New Delhi The Union Government on Wednesday clarified that there is no permission required to exercise the right to self-defence. The Indian Air Force (IAF) had asked for permission to fire on naxals to avoid any ambiguity.

Replying to a question raised by lawmakers K Malaisamy and N R Govindarajar over IAF asking for permission to open fire during anti Naxal operations, Defence Minister A K Antony said: “While permission is not required to exercise the right to self-defence, based upon past experience and intelligence input the Indian Air Force has sought approval of the Government for ‘Rules of Engagement’ for self-defence. These have been proposed to avoid any ambiguity and damage/injury to the helicopter and to the occupants.”

Earlier, the IAF had approached the Defence Ministry for permission to fire on Maoists if their copters are attacked.

The IAF has deployed copter to assist the state forces in their combat against Maoists in Central India.

Replying to another question raised by Bala Apte over the production of Light Combat Helicopter, Antony said : “The design and development programme for Light Combat Helicopter was approved in October 2006. The first prototype (technology demonstrator) is expected to get the initial operation clearance by around mid 2011.”

“There is a proposal for export of indigenously developed helicopters. HAL has exported five numbers of the indigenously developed Helicopters Dhruv to Ecuador and one to Mauritius,” he added.

Naxals : Result of Neo-liberal Agenda of the Govt. by Dr.V.N.Sharma on 26 Nov 2009

There is nothing to read in this clarification which is simply explaining the %u2018Rules of Engagement%u2019 for self-defence. The important aspect of the statement is that the Military engagement is to suppress the voice of the poor Adivasis (Read Naxals) who oppose any method of usurping their means of livelihood and handing them over to the private capital in the name of 'Development'. Complete sell out of the oppressed section of the society to the rich is the neo-liberal Agenda of the UPA Govt. The Military engagement or any action other than settling the issue in a Table Talk with the Naxals itself should be condemned. The Govt should initiate action to stop inefficient functioning and large scale corruption in their own offices not by a long and ineffective CBI enquiry or a Court proceeding but by meaningful dialogue with the sufferers. Govt is bound to get opposition to this. Low voter turnout substituted by inflated voter no. by EC democracy will not be saved in JKD or elsewhere

Naxal Menace by Saklemba RK on 26 Nov 2009

The questions we should ask ourselves is why this menace has spread its tentacle rapidly to many parts of our country. This menace has its own region specific causes but most often we find that poverty and unemployment and state's apathy as main reasons. We should try to solve this problem through good governance and other peaceful means. Drone attacks will only make the problem worse just like what is happening in Pakistan where US is increasing seen as an enemy more than a friend. Can we afford to breed bad opinion and intentions against our country by using violent methods of eliminating so called 'cancers'? We should rather go to its root cause. We cant afford to make it worse than its present situation.

IAF should fire on Naxal without asking any question by Nindi Dial on 26 Nov 2009

we should use drones and holicopters to bomb all the camps of these Naxals, eh they don't care about other innocent people losing their lives why rest of India should. If we want to have peace and country united we got to get rid of few trouble makers because they are paid by third world countries to make troubles.

Some pigs are more equal than others. by R Gonda on 26 Nov 2009

So, in other words some people are more equal than others. @n.r.i and Pervez, is it not hyprocritical to say that the Chinese and Pakistani are 'BARBARIC' but it is not barbaric to shoot and kill other Indians (Naxalites) without due course of justice. In the 90's, I had a very good friend in Mumbai who was a very enthusiatic supporter of 'Encounter' killings and he gave very much the same justification you are doing now. He stopped abruptly when one of the people in his neighbourhood was killed in an 'Encounter' and he was passed off as a dreaded gang member. What we need is political reform. You cannot justify murder - which is what extra-judicial killings are - by saying the Naxalites are looters and thugs.

It is just a matter of time ! by Shahid on 26 Nov 2009

R. Gonda is absolutely right and one knows when it happens at home.. When tyrannatical rule becomes unbearable people rise...; You may call them terrorists as the British called all Indians who fought against them.. It is a call by who is on which side of power. At present Indian Government is, so Naxals are terrorists... In time it 'will' be reversed.. just wait and see. As far as NRI comments are concerned, he is absolutely biased and out of tune far away from the facts on the ground. His comments smell of absolute paranoia and hatred against the Pakistanis, Chinese, Americans etal. Again it is a matter of time lessons will be taught by these so called terrorists to the likes and kinds of NRIs. Naxals, Maoists, Mizos, Kashmiris etc; and of course more will be added to the list, maybe himself too, then we will know what the use of power and hatred develops.. Be kind and say good about others, specially if you have no courage to criticise your own self.

Naxal Menance by Mukund Junnarkar on 26 Nov 2009

In any democratic society there is no place for violence to achieve any political agenda. It applies to all, be it Congress, Communists,Shiva Sena and or Naxal. As far as the Naxals are concerned they are definitely a threat to India and the Government should acquire drones from USA and start using them to elminate this cancer on the Indian democracy.

