“The Minister has asked the UGC to take up review of the functioning of all the ‘deemed-to-be-universities’ and report the deficiencies within the next three months with respect to maintenance of standards, especially with regard to the availability of the qualified faculty and the infrastructure in the ‘deemed-to-be-universities’ as well as the sanctity of the admission process for enrollment of students,” a statement issued by the ministry said.
There are 125 deemed university status holders with the HRD Ministry under Arjun Singh doling out the status to a record number of institutes. The functioning of these institutes — with allegations of misleading students, charging steep fee, poor academic and infrastructure standards — has drawn criticism from all quarters and both the National Knowledge Commission (NKC) and the Prof Yashpal-led Higher Education Committee have recommended that the concept must be scrapped.
The Prof Yashpal-led Committee to Advise on Renovation and Rejuvenation of Higher Education, a committee set up the UGC itself, pointed out in its report the alarming increase in institutes showing off the deemed varsity status and recommended that the system be scrapped and existing deemed university status holders be made to prove their credentials within three years. “Between 2000 and 2005, 26 private-sponsored institutions got the deemed university status. Since 2005, the number of private deemed universities has increased to 108. By a notification of the UGC, it is no longer necessary for them to use the adjective “deemed” and they all call themselves universities.
In Tamil Nadu alone, the number of private deemed universities has increased from 18 in 2007 to 35 in 2008 and many more are in the queue. Though the deemed universities do not have affiliating powers, many of them have a number of campuses spread throughout the country,” the panel had said in its report submitted to the ministry.
The NKC had recommended that the practice of granting ‘deemed university’ status must be stopped.
Most recently, Prof Kapil Kumar from the IGNOU had filed a PIL in the Delhi High Court, challenging the executive order of the HRD Ministry and UGC allowing the deemed to be universities to drop the word ‘deemed to be’ and instead write ‘a university under Section 3 of the UGC Act’.

im a student of vinayaka missions university karaikal doing my mbbs i have to say the college is pathetic without even proper drinking water supply and restrooms we dont have any proper infrastructure and lack the basic requirement that even an arts college has got. the college officials have always bribed the inspecting officials in case they discovered shortcomings our college takes up donations upto 23 lacs and charge exorbitant feez from different people on the range 3-4lacs per year ive got cheated both on my donation and my feez..they charge different feez from differnt people citing diff reasons they are still trying to keep the deemed status not for our benefit but solely for their own monetary benefit i would request all of you to forward my message to all websites and order our college officials to stop all the exams which are going to take place staring from feb 2010..and order our college to convert to state university and offer quality education till now our college has been maintaining III GRADE standard..please make a note of my message and forward it throught..india,,its a cry for help...for i dont want any more people to get cheated
This is a very right step the hon'ble minister is going to take. This step should be taken long back. As we all know these deemed universities are making money only, they are not taking care of the quality of education and finally the students are the sufferer. Some of the deemed universities like (Singhania, Integral)don't have any regulation. In these institutions thousands of students have been enrolled in the first year of engineering. You will be surprised to know that 300 students have been enrolled in each department of engineering faculty at Integral University, Lucknow. 200 students have been enrolled in Pharmaceutics and Pharmacology department of Pharmacy in Sighania. There sholud be some hard regulation for these institutions or better to scrap them. I welcome this decision of Hon'ble minister

Please advice the fate of the students who have already taken admission in such Deemed to be Universities u/s 3/1956, and who if are not granted the UGC approval.Why didnt the Govt. / education ministry take appropriate steps at the time of admissions.
Sir,Good to note that steps are taken to bring transparancy in universities. Apart from higher education, the primary education sector has become a day-light robbery. Private schools are charging hefty amount as fees/donations and the amount coughed by parents go well beyond a lakh of rupees per year per child in many schools. The fees keeps increasing year on year. This is putting lot of burden on parents. Through this forum i'm trying to bring this issue to the HRD ministry so that they can curb this menace and help the cause of education. Please fix an amount per year per class, such that the schools cannot charge more than the max amount.

It appears that having a son or daughter doing MBBS is a matter of status. A child who could not clear any of the entrance exams conducted by various colleges accross the country, needs to be reassessed with caution. It could be that the child is not just interested or simply that he is below average. Medical profession needs to be understood well as it deals with life and death of mankind. The commitment of a doctor is spontaneous with no expectation. The understanding of the medical fraternity and the concept associates, is gradually changing over the years, due to various reasons. Parents need to guide their children with great social responsibility while guiding children's future.

since deemed to be universities and private have come into existense the education has taken its lowest. for example Jaypee university is imparts education to 180-240 students in one class room and having non engineering teachers for engineering students. National university (pvt) in Jodhpur is distributing Ph.D. degrees for cash. and no standard is maintained by any private university except old private instiutes and universities. the universities came withing the las 5-8 years are only for generating of funds not imparting education. they are not woried about educational standards. they are running courses of their own choice with huge amount of fee. now we hope that new minister takes some steps to do something for quality education. but i am afraid, that politicians make their initial hard stand just for getting more and doing nothing for the society. we hope mr. sibbad does something. if you really scruitinise the higher educational institutes then very few will be with standards.

