Ramadoss also called for ‘more progressive view’ from the Home Ministry and said I want to ‘decriminalise’ this act.
"We like-minded ministers like Union Labour Minister Oscar Fernandez and other colleagues are going to take up the issue with PM and hopeful (of a solution)," he said.
"We want the Home Ministry to be more progressive, not the Home Minister (Shivraj Patil)," he said.
"The Health Ministry stands by whatever it has said (as regards decriminalising gay sex) and we are raising this issue only on health grounds," the Minister, who has earned the appreciation of gay rights activists, said.
"In India, about 86 per cent HIV/AIDS affected persons are 'Men Having Sex with Men' (MSM) and it is increasing. According to Section 377 of the Indian Penal Code, a doctor treating such a person for HIV/AIDS can be jailed as it is an offence and so can be the case with a social worker who can also be jailed," he said.
"There is an estimated number of 4.5 million MSMs across the country and the number is growing rapidly," he said.
"We don't want the HIV/AIDS situation to go out of control," he added.

The president should decriminalise foirst the treatment and access to treatment of msm's and thereby allow infected people to seek medical attention, this would directly reduce the overall health problem faced by the country by minimising or at least bringing attention to hiv and also making bisexual people aware that they should take care when having intercourse between sexes to reduce cross infection.if the government still believes homosexuials are the only ones with hiv aids, then they should help them, because not all men who sleep with me, are ONLY sleeping with MEN.therefore, to reduce spread, create awareness and provide better health care by opening treatment to everyone and not discriminating, for in doing so you will only be creating more problems for your country.
Completely amazed by the comments here. Some of them are so ignorant (Christianity, too, does not support homosexuality, public societies do; India leads in HIV not malaria and TB; and no, this is not westernization -- it's simply recognizing reality; ). Ramadoss must be commended on taking up this issue.
ramadoss is right. gay activities in india is rampant and like many oother uncomfortable social issues is swept under the rug. the sooner india accepts it in mature fashion and formulates mature social and health relared policies the better for india
Instead of treating the homesexual people as patients requiring specail treatmnet, it is a shame that a qualified and knowledgeable doctor-Minister is looking at the issue using Western coloured glasses. SAD VERY SAD VERY VERY SAD
These postings show how ignorant we are in the topic being discussed. Getting emotional is not going to help anybody. Other nations and WHO have done enormous research in the field. Let us educate the public first. The government of India doesn't seems to have a clue in the same sex discussion leave alone the common person on the street. Dr. Ramadas should first
This man has some basic problem. He suddenly talks about things to please Westerners. On this issue, Hindus,Muslims and Christians of India will be one voice and his fellow minister Oscar will soon find seatless in the coming election. Why Manmohan Singh is tolerating this stupid guy. His father Dr,Ramadoss seems to be out of touch with his prodigal son.
SIMPLY SHUT UP AND GET OUT YOU RAMADOS......You DO NOT HAVE SUPPORT OF MAJORITY PEOPLE OF INDIA. YOU ONLY HAVE FOREIGN POWER AND WASTED INTEREST SUPPORT.....
Wah UPA government ! India has been turned into christian bastion with focus on issues such as gay rights etc. India taught 'Dahrma' to the world but has itself fallen into the graveyard of decadence under the pretext of "secularism" as practiced by the current government. Ask these decadent politicians to leave India. Restore the land of Dharma and good Karma to its past glory.
I was reading all these comments posted here and now I assume that Indians still live 50 yrs back to West. I surprise that there people in India where they deny rights to gays. What is your problem if someone likes a same sex person. It’s a liberal society. Kudos to Ramu.
I think, Mr Ramadoss has lost his sense and therefore he is supporting gay rights in India. He doesnt deserve to be a minister in the Cabinet. Sometime I doubt whether he himself is gay or wht ?
I can only say that his sexuality is not up fopr discussion, it is a by the wayside point of no direct significance, relevance or impact to the topic. Why do you feel the need to distract from the initial point.Let me answer this question so you can see for yourself how foolish you really are.Allow me to put myself in your shoes.By distracting from the topic you are not only going "me me me me me me me" but also "bla bla bla bla bla". perhaps for once you should stop[ being so selfish and let people do their jobs. This man has recognised that although the government has established policies, there are side effects of such policies and by editing or reconsidering those policies, these side effects can be avoided, such as men who have sex with other men, who also have sex with women. i guess because the women are mentioned, you will now think he may be bisexual, and so what if the man is. Do you have feelings for him, perhaps this is a deep seated romantic attraction you hold for him. i get the impression you will be offended by this, perhaps because it is true, perhaps because you now feel what injustice a comment like the one YOU left, can have on a person. I hope your mind is opened nowe to the reality of life. Stop looking at problems and find solutions. Stop walking in circles and ;living in your own dream world. life does not revolve around your own imagined dystopian future of a society which you probably do not even belong to [gay] and if you do then shame on you for yuour self loathing egotistical comments.show some support or show some silence!Better to have attempted and failed than to have made not attempt at all.Your comment was neither helpful, respectful, insigtful nor interesting, so perhaps the administrators of ythis site should remove it.Perhaps someone like me, who perhaps thinks too highly of their own opinion and i apologise if in fact this is the case, perhaps someone like me needed to leave a comment like this for you, and thats why they didnt remove it.who can say.in life we need to learn to live together and help each other, to shareknowledge, information and love.i respect your views and that is why i have left this comment, to share my view on your view in the hope that perhaps, although it may have been agressive, it may sway your minfd to second guess your own previous statement.i hope you never have HIV or AIDS and are refused treatment. That would be real irony.Or would that just be justice?