NEED FOR THE USE OF THE ARMED FORCES TO ELIMINATE TERRORISM. by S R Prasad on 26 Nov 2009

THE TERRORISTS ARE FINANCED, TRAINED, ARMED BY NEIGHBOURING HOSTILE COUNTRIES TO DISRUPT THE PROGRESS OF THE COUNTRY. THESE TERRORISTS ARE WAGING A PROXY WAR AGAINST INDIA WITH THE MOTIVE TO INSTALL AN AUTOCRATIC PUPPET GOVERNMENT CONTROLLED FROM OUTSIDE THE COUNTRY. THIS MUST BE STOPPED AND THE USE OF THE ARMED FORCES IS INEVITABLY NECESSARY. AUTOCRATIC RULERS WILL BREED VIOLENCE PERPETUALLY CAUSING INCALCULABLE DEATHS & DESTRUCTIONS. POLITICIANS HAVE TO MAGNANIMOUSLY RESPONSE TO ESTABLISH WELL-ORGANISED TEMPERATE DEMOCRATIC INSTITUTIONS TO ACCELERATE THE ADVANCEMENT OF THE COUNTY FOR THE BENEFIT OF THE FUTURE GENERATIONS. THE VIOLENT TOTALITARIAN PHILOSOPHIES OF KARL MARX, FREDRICK ENGELS, LENIN, & MAO WILL NOT BE THE CORRECT PANACEAS.

Shoot them down without mercy by Bhanu on 25 Nov 2009

The army & air force should protect the country. If there is a rebellion within & innocent citizens are targeted & the naxals practice violence, then it is imperative for the police & armed forces to protect the country against destabilisation by armed and violent naxals. The armed forces should not just shoot in self defense but should chase these communist stooges and kill them all because they pose a great danger to democratic government in India. These naxals should be prepared to face the might of the Indian State which they are trying to overthrow through a bloody revolution & by undermining the state apparatus. It cannot be a one-way street where only naxals can kill people. The naxals should also be prepared to die if they are indeed not cowards! One who fights by the sword should be prepared to die by the sword.

Great! Another Pakistan in the making. by R Gonda on 25 Nov 2009

First we have the Army involved in action against our own citizens. Next comes the Air Force and finally the Navy. Besides following the "Might is Right" philosophy and involving the armed forces in a political dispute within our borders we seem to be going the way of Pakistan. Soon, we will have no right to tell Pakistan that it has an Army with a Government.

R Gonda , JOIN THE TERRORIST AND FIGHT AMERICANS AND CHINESE IN AFHANISTHAN by n.r.i on 25 Nov 2009

Gonda , WHAT DO YOU EXPECT TO DO WITH TERRORIST IN INDIA . IF THEY HAVE TO CHANGE THE SYSTEM , THAN THEY HAVE TO FIGHT WITH OPPOSITION TO RID " DYNASTY RULERS " AND " FAMILY LIMITED COMPANIES " LOOTING THE DAILY BREAD FROM THE PLATES OF DESTITUDE WHO ARE DYING IN MILLIONS WITH OUT FOOD . DON'T EQUATE CHINA AND PAKIS. WITH INDIANS . THEY ARE BARBARIC WHO DON'T VALUE HUMAN LIFE AND INNOCENT TIBETAIN AND MUSLIMS ARE EITHER HANGED OR MURDERED BY CHINA . POLICE AND ARMY HAS TO PROTECT THEIR LIVES FROM PEOPLE WITH MEDIEVAL BELIEFS RUNNING AMOK WITH A.K. 47 . THE NAXALS ARE RIGHT IN PRINCIPAL BUT WRONG IN THEIR ACTION . THEY SHOULD TARGET THE LOOTERS RATHER THAN INNOCENT CITIZEN OF INDIA - POLICE AND ARMY PERSONEL . JAI HIND

What about millionaire Naxal by Vikash on 25 Nov 2009

Naxal has become business man. They work for political parties rather than for the cause of poor. They do not want allow people of their areas to access benefits extended by respective government agencies. How can you say that they are fighting for noble causes. What is the reason you think Naxal exit and so much successful in making media highlight? How they are able to get money to run their business? How do they get arm? Do you think without any external support all these are possible?

They should be bombed by Pervez Shaukat on 25 Nov 2009

Mr. R. Gonda, thank your stars that he Air Force has not yet been ordered to bomb the naxalite hideouts, which is what should really be done. These self appointed guardians of poor people are nothing but thugs and scoundrels and have really no claim to Mao's teachings

Half-true Shaukat by Devasahayam on 26 Nov 2009

Mao was actually a goonda who stated "power flows from gun-muzzle"--and who also murdered between 4 and 8 CRORE people during his 27 years. Basically, Naxals actually follow Mao's "teachings" (all destructive like Hitler's) to a t!
