Ranchi Five days after the President's rule was imposed in Jharkhand, the Union Home Ministry appointed three advisors to Governor Syed Sibtey Razi on January 23. Now, Razi has allocated portfolios among them.

As per the allocation made by Razi on Friday night, Advisor G Krishnan was given the departments of planning and development, rural development, panchayati raj, NREP division, urban development, rural engineering, animal husbandry and fishery, tourism, cooperative, labour, employment and housing.

Sunila Basant was given art and culture, sports and youth affairs, science and technology, forest and environment, human resource development (except higher education) and parliamentary affairs.

The home, social welfare, food and civil supply were given to T P Sinha. The rest of the departments including the finance, personnel and administrative reforms, road, energy, mines and geoloy, public relation, industry, water resources, excise and health department were retained by Governor Razi for himself.

Since road, mines, water resources, excise and energy were considered ‘malaidar (creamy) departments in the corridors of power where corruption was pervasive, Razi had raised many an eye brow.

"Instead of distributing these sensitive revenue earning departments among his advisors, he had kept them under his control leaving us doubt his motive', said Ranjit Singh, a social activist.

Among his advisors while Krishnan is the 1967 batch IAS who retired as Chief Secretary of this state on March 31, 2003 to be appointed as Commissioner of the State Election Commission, Basant, is an IAS officer of 1970 batch. She had recently retired as Secretary (Drinking Water and Sanitation), Government of India. Sinha the 1970 batch IPS, who retired as DGP of this state on January 31, 2002.
