The announcement was made as part of the budget presentation of the Mumbai board of MHADA on Wednesday. The Mumbai Board has estimate an income of Rs 1,042 crore for the year 2008-09 and an expenditure of 1,016 crore.
Of the Rs 1,032 crore that was the estimated income for the year 2007-08, the board has been able to generate barely Rs 625 crore as income owing to its failure to expedite the various public housing projects.
The proposal to built 1 lakh houses is significant from the point of view that since the time MHADA came into being about five decades ago till date, it has managed to construct not more than 2 lakh houses all over the city. “We are working on identifying the potential plots for creating all this housing stock,” said Bipin Srimali, chief officer of Mumbai Board.
As per the budget proposal in phase one, 25,000 houses would be built. About 6,000 tenements for public housing rehousing would be constructed in addition to the homes for mill workers and transit camps on the 10.71 hectare of MHADA’s share of mill land. Another chunk of 12,000 would be created for Low Income Housing and Economically weaker sections using funds under Jawaharlal Urban Renewal Mission. About 6,500 flats would be built at various identified locations at Sion, Colaba, Chembur etc.
According to Amarjit Singh Manhas, chairman of the Mumbai board, so far the proposal doesn’t make any mention of the possibility of creating affordable housing through reconstruction of slums on MHADA plots. “It might be discussed in our future meetings,” added Manhas. The idea of MHADA implementing Slum Rehabilitation Schemes on its 120-odd plots spread over 315 acres so as to create housing stock on such plots was mooted by MHADA vice president T Chandrashekar, an idea which has seen stiff resistance from builders and certain politicians.
“These are only the recommendations by the Mumbai board. It is yet to be approved by MHADA which will happen after each of the other eight regional boards submit their proposals,” said Chandrashekhar.
Members have recommended that MHADA should embrace the concept of eco-housing such as rain water harvesting, solar heating and others for all its future housing projects for low, middle and high income groups. “For the low income group housing, we have demanded that MHADA should also crate facilities such as swimming pools and gymnasiums in such complexes. The expected surplus of Rs 25 crore could be used for this purpose. Also the BMC should give water supply to LIG residents at on concessional rate,” said Manhas. Members have also asked stamp duty on all MHADA flats to be waived and development charges levied on LIG housing to be reduced.
