New Delhi, March 17: The police arrested at least 40 people in an overnight crackdown on suspected drug dealers and other criminals in Goa following a rash of attacks on tourists, a top police officer said on Monday.

Scarlett Keeling, a 15-year-old British girl, was raped and murdered last month prompting criticism of the police for failing to protect her and others visiting the popular tourist destination.

A German woman was molested in a beach last week, police said.

"I will be ruthless, no one can take Goa for granted," Kishan Kumar, the Inspector general of police said on Monday, referring to the drive against criminals.

"Anybody lurking in the beaches after midnight with suspicious intent will have to face lot of questioning from now on".

Keeling's case also highlighted the safety of tourists in India and the easy availability of drugs, especially in Anjuna beach, famous for drug and booze parties, and where Keeling's body was eventually found.

Two people have been arrested in the case so far. Police said that Keeling was raped and then left to die.

At least 126 foreign nationals have died in Goa in the past two years, 40 of them British, officials said.

On Monday, the Goa police also claimed a further breakthrough in the Keeling case after a key witness in the case, Michael Manyon, contacted them.

"Manyon, who can identify the person who dragged Keeling out of the shack and saw what happened is turning himself in for questioning," Vikram Varma, Keeling's lawyer said from Goa. Police said Keeling was dragged out of the shack after her attackers gave her alcohol, along with ecstasy, LSD and cocaine.

The media have severely criticised the police for not doing enough to protect tourists and the government now say they could employ ex-military personnel to protect tourists in beaches around the country.

Police Challenge In Goa. by Anant Sheth on 17 Mar 2008

Goa was one State which had the least crime years back. A no. of Industries have flourished. Its tourists' value has been increasing day by day. Why can't we streamline the law

"I will be ruthless..... by Ramesh Lahoti on 17 Mar 2008

How often have heard the sentence- Strict action will be taken - uttered by the politicians. Why blame a cop who also makes a sentence? A short story: a criminal wishes to give up his crooked life. Goes to the police station and surrenders. The SP kicks hims out saying, "You are not allowed to give up. We have to arrest you for a crime." Our cops are famous for not seeing the trees in forest, just like they don't wish to write a FIR.After all the task is too much, since his intelligence is demanded. Now aren't we asking too much. A country with 1100

I am tough!!! by Anna Das on 17 Mar 2008

Hai Mr.IG, It took you how many years to spat the tough words? Now you are proclaiming you will do "that and this". There is enough bad out there, so please do not talk big. What is we needed is action and result, not your words. We have seen a lot of rapes and murder, so please do some action and bring results, then you can speak some great words and we will see how tough you are. All those rapists are roaming around, and our IG is still talking about his toughness!!!

everybody is taking goa a ride by priya on 17 Mar 2008

who is taking goa for a ride, well it is their own people, politicians, just look at the state of affairs almost each MLA or MP are into real estate business, today a common man goa buy a flat in goa it is straight forward no. is goa self sufficient in any thing except for sea foods, we have to depend on either karnataka or maharashtra for milk, vegetables etc. almost a year major channels telecasted about russian mafia in goa, what has govt done, nothing except for hollow promises. compared to kerala it is far better in kerala in maintenance of beaches, life savers, definitely goa is in for a big trouble if tourism goes down as there are no big industries coming up or jobs around.

Goa minus Tourism by Sat on 17 Mar 2008

In response to NARESH for his comments below, let me clarify that Goa is the only place with so much freedom compared to the rest of India though they may have those three "S" for free. I do not agree with him that the livelihood of Goa is just tourism, it is the rich mineral ore, fishing, agriculture, NRI deposits, industrial sector and home industries that contribute to the Goan livelihood. Tourism is just in the coastal area where it have it's presence. As a Goan, I bet if the tourism industry ceases to exist in Goa, it will not create a lot of unemployment in Goa. The loosers will be the big hoteliers who had put up their shops in Goa, encroached our beaches denying access on the government property to the locals treating it as their own. Goa was not a poor State before tourism took a boom. It will not if the tourism dies. The culture and the hospitality was rich in the past but today, is corrupt due to the influence of this tourism from within India and abroad.

Tourism: SERVICE/BUSINESS by Ashok / DNN. on 17 Mar 2008

This is a wake up call for Goa. Tourism is essentially a SERVICE and not necessarily only Business. Look at PIO Countries – Mauritius it’s smaller than Goa - just one AIRPORT -1.2 Million Population but visiting Tourists are almost a Million. Drug dealers have death penalty. Goa MUST GO BACK TO CULTURAL TOURISM, not the powder and smoke “adda” type of tourism – If you keep other Indians out WHO WILL TELL YOU THE TRUTH or Invest long term in Goa? The Scarlet type of tourists? Focus on Mega Cultural Events you will get REAL REPEAT TOURISTS again and again – while these powder-wallas will be pests ruining Goa reputation. In this the Rulers and Opposition MUST fight together to enhance Image of Goa Overseas. Ashok Gopio Asia.

I hate Goa. by ekdesi on 17 Mar 2008

This is one of the reasons I hated Goa. I am very sad to say that I hated the place, even though I am Indian. I saw some of the most disgusting behavior in Goa (especially at Mambo/Tito's..drug selling bouncers/doormen/, crooked management/promoters..etc). I will certainly not be going back there again. So much great history there, but it is a shame that some people there have no morals or decency.

Rape Capital of the World by Jolly on 17 Mar 2008

Indian is fast becoming the rape capital of the world with daily incidents in Delhi and Goa, and Mumbai not far behind. Now Goa is fast approaching 'Delhi' standards in public morality. Super power? Just because we have a few billionaires, nobody is going to respect India. India is respected for the great people it had produced, like Gandhi, Swami Vivekananda, Ramana Maharishi and scores of others who had little wordly possessions to talk of!

Drug..police by VVH on 17 Mar 2008

Appears that Police is waking up now just to go into deep slumber soon. I do not think there will be any long term measures enforced.

Beware Goans by naresh on 17 Mar 2008

Wrong statement. If the IG said that he would'nt let any one take Goa for granted "from now on" would have made some sense. Moreover the overall mentality of the Goan people has to undergo a change if they want their livelyhood which is "tourism" to stay, otherwise there are so many other places which can offer free the three "S's", the sun, the sand and the sea.

Goa to take action by megh on 17 Mar 2008

simple but correct answer---- by romesh.sharma on 17 Mar 2008

Police and politicians make a fortune from such incidents and criminal activities.More crime richer they are.
