India summons Pak envoy, Rice tells Pak to co-operate

London The United States has told Pakistan it expects nothing short of complete cooperation in investigations into the terrorist rampage in India, and Pakistan's response will be a test of the will of the new civilian government, Secretary of State Condoleezza Rice said on Monday.

Talking tough with Pakistan, the Ministry of External Affairs in India has summoned the Pakistan High Commissioner after strong links to Pakistan in the Mumbai terror attack emerged.

"What we are emphasizing to the Pakistani government is the need to follow the evidence wherever it leads," Rice said. "I don't want to jump to any conclusions myself on this, but I do think that this is a time for complete, absolute, total transparency and cooperation and that's what we expect."

At President George W. Bush's direction, Rice is cutting short a European trip to visit India later this week. Attacks spanning three days killed more than 170 people in the Indian commercial capital Mumbai, including six Americans.

Indian leaders pointed fingers at "elements in Pakistan" although it is not yet clear where the well-planned operation originated.

"We share the grief and the anger of the Indian people but of course Americans were also killed in this attack and they were killed deliberately because they were Americans," Rice said during a news conference aboard her plane en route to London. "That makes this of special interest and concern to the United States."

Attackers chose sites representing the city's wealth and tourism, and reportedly sought out Westerners as victims. Rice will see Indian leaders in New Delhi. She does not plan to go to Mumbai.

A previously unknown Muslim group called Deccan Mujahideen – a name suggesting origins inside India - has claimed responsibility for the attacks. But Indian officials said the lone surviving gunman, now in custody, told authorities he belonged to a Pakistani militant group with links to the divided Himalayan territory of Kashmir.

India has blamed "elements" from Pakistan for the 60-hour siege during which suspected Muslim militants hit 10 sites across Mumbai.

Pakistan denied it was involved and demanded evidence.

India has repeatedly accused Pakistan of complicity in terrorist attacks on its soil, many of which it traces to militant groups fighting Indian rule in Kashmir. The U.S. has tried to persuade Pakistan to shift its security focus from India, with which it has fought three wars, to Islamic militants along the Afghan border.

Rice said Pakistan's U.S-backed civilian president, Asif Ali Zardari, has pledged to improve relations.

Zardari replaced President Pervez Musharraf earlier this year and has established polite but distanced relations with Washington. Musharraf was a military man and a Bush administration ally against terrorism, but that closeness cost him support at home.

"It's a difficult task for this new Pakistani government," Rice said, referring to the way Islamabad will respond to the attacks next door. "They know this is a time to step up to the task."

Rice spoke Sunday with President-elect Barack Obama, their third conversation about India in as many days.

It is good to hear the words of Ms.Rice. But, I think all this flurry of activities will end up in some diplomatic jingoism and when the atmosphere cools down, there will be no real action. See the response from the Pakistani government!!! They have already refused to hand-over the terrorists to India. US will not act, because they need Pakistan as an ally for their fight in Afghanistan. India should take Israel as an active partner in action for demolishing the terror camps in Pak territory, because of five reasons.1. They have the best intelligence network in the world. 2. They have the maximum experience in fighting terrorism.3. Once they launch their action, they go ahead with the single minded resolve to finish the job, unmindful of any external pressure from any part of the world.4. Once Israel gets involved, it will ensure that the western powers, particularly USA and Britain also participate in the action. 5. Israel also wants to avenge the death of their people in the Nariman House. We need not worry much about the Islamic Nations. They are not going to help anyway. Otherwise, there will be no action at all. This is not to belittle India's capability in field, but Israeli involvement will strengthen India's position and reduce external pressure to avoid any direct action.

Let nobody be fooled into believing that Rice is coming to India to express solidarity with India or to aid in investigations or put pressure on Pak to reign in militants. She is coming precisely to put pressure on India not to take any action against Pak, as for them security of Americans in Afganistan and control over it is the only objective and not concern for Indian lives lost. India should firmly tell Bush 'enough is enough' and not bow down to American pressure..

Even if it is true, the difference is that Pakistan has been aware of the threats it faces for the past few years and has been doing as much as it can. It's not an easy task. India, on the other hand, with an emotionality that belies its bloated self-image, has a failed intelligence apparatus that refuses to investigate its own homegrown issues. It's an ignorance that will manifest itself in even greater tragedies in the future. The sooner Indians shed their blatant emotionality--regardless of these particular attacks, but in light of attacks that have taken plae in the past--the better.

India needs to know who we are ouselves. If we know oursleves, then we will be able to know others. Our people have association with these elements of pakistan. And this must stop. We have terrorism in our own soil , one like the Bajadrangdal...etc. If we can root out this elements. We have done our fisrt homework. We need weeding out and cleaning. Then bring our society to norms by high security implementation, thru high tech devices and well trained officers. All lazy useless police officers with out any proper training should be layed off. Train the police officers with routine exercises and appoint them at the point of entrance and critical juncture of the city. Arm them with automatic weapons, for security sake. cosatal area must be fully guarded with speed boats at round the clock shifts. And finally pay them well. Appoint good leaders educated and young and strong. And wiht proper intelligence devices and secret services from north to south and east to west, we will see safety.

As a third generation South African of Sub-continental origins with family on both sides of the border i am dissapointed that this is happening. My forebearers left when there was no partition, and i regard both countries affectionately. How can India claim to be a democracy when it will not permit a plebiscite in Kashmir? Democracy is not divisible! How can Pakistan claim to be an Islamic state, when all i saw when i visited was a militaristic, Kemalistic, land-barron ruled country that seems to have been created as a shrewd way of suppressing true Islam. A curse on Jinnah, Nehru and Ghandi...for playing into the divide and rule game in partitioning the place. The only antidote to this is for both countries to commence a programme of economic intergration that will penertrate the poor masses. This is the way to undermine this kind of thing and to contain the crazies in both armies.

Any involvement from States should show involvement in fight against terroism by rightfuly point out Padistan PM Zardari to hand oven the culprits residing in Pakistan and order ISI Chief to justify in front of the people from those affected countries including Singapore to believe that Pakistan is not a heaven for muslim millitants and ISI is not involved in helping these idiots. When LK Advani raised his voice above the WORLD pointing out terroism in Pakistan, America did not even listened to the truth but suffered until date and making the rest of the world to suffer also because they were deaf and dump when India raised its voice about terroism. Hope they do not repeat the same mistake. Rest of the countries do not just listen to such foolish talk like how Pakistan PM says that he is also fighting for millitants when allowing them to reside peacefully in his own country and protected by his own ISI.
