Besides the 26/11 Mumbai attack, the annual "Country Reports on Terrorism 2008" of the US State Department has listed seven other major terrorist attacks in India during 2008 - prominent among them being the Jaipur bombings, attack on Indian Embassy in Kabul and the terror strikes in Ahmedabad, Delhi and Assam.
"In addition to the Mumbai attacks, the rise in terrorist attacks and their coordinated nature throughout India suggested the terrorists were well-funded and financially
organised," the report said.
As for the Mumbai attack, the report said Indian authorities believe that the terrorists used various funding sources including credit cards, hawala, charities, and wealthy donors. Illicit funding sources that may have been exploited to finance terrorist operations were being closely investigated, it said.
According to the report, Indian government assessed that Islamic extremist groups including Lashkar-e-Toiba, Jaish-e-Mohammad and Harakat-ul-Jihad-i-Islami (Bangladesh) as well as indigenous groups were behind major terrorists
attacks.
India believes these attacks were aimed at creating a break-down in India-Pakistan relations, fostering Hindu-Muslim violence within India and harming India's commercial centres to impede India's economic resurgence, the report said.
Observing that the Mumbai terrorist attack was the most recent in a long list of lethal terrorist incidents in 2008, the US said local and state police proved to be poorly trained and equipped and lacked central control to coordinate an effective response.
On the other hand, the terrorists appeared to have been well-trained and took advantage of technology, such as Global Positioning System trackers. They entered Mumbai from the sea and attacked people in two hotels, a Jewish centre, the main train station, and additional locations. They also planted bombs in two taxis that later exploded in different locations in the city.
Called India's 9/11, terrorists struck at a variety of locations in Mumbai on November 26, killing at least 183 people, including 22 foreigners, six of whom were Americans and 14 members of the police and security forces. Over 300 more were injured.
The report said, while India has implemented an advance passenger information system to receive inbound passenger information from air carriers operating in India, the system, however, is not compatible with or able to share data with the US and EU equivalent systems.

Was not the terror related Kodnani a cabinet minister in Modi’s Govt? What role she played in the killing spree? Was she directing the operation at Naroda Patiya area of Gujarat( for at least 4 hours as per phone conversation) where according to official figures 92 people were killed and burnt? If she was honest, why did she abscond for too long from SIT investigation? A Cabinet Minister under Modi does this. Did he ask her to stop this slaughter or encourage her to keep it up saying that he would take care of the law and the supreme court? He could take care surely of the law in Gujarat but how about Delhi if BJP is not in power? Does it not contribute to terrorism? Why did the magistrate Mr. Prajapati of Ahemedabad city and a Tahsildar by the name of Mr Rathod hide the facts of the butchery from the police investigation as revealed by an honest police officer M.D.Lathia? Do officers like them contribute to terrorism? What was the wicked role of Additional Director General of Police M.K. Tandon and others such as Mysorewala, Gohil, Ereda, Rana, Gondila, and top of all the “GREAT” P.C. Pande? Are these police officers and innumerable others under SIT invetigation preventing terror or fueling terror? Does Mr Modiji mean to say that he knew nothing about their evils and he is totally, absolutely and completely and fully and swearing by his god,innocent and is fully qualified to become the PM of India? Let honest people decide..
India is also the most ineffective nation in combating terrorism due to its gutlessness.
It is quite natural for United States to rank India as most terrorised nation. Most parties and politicians are lggerheads lackning the principles of " SERVICE, SACRIFICE and PATRIOTISM " and are full of greed for power amassing wealth and cheating the country and its common people. This is indicated by criminals from jails are allowed to contest and campaign. Besides CBI an investigating agency is used as stooge of politicians to file/ remove cases depending on whims of polticians. Since politicians are provided with various types of security they are not bothered about country and its common people. Judiciary is not expanded and bails are freely given to repeat crimes. In such cases how can terrorits cannot make the best opportunities. The reason for this sad state of affairs is of course due mainly due to the soft approach to terror taken by political parties such as the Congress, Left and others, appeasement of minorities, and vote bank politics. Unless tough measures are taken, and minority appeasement, especially Muslim appeasement is stopped, this system of affairs will continue. One wonders as to how many 26/11s and parliament attacks it will take for the government to wake up and take tough measures. There has not been a single major terrorist attack in the US since 9/11, and the reason for this is not too hard to find. In this country, political parties play politics even on matters of grave national interest such as the introduction of the anti terrorist act-Pota. One only hopes that the powers that be wakes up and puts national interests before party interests, vote bank politics and appeasement and takes the necessary steps to remedy this sad state of affairs.

Can there be a worse indictment of the Congress I's treasonable incompetence in dealing with terrorism from across the border ? The enemy of the country is within. Politicians should not interfear with the functioning of all the branches of the civil services, both state and national. And civil Servants should be held accountable for their responsibality.Remove avenues through which people can influence the civil service to their own ends. The day to day running of a country should be the responsablity of the various civil servants.An Independant civil service that is accountable can get rid of all terrorist both from within and without. Why does this article say "India believes these attacks were aimed at creating a break-down in India-Pakistan relations." All attacks are foster-sponsored by Pak who wants act as though it wants good neighboring relations and perpetrates terrorism parallely. Americans still cannot think - it is too evident in the package being readied for Pak.

Right from the day we became independent,we had to guard against two neighbours who were supported by the same super power to indulge in dirty tricks. We haven't forgotten different options exercised by the great US in destabilising the country including assasination of leaders. They have bought people in all forums and pumped dollars in to neighbouring country to create chaos. It is the great resilence of this country that has with stood the evil designs of rest of the world. As far as punishing the terrorists, we can not set up guatemala nor we can attack innocent republics as US can do. Also we are not so rich to fund the opertaions in countries which in no way connected with us.If US stops funding the neighbouring manics, then the region will be in peace.
