Admitting that BSF had thought that the fencing was "impregnable", its Director General A K Mitra said "it is a lesson and we have learnt it. ... We are enhancing the strength by 1,000 personnel and deploying electronic gadgets which includes 22 hand-held thermal imagers."
He said the role of Pakistan Rangers' role in recent infiltration bid in this sector "cannot be ruled out" as "some cartridges used by the Rangers have been found."
Mitra's visit to Samba came in the backdrop of May 9 infiltration bid by militants from Pakistan and an encounter in which two terrorists were shot dead in the sector. Four civilians including a photo-journalist and two army jawans were also killed in the encounter.
To prevent any such infiltration bid in the future, Mitra said the fencing along the border at Samba would also be moved 100 mts towards the international border.
He said though the force had thought the fence was "impregnable", their "misunderstanding" has been cleared with the recent infiltration bid which he said was "partly successful as two to three people might have infiltrated."
"Militants had carried out recce before choosing spot for the infiltration," he said.
About the re-fencing, Mitra said the 'bund' along with all vegetation would be cleared.
Mitra also said two more battalions are being relieved of counter-insurgency operations in Kashmir and they will now be posted in the Jammu region as reserves.
Because of re-fencing 654 acres of land would be released for farmers, the DG said adding, the force would like to encourage them to do farming and it is there to protect them.
About support by Pakistan Rangers, he said the possibility can "never be ruled out".
Mitra said two flag meetings were held with the Pakistan Rangers who have assured the force of extending their full cooperation to prevent such attacks.
About infiltration from Bangladesh, he said it was a cause of concern but "the infiltration from that side is more of an economic migration."

Congress/CPM should be booted out of Bharath. The home minister is from Kannur and has given a green light to CPM to kill BJP/RSS activists and they will be protected. Congress/CPM protect Muslims even if they murder Hindus and escape into a Mosque as they did in Marad. Congress gave them protection and ensured that Police did not enter the Mosque to arrest the butchers. Not only this M.P. Ahmed was allowed to perform prayers in such a volatile situation and praise the murdrers - So now it is any body's guess who can protect Muslims and Hindus!!! May I ask Congress/CPM as to what it has been doing in Kashmir, North East for the past 58 years. Have they cast in stone that they will only protect minorities and to hell with Hindus. And let massacre in Kashmir continue, after all we are a secular country and we want muslims votes.Just ask any Hindus their plight in the hands of the neutered congresswallahs.
Today, Congress claimed in Lok Sabha that BJP is the biggest Terrorist organization in India and Advani and Scindia are the leader of terrorists. Like some time back Sonia claimed that Modi is the Maut ka Saudagar. May be Laloo will investigate the terror attack in Rajasthan because terrorists used Laloo's train to reach there?
This is where you wish BJP was in power. Congress for the sake of muslim vote does nothing to these threats except to watch what happens one there get in to India. We need iron first BJP to deal with this situation.
Mr Mitra should know that no obstacle is ever impregnable. That is why when you lay minefields, you keep them under observation and ensure the ability to bring direct or Artillery fire on them. That is a basic tenet of Defence tactics, as any IMA graduate could have told you. I guess the BSF wants to learn itself - that innocent civilians die is not material, or is it?
This UPA (ULTRA Pro Terrorist Association) only beleives in fooling people. What is the use of increasing troops if they are not allowed to fire at the enemy but are ordered to face the ISLAMI Bullet from East and West with folded hands. UPA thinks that Indian people have forgotten the STUPID Nehru, who had also forbidden the Army to fire at commy chinese during the Indo-china 1962 war.
