diplomat also expressed the hope that dialogue between India and Pakistan would soon be resumed, a step that, she said, could result in reduction in tension between the two nuclear-armed neighbours and give a little more confidence to each other. "Over the medium term, we hope to see a reduction of tension between Pakistan and India."

"With respect to the Pakistani nuclear stockpile, we are very clear, very firm and quite convinced that none of our aid will in any way affect the efforts by Pakistan regarding their nuclear stockpile," she said adding that Islamabad's nuclear deterrent is there as a backstop with respect to a much larger conventional force.

Senator Chris Dodd voiced concern about the possibility of US aid to Pakistan being used by Islamabad to build up its nuclear stock pile as reported in US media in the past two days. Clinton, however, asserted that is unlikely to happen.

Clinton sought to reassure the Senate, "We are absolutely committed not to seeing any diversion of our money or any use of it that would be other than what it's intended for."

"I think that there is no basis for believing that any of the money that we are providing will be diverted into the nuclear programme," she argued at another Congressional hearing.

helping muslims - for what? by G.Vishvas on 22 May 2009

Whatever help you give to muslims it will end up in the hands of the fascists and aggressors among the muslims. We know this since 1400 years. USA knows this too. USA and China must pay compensation to India for all the damage Pakistan has caused to India using weapons, aid and geo-political support from the USA and China. The government of India should make this an international issue. If A helps B and B uses this help to hurt C then A must pay compensation to C. This should become an international principle. The government of India should stop being timid, apologetic, ultra-tolerant, hyper-patient or careless in this matter.

Funding Pakistan--- by romesh.sharma on 22 May 2009

Apparently US policy to nurture Pakistan will continue and what Obama had been propagating of his harsh policy against Pakistani cunning and deceptive tactics was merely to win elections.Perhaps it was his inexperience and over-enthusiasm but sure he is more sympathetic toward Pakistan. He and Hillary Clinton will be working only for their interests even at the cost of Indian relations, which are secondary to them.If and when Indian Congress, which is Pro-USA,takes over to rule again this US trend of practically unconditional and irrational support(funding)will prove devastating and highly costly to our Nation.Pak disposed people had nothing and have nothing they are used to this kind of life. They will remain and kept as they are.Nothing will reach them but the whole aid will flow into same direction of stock-piling nukes etc.Pak will sell these to other Islamic countries who had been funding lavishly since 60 years.Pak and China will be major Nuke exporters soon if not aid stopped.

Cookoo Land by Sridhar on 22 May 2009

"Hillary 'convinced' that Pak aid won't go to nuke programme". An Aam Admi learns from his past mistakes. Not so our great super power USA and its administrators. Hillary is in cookoo land and is strongly mistaken to trust Pakistan. It is already diverting its weapons not only to it military on th Eastert front, some of the weapons are being smuggled to Taleban. Just as the Taleban used Stinger missiles (meant to shoot down Soviet planes) to shoot American planes, the Taleban will now use the more sophisticated weapons to attack not only India but all those countries fighting the Terorists in Afghanistan.

This Woman is Daft by Shah P. A. on 22 May 2009

This woman is daft. Its clear that when the Pakis get the aid package it will free their own meagre resources for diversion towards increasing the nuclear stockpile. That way US aid goes indirectly towards enhancing the stockpile. On second thoughts, Hillary is doing a Monica Levenski to Pakistan ??

why by Abhishek on 22 May 2009

why US have to fund Pakistan any which ways? They should completely stop funding to them.

USA and Pakistan by Rajesh Vyas on 22 May 2009

The Americans are in the chronic habit of fooling themselves when it comes to Pakistan and the current Secretary of State, Ms. Hillary Clinton like her Husband Mr. Bill Clintin is no exception. They keep on pumping billions and billions into the failed state of Pakistan and turn a blind eye to the terrorist activities originating in Pakistan. What is sad is that (US OF A) Administration after administration of the So called BEST AND THE BRIGHTEST is fooled by the leaders of Pakistan for over sixty years. The PAK nuclear bomb indeed is a deterrent to the U S of A and is preventing any tough action by the Americans. As far as we are concerned, the message is very clear--The Americans cannot be trusted nor expected to take up our case and that the Terror emanating from across the border will have to be handled by and fought by us. Let us stop running to the U S A every time there is a terror strike that is sponsored from Pakistan.

Pakistan Aid by Chari on 22 May 2009

Pakistan needs aid to fight Taliban and take care of the IDPs.Having said that the Pakistan leadership can not be trusted. Thay are masters of duplicity and cheating. Will US and Clinton giarantee that there is enough supervision to ensure that will not happen? Why is US not asking if there is any need for Pakistan Nuclear stockpile? Are they planning on dropping it on India or Afghannistan? Are they planning on giving it to antiIsreli factions? What is the purpose? Why not US guarantee Pakistan they will not permit India to attack Pakistan if they get rid of their arsenal! India will never attack Pakistan.

