Sources said the CCS, which was chaired by Prime Minister Manmohan Singh, took stock of the situation in the light of the Centre's decision to deploy army in the wake of deteriorating law and order situation.
Last night, at the request of the state government, the Centre decided on deploying army to assist the civil authorities in restoring law and order in the wake of spiralling protests in Srinagar following the killing of three persons yesterday.
The meeting decided that army would be used in "peripheral" areas and not in congested areas.
It also decided that police and security forces should ensure that there should be no violation of curfew and that it should be strictly enforced.
The security Cabinet also felt that "maximum crackdown" should be carried out against miscreants.
Army staged a flag march in some areas of curfew-bound Srinagar this morning.
Home Minister P Chidambaram, Defence Minister A K Antony, Cabinet Secretary K M Chandrashekar, NSA Shiv Shankar Menon, Home Secretary G K Pillai, and Defence Secretary Pradeep Kumar attended the meeting.
There was no official word on any decision taken at the hour-long meeting.
Earlier, Minister of State for Defence M M Pallam Raju had said that army would remain on the streets in Srinagar till it was necessary but the government would like it to be short.
Army stages flag march in Srinagar
Army on Wednesday staged flag marches in curfew-bound Srinagar after it was moved into the city to assist civil authorities in maintaining law and order following violent protests that had left three persons dead.
The flag marches were conducted in Lal Chowk in the heart of the city and on the Srinagar Airport Road, a defence spokesman said.
The state government had sought the help of the army in the wake of spiralling protests in the city. Curfew imposed yesterday after three persons were killed allegedly in firing by security forces is being strictly enforced in the city.
Curfew was also in force in Anantnag, Pampore, Pulwama and Kulgam in South Kashmir and Kupwara and Bandipore in North Kashmir. Restrictions were in force at Sopore and Baramulla where Army also staged a flag march.
The Cabinet Committee on Security chaired by Prime Minister Manmohan Singh met in New Delhi this morning and is understood to have discussed the situation in the Kashmir Valley.
Union Home Secretary G K Pillai is scheduled to visit Srinagar today to review the law and order situation there.
The army was called out on the streets of Srinagar late last night to enforce the curfew keeping in view the non-availability of adequate number of police personnel, many of whom have been deployed for Amarnath Yatra and counter-insurgency operations, official sources said.
Speaking on the army deployment, Minister of State for Defence M M Pallam Raju said the army would remain deployed in Srinagar as long as necessary but government would like it to be short.
Protesters had yesterday clashed with security forces in various places including Khanyar, Nowhatta, Rajouri Kadal, Barzulla, Fateh Kadal, Braripora, Tatoo Ground, Hyderpora, Baghat, Rambagh, Jehangir Chowk, Maisuma, and Habbakadal, leaving many people injured.
On the deployment of the army in Srinagar, state minister and Congress leader Taj Mohiuddin said, "We requested the army to help us in maintaining peace. Peace is our first priority. They will be the supportive force we need for keeping peace.
"The district administration thinks that the army is needed to keep calm in the valley. The anger is there," he said.
State Law Minister Ali Mohammad Sagar asked the people to respect the curfew restrictions.
"We will strictly implement the curfew restrictions. Government will try its best to restore normalcy. We are trying our best to normalise the situation," he said.
Referring to stone-pelting protestors, he said, "Some elements, some agencies were getting the youths on the roads for implementing their political agenda. So we are trying our best to control the situation. It is just the question of saving the people from this situation".
The state government has advised deputy commissioners throughout the valley to enforce prohibitory orders in their respective jurisdiction. They have also been instructed to impose curfew wherever necessary, an official spokesman said.
Police vans fitted with public address system announced imposition of curfew this morning and also advised people to remain indoors.
Curfew passes issues to journalists were cancelled.
Jammu and Kashmir Chief Minister Omar Abdullah had appealed to the people to maintain calm and not to violate curfew restrictions.

People in Kashmir are only listening to one sided voice for 60 years since no Indian outside of Kashmir is able to buy or establish anything in kashmir.Just remove article 370 and transfer all hindus who need to be released from jails across India to kashmir.They will get livelihood and are also capable to live in the streets of kashmir.Kashmiris will become rich if their land is sought after by everybody.Nehru is not god he can make mistakes,instead of living with his mistake lets correct it.
