IPL chairman Lalit Modi said on Tuesday that the security of players, officials and fans will no longer be left to the individual franchises as was the case last year.
"Security is paramount for us. Players, officials and fans are all very important. Players' security was the responsibility of the teams last year but this time we have gone venue by venue managing the security centrally. Of course we will coordinate with the teams," Modi said at a function to unveil the new logo for IPL second season that starts April 10.
Ahmedabad and Visakhapatnam are the two new venues added to the second season and Modi said talks were also on to get Nagpur and Dharamshala on the the roster. But he didn't give out the much-awaited schedule, saying it was still being fine-tuned.
"We are talking to Dharamshala and Nagpur is also in fray. Schedule is still being fine-tuned as I speak," he said.
Elaborating on the security plan, Modi said, "From the minute a (foreign) player lands here to the minute he leaves India. From the minute an Indian player enters the hotel to the minute he leaves, we will be managing the security."
"It's a cumbersome template that was used during the India-England Test series last year. That was a rigorous plan put in place, shared with the government and the international board, in that case the England and Wales Cricket Board," Modi added.
"Security (budget) will be 10 times more than last year," he said without divulging the exact figure.
IPL's security has become a major issue after the Lahore terror attack on the Sri Lankan cricketers, six of whom were injured, and last year's Mumbai carnage.
Asked about the reported apprehensions of foreign players and the host state governments, Modi said, "Three state governments (of the eight involved) have already given us their clearance in writing. The other five are expected to give it in a day or so. One state government had asked for a change of date and we are working it out."
"No foreign player has so far contacted the IPL to say that he is apprehensive. They have never been uncomfortable about coming here. India is not Pakistan, we are a safe country," he said.
Modi also rejected the Federation of International Cricketers Association's demands for a say in the security arrangements for IPL.
"The IPL is conducted by BCCI and the BCCI talks directly to the Boards. We have never been in touch with FICA. But of course they will talk to the other Boards and coordinate with them," he said.
The opening and closing ceremonies as well as the inaugural and summit ties of the April 10-May 24 event would be held at the D Y Patil Stadium in Nerul, Navi Mumbai.
Modi revealed that Chennai, home to last year's semi-finalists Chennai Super Kings, will not get to host all seven of its planned games.
"There are a few blackout dates involved because of the elections. So they will not be hosting all seven of their matches," he said.
Modi said tenders have been floated for multiplexes vying to show live telecast of the IPL matches but with a clause. "If Mumbai is hosting a match, then the multiplexes there cannot show that match on that day, they will have to show the match going on in some other city," he said.
Modi also made it clear that the IPL Governing Council had decided not to allow the Twenty20 League to be used for political campaigns by any party for the Lok Sabha polls.
Modi said the confirmed contracted revenue for the second edition of the IPL has gone up by Rs 1,725 crore. "Now it's Rs 10,790 crore. Two official partner slots are still open. We are in talks and are close to signing up one of them", he said.

Like Horse Races or Lottery.Winnings, cricket and IPL should be taxed 50% Income tax. Atleast Govt. can collect revenue Rs.900 crores and give to poor people as Living Allowance. Then Govt. can provide security to Cricketers and even Black Cats
since ages we were complaining about people in slums. In first how people come into slums. History says the wealth stays only for 3 generations and 4th generation is moist certainly find it self in poverty. There is no point in showing lip sympathy for these classes. Some body should come out with concrete anti poverty plans and not objecting for every social event. Because these events turn over lot of transactions which create employement to thousands.
Where is the recession now.. Recession or No recession the wealth is stagnant with veru few people who make merry and have absolute disregard for common people. As Mr.Kaushal pointed out where does all this money come from..? Corporates right ?.. So they dont have problem with such a huge spending, but paying a small salary to loyal employees is difficult for them and they lay off employees. But Indian people are also to be blamed, Why do we patronise and support cricket to this extent. Instead of being just a sport it has grown to menacing proportions where money generation is the only mantra ruining all other sports in the country. We should stop watching these matches.. even on television. It is with our Money these rich business men, actors and politicians are enjoying their lives when common people suffer and struggle in our country to make a decent living. 10,000 crores madness. Goverments say they dont hve money to help farmers, proide basic health care and develop Infrastructu
Mister Modi We here in mumbai know what security we have.The Security personal are only for the corrupt politicians while we have been openly terrified in number of occasions here.Also Blasts are not happened only in Pakistan but All over south Asian countries Like India,Bangladesh and Srilanka. You R just politicizing this great Game of Cricket?
it makes me feel some kind of gaint thing happening in sports in this part of world ............i mean to say this 10000 cr could not be the total revenue of pakistan, bangladesh and sri lankan boards combined....and this I.P.L is generating it all alone ..............leave the question of indian board aside..................if this is the position of these forgion board ..........than what the hell ,, they jus dare to compare to india in this sports?,...............i mean ........why these pakis and sri lankans always try to compare themself with indian board?............see pakis ......this is not indian board .........its jus a event of Gaint indian board ..............don't try to compare with our board ...............you pakis are always so inferios ......................
We Are a Safe country :)In Safe country they didn't need trained commando for protection. And Terrorists are terrorists they can strike anywhere in the world like lahore, mumbai, colombo, London, Newyork etcDon't say too much about the safety of US .We know what is the level of security lots of time in mumbai.I am living here in mumbai and seen the blasts and communal violence occured since 1984 here.
The IPL revenues are going to be quite hefty. The IPL spending on security is also more. The IPL takes charge of the security. Now who actually are the security personnel? Whether the police of the states concerned or paramilitary or both? If these government personnel are employed, whether the IPL will bear their salary and perks during the period of the series? Whether the IPL will give command to the security personnel?Then of the huge revenue generated by the IPL, what the country and the countrymen get? These are not clear. Surely country must be getting benefit out of the extravaganza. Otherwise so much importance to this cricketing event might not have been given!

IPL will make fabulous profit but what about the people who are in slums and is there any hope of their title to be changed from slum dogs ? Jai Ho.
From where does all this money going to come? In my opinion, majority of the money will come from advertisements from the companies. Seat tickets in stadiums are a minuscule factor in this whole costs. IN current recessionary times companies are sacking people from there organization to cut the costs. But they will pay the for these ads. They cannot bear the salaries of few employees for few months. Are they going to pay to these IPL. Majority of the money will in the pockets of very few as their profit. This is totally absurd....
