India to press for Headley's extradition

New Delhi The National Intelligence Agency has registered a case against US national David Headley for allegedly plotting terror attacks in India, as the Government said on Thursday that it had enough evidence to show he had links with Pakistan-based Lashker-e-Taiba(LeT).

Union Home Minister P Chidambaram told reporters that besides Headley, the NIA had also registered a case against his Canadian accomplice Tahawwur Hussain Rana. Headley is at present in custody in the US.

The duo were booked under Unlawful Activites (Prevention) Act and for conspiring to wage war against the country.

Maintaining that Headley had visited India "several times before 26/11 and once after" the Mumbai terror strikes, Chidambaram said "we are conducting investigations in the cities he visited to find out whom he met and what he did."

The Mumbai attack last November left 183 persons dead. In a related development, a top Home Ministry official claimed that the investigators had enough evidence to show Headley's link with LeT and that the Government is all set to produce the documents before the US court in January next and press for their extradition to India.

"We will press for his extradition to India with these evidence," the official said.

Headley had also visited Kochi and Pune besides four other cities, including Delhi, where he had come in 2008, the official said.

The investigators were now trying to find out whether Headley and his accomplice Rana, also arrested in the US, were involved in the 26/11 attacks in Mumbai and whether handlers of the duo and attackers of Mumbai were same.

"The process of verification on his (Headley) visit to India between 2006-09 was on and we will be able to give a clear picture only after a week," the official said.

A team of Indian officials will visit the US again in January when the FBI will file its chargesheet against Headley and Rana, the sources said, adding a team of FBI officials may come to India to assist in the investigation, if required.

The US Embassy meanwhile clarified that FBI Director Robert S Mueller was not visiting India following some reports in this regard.

Since USA has him arrested why would they give it to India before trying their own case. Why is that we Indians have habit of such statements. It must be to cover up issuing and let a terrorist come to India and have no recordof any of his activities. We in India must learn first what the International Laws are and how different countries protect their nationals. If FBI cant find Headley action and part played in LeT and attacks on India, what makes India sure that they can solve this. It is just a bravado and nothing else.

Extradition will never be agreed to. That is quite clear from the start. If India presses for extradition, they will only make fools of themselves and expose their weakness. What action India can take should be taken independently and, if there is any failure, it should be blamed on the non-cooperation of others.

Chidambaram is again giving a golden opportunity to the puppet officers of IB, RAW and now the defunct NSA to enjoy paid vacation in US at Tax payer's expense for a purpose that they know they are bound to fail. I can bet a million rupees that the US is not going to extradite the Paki from US to India to stand trial. The US court systems are far better than the dysfunctional Indian system. Headley will be locked up for good for the rest of his life in the US following a trial. Considering the anti Muslim sentiment after the post Fort Hood episode, Headley will be headless. What can the defunct Indian court system do to Headley if tried in India? He will be our state guest at Tihar jail and will be allowed to stay next to his terrorist cousin Afzal Guru. He will have all the free time to plan more attacks within India with the help of our corrupt Police-Neta-Terrorist nexus.Let Chidambaram not waste tax payer's money in this kind of foolish ventures.

Headley(Daood Ghilani), I do not know why we do not take right action at the right time. Now we are bolting the stable when the horse is stolen. We have to most certainly revise visa rules for Pakistanis. There are hundreds of them all shady people from Pakistan living with valid visa in in India. If this is not internal threat then what else is. There is duplicity of character that we must now recognize. It is not worth paying a huge price by the blood of our cditizens to let so many pakistanis live in India. Mumbai above all should review all the papers of these people living on extended visa and to bigin with ask them all to go. And let us strengthen our rules.

Dear Home Ministerji, If we believe what ever quoted on your behalf is true then it is responsibility of government to bring forth before the public what exactly happened to RAW and IB in US. Merely rubbishing those facts does not project the real picture. Secondly some article also state the case No. 9 of 2009 has been registered by NIA with regards to 26/11 attack against Headley and Rana. I am not a legal expert but afraid whether it would be legally correct. Please ensure that there is no another Kasab other wise people will suspecting your image which as of date is very clear and high in the eyes of common man

If the hon'ble home minister is quoted saying so then the article carry weightage. At some place also the case registered by NIA is given as 9 of 2009. If that is the case the people of India have a right to know exactly what had happened in US with our central intelligence agencies. Moreover, people should also learn the facts and not fiction. Because it is tendency that facts will remain hidden under the name of secrecy as NIA is exempted from RTI on the sensitive and important aspects. Lets don't create another Kasab.

David Headley visited many places in India before and after 26/11. Our intelligence agencies had no clue. A country like Bangladesh have a system in place where Police visit the place of stay of every visitor who lands there for checking up his documents and other details. Why can't something like that be introduce in our country?

The other point is when the IB and RAW officials were not permitted to question these 2 how on earth will USA agree to extradite them. Now that will also come back to haunt you, since your incompetence is exposed once more. Merely enacting laws and set up new agencies is not going to eliminate terror from India, for that you need to plan and execute those plans efficiently. Words may satisfy you. By registering case against David Henley and alleged accomplice Tahawwur Hussain Rana, what does NIA wants to achieve? NIA has no powers even to extradite them from United States. IB and RAW were not allowed to have access to these criminals, who went on an excursion at the behest of Indian government expense and tax payers money, stayed for a week. Long back FBI filed case in Mumbai,against the 27/11 attackers. Did anything happened further? Those perpetrators are still roaming around free in Pakistan, while United States and India cant do anything. NIA will just not keep wandering like jokers.
