New Delhi Disclosing that a dozen terror plots had been foiled in the past one year, Home Minister P Chidambaram on Wednesday said terror groups like the Lashkar-e-Toiba had links with al-Qaeda and were now coordinating their actions.

Replying to a discussion in Rajya Sabha on internal security, Chidambaram said: “We are as vulnerable today as we were a few months ago. Groups like LeT are now coordinating their actions. One of these groups appears to have forged ties with al-Qaeda.”

Though there had been no major terrorist attack in the last one year, the country, he said, could not afford to lower its guard because “our adversary has not changed its attitude.”

“The epicentre of cross-border terrorism is the junction point of Afghanistan and Pakistan and since India is in the region, we are vulnerable,” Chidambaram said.

He said the government policy would be one of zero-tolerance towards jihadi or Hindu militancy as “both are terrorism”.

After the BJP objected to his remark on “Hindu militancy”, Chidambaram said whether it was Islamic terrorism or Hindu militancy, there had to be zero-tolerance.

On the cross-border threat, he said, “Our security forces have the capacity to prevent any terror attack. God forbid, should there be any terrorist attack, our response will be swift and decisive.”

“While terrorist and insurgents choose the time to attack and they have to be lucky just once to succeed, we have to be lucky every time to foil these things.”

On the situation in Jammu and Kashmir, Chidambaram said: “I would take what appears to be a risky step of withdrawing a significant number of battalions of security forces in J&K. We are now transferring more and more law and order (duties) to J&K police.”

He also told the House that no Cabinet minister was a supporter of Naxal violence, thereby dismissing allegations that Railway Minister Mamata Banerjee was sympathising with Maoists.

He said a group of people from West Midnapore district in West Bengal formed a group to protest against police

atrocities. “One or two of my colleagues visited the area in order to talk to that group to find out what their complaint was against the police,” he said, without naming the ministers.

The ministers, he said, met the group believing it had nothing to do with CPI (Maoist). But once it was discovered that it was a CPI (Maoist) front organisation, they dissociated. He said the ministers “never supported” Naxalism and were “totally against violence.”

Affirmative actions required for Disabled soldiers fighting militancy on world disablity day by sinduja on 03 Dec 2009

Today is "world disability day".i want to share a small incident involving one widow of Veer chakra(died as Connell)and disabled soldier from BSF.We were travelling together in train and to my surprise the disabled jawan was medically boarded out from service(injury in militant operation in srinagar)surviving on only pensions minus any ex-gratia and widow whose husband died due to injury complication affected in militant operation. both of them require the attention of the nation and to my surprise the widow of Connell can keep the govt house for 2yrs from the date her husband died while BSF PERSONAL even can't keep the govt residence for 3 months from invalidated day .I came back home and to my surprise the wife of IFS officer's who died in Kabul embassy bombing in 2008 was allowed to keep the house till normally the officer would have supernauted. It is astonishing that there is an example of two sufferers who fought for the country and another who served and mean time lost h

Congratulations Hon'ble Palaniappan Chidambaram by Ramanathan A V on 03 Dec 2009

I would liketo whole heartedly congratulate Hon'ble Shri Palaniappan Chidambaram, who tok over as Home Minister when people were angry with the 4-year reign of Shivaraj Patil, and at a crucial time in the history of India. The deluge in the form of 11/9, which devastated Mumbai and consequently India, and the ferocious attack by gun totters against incident civilians, put the whole nation to shame. But the bravery and courage of the unsung heroes, who sacrificed their life when in their post, was unparalled sacrifice which nation can never forget. The Government has to protect its citizens. This is what British Constitution History teaches. With the King in the Buckhingam Place, people of Engalnd sleep well. It means, the soverign will protect them. To cleanse the augastein stables, P Chidambaram and Shri Gopala Krishna Pillai, an iAS officer of impeachable integrity have done an excellent job. Please keep it up, Gentlemen.

