New Delhi, March 5: Rubbishing Opposition charge that Congress-led UPA government was adopting an appeasement policy with an eye on elections, Prime Minister Manmohan Singh said he was not ‘apologetic’ about empowering weaker sections including minorities.

"When I talk about empowerment of minorities, I don't think I should be apologetic about it," he said, replying to a debate on the Motion of Thanks on President's Address.

Marred by repeated disruptions from Opposition Benches, the assertive Prime Minister said development of all sections, including farmers, SCs, STs and minorities, was necessary for their inclusive growth.

"For political and social stability, more empowerment of the marginalised sections was needed," he said adding that he was not tendering any ‘apology’ for the inclusive growth process of development.

Admitting his government's ‘inability’ to honour its commitment on the Women's Reservation Bill, Singh said, "time has come to make yet another effort to evolve a broad-based consensus so that we can bring a bill as soon as possible".

When Brinda Karat (CPM) wanted a concrete date from the government, Singh said he would make ‘sincere efforts’ to go back to political parties and convene an all-party meeting after March 20, when Parliament breaks for recess.

However, he said, he cannot say what will be the outcome of his efforts.

Not satisfied with Singh's reply, the NDA staged a walkout and subsequently the Motion was adopted by voice vote.

Rejecting the charge that the UPA government was soft towards terrorism, the Prime Minister said that terrorism was a common enemy which the country needed to fight unitedly.

"We should be resolute in our opposition to all forms of terrorism," he said.

Referring to the problem of left wing extremism, he said the Centre would provide all assistance to affected states like Chhattisgarh, Orissa and Jharkhand to deal with the problem.

The BJP Benches strongly objected when Singh spoke about the plight of farmers and said the distress was because of the ‘anti-farmer’ policy of the NDA rule. "Our agriculture record is much better than the previous government," he said.

"We have taken many initiatives to script a new story for agriculture," he said adding the agriculture credit flow had been trebled during the last four years of UPA rule to free farmers from the debt of NDA regime.

Observing that after many years the agriculture growth touched almost 4 per cent in 2007, he said the previous government neglected the welfare of farmers and therefore, NDA has no right to talk about the plight of peasants.

To drive home the point that the UPA was a ‘caring government’, he said the government had spared the common people from the burden of global increase in petroleum prices by not hiking the cost of LPG and kerosene.

The Congress-led UPA has not only appeasing policies but injects the venom of hatred and antipathy among communities through reservations and special status tricks. With this policy they have created many more minorities which further becomes a reason to create more divisions in once a healthy society. The PM is wrong to say that opposition feels this policy of appeasement is with an eye on elections while the fact is to retain power and this is not now/new but a treacherous policy with which the Congress has expolited the people all these years after independence of the country. There is no political or social stability but more resentments, inscurity, communal hatred, insurgency, terrorism of different sort. Moreover what kind of Empowerment he is talking about! You are taking out from one vessel and pouring into another. Is that what you mean empowering? Can Congress do something good for socalled minorities without snatching from those who have some/little? Do they have some policy to lift the minorities up without pulling those who are up with hard work? This not social justification and not democratic either. The PM is weakest leader, poorest in adiministration is known but now he is showing his othr qualities of being cunning and liar.He served the cause of SoniaGandhi, her family and Congress. His obsequiousness is blind a has become danger to the nation, liability he was right from day one.NDA has every right to talk, criticize and protest in the interest of the Nation and citizens because his Govt has utterly failed in action and conviction. How decptively he speaks of not increasing cost of LPG and kerosene! The old silly policy of which people are fed-up since long. The Pm doesn't feel apologetic because his second name is APOLOGY.

I’m not apologetic about empowering minorities: PM by Prasad on 06 Mar 2008

This is Maonmohan Singh talking or a power hungry politician talking with a eye on minority votes. Was Manmohan sleeping for the last 4 years ? Why is it that on the eve on the next Lok Sabha elections he is dolling out these sops in his bid to get votes for the Congress. As an individual he has not won a single election. This statement shows him in a very poor light, a ordinary opportunistic politician. Its pity India has got such people at her helm.

I’m not apologetic about empowering minorities: PM by N.V.SANKARAN on 06 Mar 2008

Not at all surprising!!! The PM and UPA would have been apologetic only if the special provisions were for the upliftment of the poor Hindus!!! By making special provision on the basis of religion for the Minorities, meaning Muslims, is not the government providing direct inducements to the poor Hindus to convert to Islam so that at least their children, if not they themselves, are able to draw the benefits of these special provisions? Does not this inducement amount to violation of constitution? Does not this act result in increase in the communal divide which already is very alarming. If the government had taken a head count of all the poor people in the country, it could be seen that the actual number of poor people in the majority religion shall greatly outnumber those amongst all the minorities put together. When people are hungry, they don’t think of secularism or communalism, but they will be concerned only about how to feed themselves. In their eagerness to please the Muslim community, the secularists have forgotten the fact that poverty and hunger affect people without any discrimination on the basis of religion, unlike the secularists who do so by offering special budgetary provisions to a particular religious section.

I agree with your views Mr Sankaran. The Congress is dividing the country on communal and religious lines by such senseless acts, all for the sake of staying in power. Believe me Hindus will not take this lying down. It will give rise to more Narendra Modi's, Bal Thackeray's and Raj Thackerays's. And why not. Can a Hindu be a silent spectator to all this shameless appeasement ? Its competetive vote bank politics and Congress often excels in that. Why then blams VHP, RSS BJP etc for their stand on Hindus ? The english media is also to blame. It is a stooge in the hands of the Congress and both are hand in glove. Hence it is often quite to such divisive acts of the Congress.

Shameful... by withheld on 06 Mar 2008

Dear PM, no body is against empowering the weaker sections of the society. What people are objecting is your vote-bank politics that create friction and pit one section against another. Is it in the interests of the integrity, unity and security of the nation that you are entrusted to lead ?

Result of Empowering Minorities by SLB on 06 Mar 2008

Dear PM, have you ever observed that there are Muslims, the minorities, ruling in a Hindu land; why not Hindus in the Muslim lands?Have you ever noticed that while peace comes with glacierlike speed in the Muslim world, conflict and violence spread like wildfire? Have you ever cared to see historically that minorities slogan in India has been clear:Give Terrorism a Chance? Sorry to say that you're the weakest PM that India has ever seen.
