"I reject the charge which is not true. Let's be very clear about it because of social stratification in the country, different groups, not just minorities, feel excluded and that is what inclusive growth is (all) about," he said.
Ahluwalia said at times, minorities may get left out of the growth process because of their own problems like reluctance to send girls to schools. "We have to look at it sympathetically," he added.
He said when it came to education, the government was not suggesting there should be separate schools for minorities. But it made a lot of sense to ensure that minority enrolment is enhanced.
"Now to argue that any focus on these things is communalisation, I think, we are making big mistakes," he stressed.
Gujarat Chief Minister Narendra Modi and other Chief Ministers hailing from the BJP had during the National Development Council (NDC) meeting in December accused the government of "communal budgeting" for its decision to earmark separate funds for development of minorities.
Referring to Prime Minister's 15-point programme for minorities, Ahluwalia said: "We should make sure that it is implemented in spirit and in letter. The programme does not indicate any communalisation. Most of what it means is that minorities should have a full and fair access to many facilities that we are setting up."
He said that in areas where there was a large Muslim population and if the flagship programme like the National Rural Employment Guarantee Scheme was not getting adequate minority representation, then "there is something to worry about."
When asked whether it was fair for the government to ask banks to apportion their lending according to religious groups, Ahluwalia said he was not aware of any such direction to the public sector banks.
However, he said, "the fact is people need to be reminded that there is perception of inclusion." In this context, he said in places like Varanasi and Moradabad, where a lot of Muslims were engaged in handicraft business, banks might already be financing them quite well.
"Actually, I encourage banks to be able to put out this data, (and say) this notion that we are not inclusive is quite wrong," Ahluwalia said.
He said it made a lot of sense as an affirmative action to encourage banks to lend to all communities. "The public sector banking system is generally persuaded that inclusiveness is an important thing," he said.

The Government has used what they give away to Haj Committee every year. The GOI is spencing Rs. 1.5 Billion for that programm which actually provide the economic growth of Saudi Arebia and does not help any of local Muslim Industies. The GOI should divert those funds in progress and education of Muslims and no one will complaint as that money already used by GOI in unproductive activity of Muslims!
We are all minorities in India. Are the Sikhs a majority or minority - in Punjab there are a majority community. Hindus are not a homogeneous group either. By the by are Shivites, Vaishnavites, Hare Krishnas, Aiyappan devotees etc belong to one group. True many of us believe the Vedas are our guide but we interpret them differently. Biharis in Maharashtra and Maharashtrians in Bihar are minority communities. Minority is a code word for Muslims but a Tamil Muslim is not the same as Muslims in Hyderabad or UP. Let us work towards uplifting all Indians since we are all minorities in India. Let us respect all our languages, traditions, customs, communities, castes, and work to uplift them all. Let us provide education to the illiterate and food to the hungry, work and work skill to the unemployed, without regard to any artificial difference such as religion, caste, language, height, gender, etc to all Indians. Talking about minorities is a politician's talk and not a statesman's talk. India is much more important than mere talk of minorities and majorities.
I fully endorse the same view as Balakrishna; economic growth needs to be for all countrypeople irrespective of religion, caste, creed or anything.Instead of talking about doing great things about minorities, the politicians should actually do something for the entire community; like checking terrorism, discourage regionalism as is now happening in Maharashtra and earlier in Assam. The only reason why politicians go gaga talking about minorites is that they are looking for votes. In a democratic country like ours, each of us enjoys the same rights.It would do lot if the politicians n we as well think of all of us simply as indians.

Why do you think they are marginalized? If a pig is lying in a gutter, we think the pig is suffering. But does the pig is really suffering? No, he is enjoying, he likes the gutter. If you pull him out, he will even bite you because you disturbed his "peace" and will go back to the same gutter. So what is good for us is not necessarily good for others too. It all depends on the genetical configuration. "Growth" has different meaning for different people. We grow vertically, they grow horizontally. When 1 billion Hindus are working hard to make their life better, muslims are indulged in fivesome love-makings and producing 20 children per woman. Why they should enjoy the same standard of life? Many people have tried in the past and still lamenting. Better, let them evolve freely with Darwin's principle of the survival of the fittest. The main problem is: Ek raasta hai ye zindgi, zo thham gaye to kuch nahi. They are stagnant water: a good environment for the mosquitos breading. Instead of giving them candies, we need surveillance cameras, brain(if there is any)-mapping and spying drones on them, on mosques and on madrassas. For a sustainable growth, we should keep a close eye on the internal security. We should watch carefully what they do, what they eat, what they wear, where they go, where they earn from, what they learn, what they teach, what they sing, what they listen, what they speak, what they watch, where they dance, what they think and above all whom they vote for.

Kerala has shown how each and every people whether hindus, muslims and christians can coexist but also go different shores for advancement. There is a joke which says even god will not leave his seat if a malayalee is around otherwise he will lose it.
In Kerala, the Hindus are the most marginalized. Will they have any special reservations or do they still have to continue funding and assisting the wealthy minority reservations in Kerala. Hindus are really losing out to this minority appeasing that is happening in India.
