"What I want to say is that this matter has been taken up not just once but on a number of occasions with China and China has consistently denied that it is engaged in any such construction activity on the Brahmaputra," she said here.
She was replying to a question on the reported construction at the Zangmu site on the Chinese side of the Brahmaputra river, which was confirmed by the National Remote Sensing Agency (NRSA) as per media reports.
The issue also figured in the meeting between Prime Minister Manmohan Singh and his Chinese counterpart Wen Jiabao on the sidelines of the ASEAN-India and East Asia Summit in Thailand last month.
Describing India-China relations as "complex", Rao said the dialogue with that country will acquire "more substance and more relevance" in the years to come.
She said the two countries would also be able to resolve all outstanding issues including the boundary matter through proper mechanism.
Asked about China's reaction to the Dalai Lama's visit to Tawang, she said there was no "strain" in the relationship and that was very evident at various levels including the recent meeting between the two Prime Ministers.

Sir, Chinese successasive governments have followed the principle of national interest first. As a result nation which was liberated two years after India has gone ahead of India. And we continue to languish becuase of our sudo ideaology and refusal to accept the principles of national interst first. There are no permannet friends, foes and ideaologies, permanent is national interest. We have been complaining about China's policy of encirclement, development of Tibet, and now construction of Dams over rivers flowing into India. Why should not they do it. National interest are supreme and every nation has right to do so. Rather we should learn lessons from China and progress and devlop our capabilities. Who is stoping us. Instead of complaining we should get our acts together and work in the direction that India grows at faster pace.India is geo startegically better positioned to encirlce China but we have no vision and no will to do so. Wake India and wake up Political class of India.
So long as question of Tibet is not answered there will no no solution to the Sino-Indian border problem.Both India and China are talking about border which doesn't exist. Its Indo Tibetan border not Sino Indian. When great men like Nehru make mistakes millions of people are gravely affect both Indian and Tibetans.Its Chinese who benefit from Nehru follies.
India conceded Tibet to Chinese in 1907. Calling it Nehru's mistake is distortion of history. Nehru was 18 years old and was not even in the government. Nehru held on to the borders even though the British themselves were ambiguous about Tawang. Please stop blaming Nehru. He was a great leader and did more for the country than most realize. If you can't be grateful for this man, please at least don't distort!

Unfortunately, the complex problems need to be solved with ease for Indians (aam aadmi). Issues must be settled in time and not let to hang unresolved for 60 years, government after government to reduce democracy to dumbocrazy. People who cannot solve complex problems must be allowed to do simple problems, paving a way for people who can solve complex problems.
We always co-operate with Chinese. For example we can take our southern neighbor Sri Lanka. In the same way we co-operate in other countries. China basing is not helpful and our rulers know that.Also one dam across Brahmaputra river does not matter if you look broad picture of our relationship.
No Viji You are wrong. Brahmaputra dam would mean lack of water not just for India, but also Bangladesh (they are only busy fighting with India) and millions will be affected. Look at what Karnataka dams have done to Thanjavur. Brahmaputra is a huge river and consequences will be grave. Chinese think they can alter nature - they did this in Three gorges and caused great havoc. They seed chemical for rain as a routine. As for consequences, they don't care - be it for Tibetians, Indians or for that matter Chinese. It has to be opposed and India is just being weak kneed. Also the various views is not China bashing - it is natural outcry for self protection. Srilankans killing Tamils, Chines killing Tibetians and Uighurs, Burmese killing their own monks, Pakistanis killing themselves (Shias vs Sunnis). Opposing these is not bashing - if we don't do thise sitting in comforts of our democratic homes in India, we would face a repeat of hwat happened in Europe under Hitler, now in our own Asia. May God forbit it.
India - China relationship is complex for a civilized India. But for a communist dictators who are living in 12th century have no complexity and they can annex India's lands with no one to question in China. India needs to be careful at all times.
Respected Sir, The government of India should meticulously go through the future actions of China,marked towards India.This is hard fact, to be accepted, that we will be attacked both, from Gawadar and China.To come out from this serious event, the Indian Government headed by present political leaders, should come out from the world of make believing sitiuation and not to consider this serious matter like bolly wood movie.Besides Army should divert its considerations towards these future events than to issue the political statements. I fully agree with you. The present government has made India a sick joke. What is complex in relations ? China is violent and aggressive and India is cowering.
No doubt china India relations are complex.But we Indians have inferirity, always think chinese will get away what they want.It has happened after 1962 war when we were not prepared.Now a days war is not going to be same and it will be difficult for china also.We are not week what some commentators has written but we are encircled by east and west neighbors.Both are creating problems to gether for us.Some people has suggested we should have some kind of treaty with US.But most problems for us were created by US and UK and they want want us to fight for ever.USA is saying India is our natural partner but Pakistan is there treasure.Chinese could not able to solve so called boundry problems when Britishers were ruling for hundred years.Now they have created problems for us.I hope we can settle our so called boundry differences with china peacefully.Chinese are very jealous because his holiness Dalai Lama is our guest.Where ever holliness goes they call that country not to issue him visa.
British had solved the border problem in 1914. Chinese had agreed and initialled outer boundry (India-Tibet) but did not agree the inner boundery (Tibet-China). One must not forget that Tibet was an independent country only to be illegally occupied by China in early 50s.
Boby, Tibet was annexed by Qing dynasty (may be even before) and was under their rule until the dynasty fell. Then Tibet declared independence, only to be re-annexed in 1950. To Virulmal's point about UK wanting us to fight, UK helped us immensely by expanding our border with their military might and keeping away powerful enemies like Afgans and Chinese. Unfortunately, we and our children are taught different. I definitely blame Congress for that!
yes our relationship with China is complex because we are not strong enough.Today not only China and Pakisthan but even Nepal and Bangladesh can armtwist us.We need a agressive,dynamic forign policy as world salutes the mightier.we need real politicians,not the dynastic ones and bureaucrates with spine who can stand up to errant politicians.let us not be pasimistic.We can do that.

You know this very well: The relationship is very complex because it is a relationship of unequals. On one side, we have weak, ineffective, inept and tired old leaders driven by domestic vote banks and on the other, we have cunning leadership in China that has turned the country in to a modern super power and economic giant, eleminating poverty in the process. The gap is going to get worse and we do not stand a snow balls chance in hell against the China.