Pak wont go for Nuke Program by Shadi Katyal on 22 May 2009

I wonder how she can be so bold face and state that.Has she not learnt that Pakistan has abused such funds in the past. She did not mention anything about accountability of such funds. How long USA tax payer are going to feed and arm Pakistan who is arming Taliban to fight a proxy war for Pakistan aginst USA and NATO.Why is USA and Europe has so far allowed to Pakistan for nuclear arsnel? Why no sanctions? What is USA afraid of Pakistan? Cold war is over and USA conbgress,State and pENTAGON MUST GET THEIR HEAD OUT OF cOLD WAR BOX.

What is the difference? by BP on 22 May 2009

What is fricking difference? All the money still goes in the same pot. Foreign aid will allow pakistan to divert more of its domestic budget to to nuke weapons and the military. Who is Hillary trying to fool?

US MILITARY AID TO PAK by M Arun on 22 May 2009

PAKISTAN WILL CERTAINLY USE THE US AID FOR OFFENSIVE PURPOSES AGAINST ALL THE WORLDS' DEMOCRACIES INCLUDING INDIA, THEREFORE THIS IS CLEARLY IRRESPONSIBLE

war on terror by freddie Indian on 22 May 2009

I thought American are intelligent ppl but with decision they make in really life giving aid to Pakistan looks like they want to create a war in southasia countries. Well American on it own can't fight any country and are making all the european countries the scapegoat. Before they support Taliban and now pakistan and later when America destroyed Taliban in Agfanistan and now taliban in Pakistan. If you look even Russia is not saying anything what American is doing. It looks like Russian have no gutts to say American enough is enough and go back to your home.

Hillary 'convinced' that Pak aid won't go to nuke programme by Ratan Gupta on 21 May 2009

America needs Pakistan. And why should not the world trust Pakistan for having nukes? I don't think even Pakistan cares about that. Why should they? They never used nukes and vowed to use them against anybody. Why would then Israel is allowed 300 nukes while receiving billions in aid and keep on attacking helpless civilians. Why would not even Iran should be allowed to go nuclear. They never attacked any country in 500 years. The record of the west is messy. They attacked and vowed to attack again and again. We don't trust them to keep nukes. Give them to the world please. We don't trust you sir. How can you have 30 thousand nukes. for what? Hypocrites.

Aid and nuke programme by Hero Vaz on 21 May 2009

Commonsense, it is said, is a rare commodity. Clinton has missed a simple point. When massive external aid is given, it releases other and local funds for use or misuse. US aid, Clinton can be sure, will release enough other funds for Pak's nuke programme. What the US should do is to post their observers in Pak to make sure that nothing is spent on furthering the nuke programme. That should serve as an effective check.

Mr by Somesh ponmani on 21 May 2009

It is my humble opinion that the US has still not learned a lesson from the 9/11 incident. Pakistan will continue to foster terrorism especially against US from the funds being so generously given to them by US. The Pakis are like venemous snakes; they will bite the hands which feed them. Also there is no visible guarantee that the nuclear weapons will not fall into the hands of Taliban - Al quaida.Hello US - when are you going to learn?

Humouring Pakistan by Anant on 21 May 2009

Americans are making another mistake. The first mistake was creation of Talibans and now allowing Pakistan to manufacture more bombs will hit Americans even more. India can only put their own house in order and not depend on uncle Sam. Uncle Sam now under Obama has new green shoots of loving Islam. Hope Americans are not taken for a ride by their new found president?

Exactly How by How on 21 May 2009

Exactly How is America convinced. It will be a relief for us to know as well. Is it Personal belief, or is it a solemn word of Pak President or is there some proof. It will help us to breath easy - if we could see some proof as well. We were all made to believ GWB was right on Iraq and look where it led to.

'USA' MAY TRUST PAKISTAN AS AN OLD FRIEND BUT INDIA CAN NOT TRUST 'PAKISTAN' by HINDUSTANI on 21 May 2009

The position of Pakistan has become like an International Bagger, for Security, For IDPs-Aid, detoriationg economy. India has faced 60 years this neighbouror, and Pakistan was never reluctant in spreading terrorism. USA and Pak are the two faces of same coin. India should keep close watch. China is main threat for India, Pakistan stands nowhere against India.

PAKI, AMERICA, TERRORISM, by DA on 21 May 2009

America has still not realised that the pakistan will one day transfer the Nuke Technology to a Rouge State of Rouge Elements. These elements will use such technology to make a bomb and drop it on NY. Americans should not pamper these untrustworthy pakistanis.
