The MCD is framing by-laws to impose a fine on people found littering. The commissioner’s draft proposal pegs the fine at Rs 500. It will soon be brought before the Standing Committee. After the committee and House have passed it, with or without amendments, the proposal will require the approval and support of the Delhi government and the Central government, MCD Standing Committee Chairman Vijender Gupta told Newsline. Gupta said he personally felt the fine suggested was steep and would promote corruption, as it would give too much power in the hands of those who would collect it. Littering is a common habit and the fine should not pinch the common man, he said. The purpose of challans should be to create awareness rather than punish, he added.