Terrorist Attacks by Varinde on 03 Dec 2009

In the past one year Home Minister has lost track of Bullet Proof Jacket which killed Karkare. During last one year HM did not have any clue about David Headly, Rana and ULF Chairman, who has been captured by USA and Bangladesh respectively. The prevention of terrorists attacks about which HM is boasting has been thawarted by brave ARMY Jawans at the cost of losing some of their most bright officers and soldiers. HM is far away from ground realities and it is true only the "Wearer knows where the shoe pinches".

A JAYCHAND OF THE DAY by N.ASTI on 03 Dec 2009

This man is either a Jaychand(if Hindu),or a Christian convert with the blessings of his Italian political Mom that he is blind towards the Christian terrorism of NE,Orissa(case of Hindu Swami's murder) as well as of conversions. It leads us to doubt he has a very soft corner for them. Then who is real terrorist working against Hindu society?

Luck!! or Will? by Indi on 03 Dec 2009

Chidamuddin says "we have to be lucky every time to foil these things.%u201D. One wonders what kind of a home minister he is who depends on luck rather than will. India is extremely unlucky to have a politicians like these. This shows they do not have any will to tackle security issues of India. On the other hand they are protecting terrorists like afzal and upa is a mute spectator to attrocities of maoists, naxalites, ulfa and of course there vote banks. After endorsing the fatwa against Vande Mataram, by blaming hindus, he has made sure to appease his vote banks and thus more votes. All Indians are not fools to vote for upa after there blunders and a weepy PM who loses sleep only for his vote banks. So there is a serious doubt of tempering of voting machines to suit the results of the italian govt in India.

Separate Bombay from Maharashtra as regionalistics have hijacked law and order by Mona Sharma on 03 Dec 2009

PC has become a true congressi and learnt art of congress policy of minority appeasement. I have never see such a useless person. He is good for nothing. UPA could not arrest dreaded terrorists and anti-national marathi Raj Thackeray and his supporters. Separate Bombay from Maharashtra as regionalistics have hijacked law and order.

Sikh terrorism by S. Raghavendran on 03 Dec 2009

We need to know more fully about how India's nuclear secrets were delivered by Sikh terrorists after army action in Amritsar. We need to revisit the full story of ISI-CIA sponsored Sikh terrorism that eventually led to the killing of Indira Gandhi, the killing of innocent international passengers of Indian origins in the Kanishka mid-air bombing. We need to say a requeim for innocent Hindus segregated out of buses and killed in cold blood in the countryside of Punjab for nearly one decade prior to the Delhi anti-Sikh riots and murders by the Congress goons with support of the High Command. Why is Jagdish Tytler being reinstated from the back door? If the Sikhs are raising the justice issue again and again, why is the issue of justice for their targeted Hindu victims suppressed for so long? All it says is innocent Hindu blood is cheap in India, and all parties have colluded in the cover up over the last 3 decades! And what about the Christian-Naxal terrorists?

What an accomplishment by Vonage on 03 Dec 2009

Wah PC, what an accomplishment. Jai ho...By the way, how many were related to hindu terrorism? And since you now have mastery and experience in foiling terror attacks, you will be held accountable for next blasts that kills people, causes property damage and reverses fortunes of people. Atleast, you will resign!!!???!!!

In Past Year, a dozen terror plots by Shadi Katyal on 03 Dec 2009

We dont question the statement of Home Minister and it is nioce to hear that our intelligence is working hard. BJP is well aware that there are Hindu terrorist groups as are Muslim but our biggest terrorist are the Maharashtrian group who recently attacked in day time TV centers. What about Nexelite as terrorist? Why this group had been allowed to operate? The quesion to ask is why do we look toward USA and WEST for help when such incidents happen and than why we cannot even provide full reports. Why was list of 30 names given in Mumbay case whey not deal with the facts. Loose talk like Headely should be handed over etc.Is this why no one in the World despite such killing came even with lip service. India should think hard and learn some diplomacy than just making statements without thinking
