Kansal land grab case: Accused, complainant reach ‘compromise’

Chandigarh, January 18 After a trial spanning nine years, the complainant and the prime accused in the Kansal land grab case have settled on a “compromise”. Several VVIPs, including former Punjab Governor Lt General B K N Chhibber’s son Sonam Kumar Chhibber had been named in the case for grabbing shamlat (common land) of Kansal village.

The complainant, Puran Singh, and prime accused, Randhir Sood, are learnt to have gone in for an out of court settlement. Sood has filed a petition in the Punjab and Haryana High Court seeking cancellation of the case against him and Sonum Kumar, a resident of 178, Sant Lal Road, Forezepur Cantonment. The address is of Sonam Chhibber’s maternal grandmother.

The case was pending before two benches of the Punjab and Haryana High Court. The quashing petition will now be taken up on February 4, when SAS Nagar Deputy Commissioner HIS Grewal is to submit a status report on Sonam Chhibber’s involvement in the case.

A copy of the “compromise” document reads that both the parties have decided to withdraw the cases filed against each other and will not pursue any criminal or civil case against each other in future.

In 1999, Puran Singh, a retired Central government employee and a resident of village Kansal, had complained that his signatures on a sale agreement, and a Will and Power of Attorney had been forged. The Power of Attorney was in the name of one Sonam Kumar, son of Krishan Nath, resident of 178 Sant Lal Road, Ferozepur Cantt. Acting on his complaint, the then Financial Commissioner Revenue, Shama Maan, got an FIR registered against Sonum Kumar, Randheer Sood and Naib Tehsildar Darshan Singh at PS Mohali for impersonation, cheating, fraud, forgery and criminal conspiracy. Darshan Singh passed away during the course of the trial.

For almost six years, no arrest was made in connection with the case. In 2005, police filed a cancellation report before the Kharar Court on the ground that the documents were forged but they had not been used. The court rejected the cancellation report and ordered a re-investigation. in an ongoing PIL alleging grabbing of village common land by VVIPs, DC Mohali revealed the identity of Sonum Kumar as Sonum Chhibber, son of former Governor Lt Gen B K N Chhibber.
