Let, JeM getting help from disgruntled elements in India: PC

New Delhi Post Mumbai attacks, Pakistan-based groups like Lashker-e-Taiba and Jaish-e-Mohammed persist in their attempts to launch terror attacks in India posing "grave" challenge, Home Minister P Chidambaram warned on Monday.

"Terrorist groups including LeT and JeM persist in their endeavour to launch terror attacks. They continue to innovate new ways and means of deniability. They find support among disgruntled elements within India," Chidambaram said.

Inaugurating a three-day long conference of Directors General and Inspectors General of police organised by Intelligence Bureau, Chidambaram cross border terrorism "is a matter of deep concern" and policing in India was always a challenge and after "26/11, the challenge has become more grave."

"Let me state our position clearly. On terrorism, our stance is zero tolerance. We shall raise our level of preparedness to fight any terror threat attack and, in the case of threat or attack, our response will be swift and decisive," the Home Minister said.

He said the security agencies have neutralised 13 terror modules in the first six months of this year.

Describing 26/11 attacks as a "game-changer", he said "We meet under circumstances that pose formidable challenges to the security of the nation. The attacks in Mumbai on November 26, last year were a game changer. We can no longer afford to business as usual," he said.

The Home Minister said the country's security faces many threats from sources like - terrorism, Left Wing Extremism and insurgency - in certain states.

On Left-Wing extremism, Chidambaram said it was purporting to be a radical form of communism. "Today, various groups adhering to this outdated ideology have their pockets of influence in 20 states," he said, adding the banned CPI (Maoist) remaining the most potent of the naxal groups with a presence in 17 states and a 90 per cent share in naxal violence.

In a bid to expand its network and influence, the Maoist have been seeking alliances with secessionist and terrorist elements in the country, the Home Minister said.

"It has been keenly seeking ideological resonance and tactical understanding with the Northeast insurgents and has begun to lend support to their secessionist ideology and demands," he said.

The Home Minister said "endemic insurgencies" in the North-eastern states also posed a security challenge.

"The trend of gradual deterioration in security situation during last several years seems to have been checked this year with relative decline in overall violence. Sharp shrinkages in social resonance has rendered the ULFA a much weaker organisation," he said.

Chidambaram expressed concern over the situation in Manipur but said insurgencies have been contained in Meghalaya and Tripura.

Safe sanctuaries across the border, easy access to arms and extensive international border have helped the insurgent movements in the area to sustain so long, he said.

About the developments in Jammu and Kashmir, Chidambaram said the state has seen steady improvement in the security situation but cautioned the security forces and state police not to lower their guard.

He said an effective strategy to neutralise terrorists, insurgents and extremists needs an institutionalised mechanism for "intelligence sharing and operational coordination" among police force of the country.

"The police forces work within existing legal framework and normally remain operationally confined to their respective states. Terrorists, extremists and insurgents do not face such constraints," he said.

The Home Minister said Multi Agency Centre (MAC), a coordinating agency on counter-terrorism, has been perationalised under the Intelligence Bureau along with 29 Subsidiary MACs which have been set in different states.

He urged the naxals to abjure violence as there was no place for an armed liberation struggle in a republican democracy.

Chidambaram said a number of measures which were "overdue" have been initiated in past nine months to strengthen the state and central police forces.

"The measures that we have taken are long overdue and, in a sense, exposed the neglect and tardiness of the past. The Centre and the States must share the blame for the remissness of the past," he said.

"Before the second conference, we had requested State Governments to respond to a questionnaire on the progress made in implementing the decisions of the first conference. I regret to report that only 12 States sent us their responses," he said.

Earlier in his speech, Intelligence Bureau Director Rajeev Mathur said that there was no room for complacency as sponsored terrorism from across the border continued.

He also paid tributes to 685 police and security personnel who laid down their lives last year.

And what is Chidambaram doing-he has neither contained the J-e-M and L-e-T nor the disgruntled lements in the country like the Maoists.It is a shame that these have got the upper hand while Chidambaram goes round the country telling us this-small consolation to have politicians like him at the helm of the Home Ministry.So now he wants to expose the neglect and taridness of the past(read BJP)an institutionalised mechanism for intelligence sharing and operation.But why spare time and efforts when intelligence inputs are of no validity when action is taken on is basis .Chidamabarm must realise that no number of mechanism,strategies et al can contain terrorism unless his government sheds the muslim phobia-the cops are thoroughly demoralised and they are very aware that the Congress and its allies have adopted a soft policy towards terrorists just to appease the Muslims.So why all this big talk and a simulated concern?Will the UPA government fight terrorism without fear or favor?

PC spoke differently last year. In the aftermath of 26/11 incidents,Modi said locals help terrorists from PAK. PC rediculed him then in the most arrogant mnner. He even said Modi had friends in Pakistan. He questioned Modis motives as well. Then PC was FM. Now being the Home minister entrusted with the responsibility of weeding out terrorism, instead talking about the steps taken, he finds excuses. This man thinks people will forget his talks and accepts whatever he says. Poor PC, the foul way in which he got thro in the elections still haunts him. He is going to be another Sivraj patil. Unless the Govt changes its policy of appeasing the muslims for votes and ignoring their terrorit links, no home minister can do his job effectively. LeT and JeM taking credit for all the terror attacks in India sounds hollow.Army will not have a tough time to finish Pakistan off if they are allowed play it right.Unfortunately our governments through out plays the spoiler.When we had Kargil war in hand which was forced on us by them why we had to stop war on recovering just that area which was occupied by them.We should have continued that war till whole of Kashmir is retaken.Since That is the bone of contention between us.The same happened in 1971 as well.We returned the territory we captured in that war.we could have held back till all ouroutstanding territorial issues resloved.It is not the government leaders who is paying with their lives in all terror attacks or war.Even now when we read something like our soldiers lost their lives in thousands fighting these militants ,the country should sit up think how to put a stop to it.Not by pleading with them to stop this . Now China has also started infiltration in Laddakh and NE Region and the day is not far off when we are to witness more partitions, violence. Pakistan fired from Rocket Launchers at Attari Border, we are simply in the process of drawing attention of International Community,will they come to our rescue? If we are unable defend our Country or safeguard National interest who else can. Congress has one and only one agenda to be in the saddle of powers by hook or crook, it is only Congress who has put Country's interest in jeopardy, same thing our PM is doing have not come out with any concrete solutions. Now it is HIGH TIME our GoI should act firmly irrespectively whether they win or loose. Even if they loose they will win the public confidence

Chidambaran has spoken the truth at last but has used euphemism to disguise what he really means. These "disgruntled elements" in India are the numerous islamic terror groups and sleeper cells which have been allowed to flourish for the past 50 years by successive congress governments both at the central and state level. if he is serious about counter terror operations and internal security, he should wipe out these groups ruthlessly and a strong anti terror law should be passed immidiately.

Where did you dig this up? Is any hindu taught this? Do people actually behave like this now? Open your eyes. People are slowly coming out of this caste based discrimination. In the next 50 years when people are more literate hopefully all caste related stuff will be history. I would def. say hinduism is most welcoming religion, other wise there would not be so many religions living freely here. By the way do not forget that almost Muslims and Christians in India were forcibly converted Hindus or were lured using economic opportunities.