Our primary health centers are awaful without medicines and doctors. Even after spending millions polio is noy yet eradicated. Dr. Ramadoss please concentrate on more important things. Ramadoss and his father are more interested in gimmicks to catch attention.
As health minister, i would imagine something that requires attention should receive attention. Are you suggesting that the health minister should ignore health concerns which affect an estimated 4.5 million men in the country who sleep with other men [a shocking 86% of these males who have intercourse with other males], and that does not necessarily indicate or imply that these men are faithful to each other and or are only having sexual intercourse with men. And this figure is rising rapidly. These men could easily be sleeping with female partners, they most likely also sleep with prostitutes and who is to say they are using condoms and have access to medical help, exactly they do not, it is illegal to treat a gay man for sexual transmitted disease, and so even straight people could get HIV, which may have originally been transferred from a gay person to a bisexual person and then to a straight person, these men are not only sleeping with men, think about arranged marriages where the man prefers men..easily imagined link of cross infection, and not even imagined, it is happening for real!.Why should the minister ignore one problem in favour of another, the problem wont go away if ignored, it will only get worse. If you think im lying i would invite you to try a physical experiment on yourself as a visual, tangible, realistic display and or lesson to demonstrate the point i am making. This involves cutting your arm with a rusty nail and seeing if it gets better if you do not seek medical attention, in fact try ignoring it completely and focus only on feeding and sheltering yourself and being employed, i assure you if you do not clean it, or treat it you may end up losing use of that arm, if not the whole arm all together. My apologies for the offense, however it was necessary to illustrate that attention should be given to all sectors of health, particualrly the ones of most significance, for what at first is only a cut on the arm, could mean only one arm, meaning your bodily ability becomes reduced. Ie manpower in the country, labour forces reduced, overall trade outputy and export potential is directly affected, adversly, if something of this nature is ignored.Kindly allow your mind to be open to the broader spectrum of possibilities which potentially exist within the confines and surrounds of this topic and realise that all health is interconnected just as the various ministries are reliant, dependant and subservient of each other. I agree there are other pressing health concerns and appreciate your views on this. I do not however perceive or necessarily agree that the minister is attention seeking [perhaps i am ignorant to other facts, which you may have ommitted in your comment], even if he is, its bringing light to matters of importance indirectly, so if he is doing bad, he is simultaneously doing good, and there is no harm in that. One agenda serves another. Politics my friend is something calculated, precise and sure to achieve whatever it desires, you can not fight the system, you simply have to find a way to draw attention significantly in the direction you want it to go.If the society is following like sheep, lead them where you want them to go and they ill do what you want. this is every government around the world. An intelligent person would find a way to m,aniulate the system to get what is needed without a drastic change, and enter diplomacy, tacy, reality and cunning.Let the man do his job. We cant say for sure if it will work or not and in the meantime attention is being given to a subject in great need of addressing.Thank you for leaving a comment which can be debated upon and discussed.Whilst reading over this comment i noticed some points may be offensive to others if not explained and therefore i would like to add that i respect other cultures and traditions which societies have, for example arranged marriages, hopwever in my own soiciety this is not the practice.I do not invalidate these poractices simply because i am not following them myself, however i am simply usoing these examples to illustrate the possibility and in fact the actual occurence and possible avenues by which infection from the gay community can pass into the straight community. Therefore to protect yourselves, protect gay people.HIV is not a gay disease, but it is prevalent in this community, just bear that in mind as well. It did not start with us necessarily and it will definitely not end with us.We are all in this together, so stop fighting each other and lets find a way to save us all instead of trying to save only some, because if you do not protect all, you protect none.
India is not yet ready for this issue. Dr. Ramdoss should spend his energies on eradication of other maladies like Malaria, TB, Cancer and Diariah first; rather then wasting time on this issue.
That will be a cure worse than the disease. We might conquer AIDS and move on, but Homosexuality and other deviant forms of sexual behaviour will continue to haunt humanity for much much longer. A better compromise would be to treat homosexuality as a non-criminal deviant behaviour that needs counselling and correction - than begin to treat it as a legitimate way of intimate interaction between humans.
Whilst i recognise validity within the context of your comment, i would like to ask why you feel homosexuality is something which REQUIRES correction.Medically speaking all sciences have shown that genetically it is possible to inherit homosexuality and related tendencies from our oredecessors.Psychiatry, another form of reliable medical information, has also proved that interaction with others and environmental factors can also have an impact on a persons sexuality of way of life.Social factors like peer pressure [arranged marriages is only one example-no offense intended for i realise there are benefits of some kind to these arrangements] can also have an impact.Could you please clarify as i may have misunderstood your point. Many thanks and thanks for taking the time to leave a comment which can be discussed.Frederick Smit
PM is too busy now what with the financial instabiity and signing of Nuke deals. Ramadoss should approach Soniaji reasrding the gay problem
Appreciate the logic in the comment you left, you are saying this issue may not receive appropriate attention as distractions by seemingly more pressing issues may overshadow it and the seriousness of the situation may be lost in mitigation, perhaps swept under the carpet or shelved for future consideration.Who is this soniaji person and what is there role, how do i contact him or her and where can i find information about this if you do not know their direct communication links.is there a site i can visit to obtain this informantion or a number i can call?Appreciate the maturity of your comment. You have opened doors for the international gay community and helped millions of people just by making a humble, but extremely valid point. Our thanks are with you