While the promotion of higher education is very important one should not forget the very high priority teaching other professions to young people.In the West only about a third of high school graduates go to Universities. The majority become high class hand workers and technicians.This is the reason for a better quality of products,high class services and an ursurpassed quality of life the West offers.This is the reason why the Punjab is so prosperous. Indians must learn to respect the dignity of work and not try to be chair borne individuals.
Depends on trustees, and administrators's mind -can they impart education at reasonabl profitability. Indian students traveling to Russia are prepared to shell out 10 times more money than they would in India. Standard of education is far better in India than in Russia. The reasons that come to my mind are a)limited seats in elite institutes, b)poor infrastructure in colleges.A Russian degree does not make them better as specialists in their field but because of foreign experience they get absorved in other jobs. Think a affter MBBS you are marketing agent for a Hair oil brand. Mr. Arjun Singh, the Former Minister who had done the appreciation of Universities is not for his personal benefit, on the contrary to standardize the education to the need of the posterity to keep pace with the international norms what the Indian students dream. However, the creamy layer simply wants just a tail of a few Degree abbreviations attached with them to conjure for their personal benefit for whom the "DUs" are the appropriate resorts. Now if the present HRD Minister Mr.Sibal so desires, even though, he is helping the so-called personalities to thrive upon the money of the students who really needs higher education.
All these steps is nothing but too little too late. Shiksan Samrats like Dr. Patangrao Kadam, Dr. D Y Patil are running this business in Maharashtra for over 20-25 years. Is there a statutory requirement for these Universities / colleges to publish their balance sheet every year? What is the government take in their audit ?
Just two steps to cleanse the system,1.No deemed universities,2.All the admissions to professional courses to be based on govt entrance exams3.No more quota seats other than for economically weaker sections.
When are we going to scrap UGC which holds monopoly on education?
The whole thing is such a farce! Does it take a new minister or a 'sting opertion' to unearth these things? Reservations and denial of opportunity brign money into the equation; and those who can, will exploit the situation. No Government could remove the root cause of this problem, and Sibal can't either. Every parent who has a child wanting to go to college knows it is not just the deemed Univs that have a question mark hanging over their heads.
HRD shall have proper credible mechanism to monitor Higher Education and it shall be given to Business Promoters to make sure they are deemed not doomed.
i belong to lucknow--u.p. a principal secretary, higher education and later chief secy. u.p. and chairman board of revenue, a personal friend, off the record described DEEMED UNIVERSITIES AS DOOMED UNIVERSITIES. the reason is very simple-- the ugc-inspection report is boight over with bribes-- yhe faculty is usually retired readers of post grad. colleges/ universities-- who enjoy pensionary benefits and having settled their chilr-dren in life --are basking in reflected glory and stale knowledge but great experience--no doubt. some of these respected teachers were appointed in 1967-68, when U.G.C. WAS NOT IN THE RECKONING. UGC RULES CAME INTO EFFECT IN 1873--76. meaning thereby that educational qualifications were of flexible nature. but by dint of seniority they continued to rise. now in december of their life, they are re-employed in deemed univ. --with no regulatory comtrol--no holds barred. the students enrolled are in a trap.allahabad ag.ins.d.u. is one suchcase.degrees useless.
in medical field we need a common test to target these capitation fees mafia. How can UGC allow"Deemed to be" tag to allow such shabby institutions to use universities Tag.UGC seems to be hand in glove with this mafia. Mr. sibal,Pl break this nexus

Mr.minister, it is very well known that politicians cant stay away from the money might of these deemed university owners. the previous minister brought a lot of deemed universities and also the reservation bill so as to make sure students got left out from the government colleges and had to join deemed universities. Education institutions in India are one of the highest earning non industrial business. The activities of the government look shiny but its of no use until the basic problems are dealt with. The village schools have to be improved, more government schools should be opened and fees structure in schools should be fixed at lower levels on a compulsory basis. this is a very goof decision taken by the minister, but the current situation is that most of them run by big basses so that it is not easy to take action against them by screening deemed universities he can give very good education to the poor and make the society a educated one. Most of the DU's are making money by getting capitation fees and admitting toomuch of students ignoring law and appointing their own people educaters to teach the students.so the HRD should take severe action against the people who are floatingthe UGC norms and make a very good atmospherefor the students to get very good education.
The recent newspaper reports suggest that the Ministry of Human Resource Development (MHRD), Government of India, has prepared a blueprint to reform the higher education. It is a overdue and welcome move. All reforms aim at improving the quality of higher education. It should be appreciated that academic autonomy is absolutely essential to quality improvement. The deemed university (DU)status given to some institutions under the UGC act was precisely for that purpose. However most deemed universities present an exactly opposite picture. The academicians and the stake holders watching the progress find that the academic standards have actually deteriorated and the malpractices increased. There has been mushrooming growth of “Deemed Universities” in the country. One decade ago, there was hardly a dozen deemed universities. But today we have more than 50. Most of these universites are owned and managed by powerful politicians. No University name is found from this group in the 100 best Universities of the world. Hence there is a need to look into the whole process of sanctiong of educational Intuitions in the country. Simultaneously there is a need for making need investment in the primary education in the country. One hopes Sibal will initiate that process also.
