Home Minister Syed Hamid Albar said the proposed new ruled were among measures taken to overcome the problem of illegal immigrants.
"The social visit pass replaces the visas-on-arrival (VOA) which was discontinued in April," Syed Hamid told Parliament on Thursday.
The VOA facility has also been withdrawn for tourists from Bangladesh, he was quoted as saying by New Straits Times.
Under the VOA, 208,451 tourists were allowed in the country from January till March this year.
The social visit pass must be obtained at the tourists' home country.
Malaysia relies heavily on foreign workers who number about 2.1 million, half of them Indonesians. About 140,000 are Indians, 330,000 are from Bangladesh and 260,000 Nepalese, the paper said.
However, authorities say that many foreigners who entered the country under short term visa on arrival failed to go back to their home country after the expiry of their permit and instead worked in Malaysia illegally.
Syed Hamid said although foreign workers had contributed tremendously to the economy, they were also the cause of social ills, illegal squatters and diseases such as tuberculosis, the paper reported.

Malaysia tried to make it easy for sincere tourists, but Indians will exploit every loophole possible to their advantage. If you want to travel easily as an Indian, you need to bring integrity and honesty to your country. If statistically Indians overstay their tourist visas more than other nationalities, then the countries have no choice but to stop welcoming you.Prathap, the Malaysians are not anti-Tami or anti-India. Ken,Things are not as black and white as you state.You are talking as if you studied the immigration records from Malaysia for visitors from all countries (and not doctored reports), which you have NOT.Behind every move there is a economic, political and religious agenda, if you dont see that you are an idiot.BTW, westerners abuse any given system as much as anyone else and have been doing so for over 500 years but get away because of their economic, political and military power.The Chinese also have a good way of exploiting loopholes, so please dont make racist statements and single out Indians.Indians are a very simple race and benevolent culture and are not intrinsically punishing of small transgressions as your very refined culture may be.Balanced Indians will save the world from the PROZAC fed unstable westerners that currently rule this planet.
Ken was just trying to state the facts behind why Malaysia withdrew the Visa on arrival scheme. And here is a wonderful commentator calling him an Idiot. I tried to live in India for few months last year and that was the most miserable 6 months of my life. Probably the only country in the world where people do not know the meaning of civic discipline. Hurt your fellow citizen, call them words, take them for a ride at every opportunity, stink, bribe, piss - you name it and your filthy country is indeed going places !
I fail to understand why Vivek born by supposedly Indian Genes is thinking so badly about India. This is the most spiritual and tolerant country in the world. I had been to UK some time back and I have seen zero civic sense in most of their cities only the Citi Councils (Municipal Corporations) are doing their jobs well because they take hell lot of money from citizens. Terrorists from Pakistan can enter Malaysia but peaceful Indian cannot get a visa on arrival. This clearly demonstrates racist policies of Malaysia against India and Tamils in particular. All these so called Dravidian leaders in Tamil Nadu keep complaining about Sri Lankan army action against a well armed terrorist organisation like LTTE. What are they doing about the mistreatment being meted blatantly against India in Malaysia. I would like Indian leader and Tamil Nadu leaders to raise hell on this treatment meted out by Malaysia. If I were the PM, I would cut ties with Malaysia at all levels. Malay majority Muslims have never treated the Indian origin people well and have always been treated to the lowest level possible.