It is time for the center to think of families of para-military and military personnel in Kashmir. They must be under tremendous pressure. For so many years so many armed forces personnel died in Kashmir. Are the politicians protecting terrorists or people and armed forces? Pl. give total free hand to armed forces and all politicians both at state and center support them, without interfering.
mr. joshi For instance,as per your wishes,even if,the article 370 of the indian constitution is scraped you cannot permanently reside in kashmir(j&k) because the act of state subject (presently permanent resident certificate) was imposed by Maharaja Hari Singh in 1920 to stop the influx of muslims from punjab in already muslim majority state. Secondly the article 370 of IPC is bridge between india and kashmir(j&k)if scraped the indian occupation shall be legitimised as illegal/forced.
Kashmir was never a mulsim majority state nor Bharath before Mughal invasion had any traces of cancerous cells.Article 370 needs to be scarped & kashmirir pandits need to be brought to their home
The only possible solution to kashmir violance is that to deal with the troble makers strictly by shooting at them with real bullets as rubber bullets dont work on these people.They have adopted a new technique of stone pelting at security forces so as to incite them to restore to firing so let the firing be real and when hundreds of them are killed then only they will wake up to the real CM and Mehbooba and all the politicians of their clan want the trouble to continue and dont allow security forces to work independently.Wonder CRPF and Army today is working just to ensure that local police is able to control the mob.Yes they are not allowed not to allow tackle the miscreants independently.On top of this the politicians of kashmir want Armed forces special act to be withdrawn against immediately, what one should conclude?The kashmir situation took the worst turn only when army was withdrawn completely at the instance of politicians.
People who talk about freedom, human rights etc forget that this is the world where only the fittest survive. If you talk about rights of kashmiri muslims who today cannot win against india no matter how much they fight, why dont you talk about rights of hindus who saw their prosperity and land robbed by nearly 1000 years of invasions by muslims and Brits. Did anyone care to hold a plebiscite in muslim ruled india to ask what the masses wanted. it is easy to get sentimental but Indians have become masters of the game only after facing centuries of rape and invasions.Why should we voulantarily give up what we have militarily and weaken ourselves. The Kashmir issue is a utter failure of the incompetent politicians. From Nehru to MM Singh.It's genesis lies in the selfish motivesof Nehru. No one else. Why can't we have real leaders who think of the nation first. Why are the politicians not required to qulaify. Why can't the Govt jsut scrap Article 370 when we have sacrificed so much of blood and claim Kashmir ot be India ? Can the Govt answer this ?
The deployment of army and strict implementation of Curfew has given a message that the State Government is now in a mood to maintain peace , security , safety of the people , All these measures will be fruitful but the youths be pacified to shun demonstration and maintain peace in Jammu and Kashmir in the interest of Jammu and Kashmir .
I have read out the comments of various writers and come out to this solution that india occupied kashmir in 9147 and promised that plebisite will be held till now nothing happened . the ground reality is the people in kashmir want independance from india and india being a democratic country should show the world the democratic decision that people of the state are not with the present set up and wants to change the status quo of kashmir.
Unless you have been to Kashmir and interacted with the locals, you won't get it. It's convenient to believe that this is a problem created by a vocal minority of separatists, or that development will solve the issue. The desire for independence from India is widespread in Kashmir, and if we are honest with ourselves, we will realise that the Kashmiri struggle is not very different from the Tibetan struggle or the Palestinian struggle. Simply because India is too powerful for Kashmir to succeed doesn't make the people who want independence into terrorists - in their minds they are still freedom fighters. We can make them stay in their houses by imposing a curfew, but we cannot put a curfew on their thoughts. And that is where we lose the battle. It is not like the Khalistan struggle, which was purely external sponsored. It is very much a people's movement in Kashmir. We must accept this reality. I am Indian, Hindu and patriotic. I am just not blind to an inconvenient truth.
I think you don't understand the importance of Kashmir. It is India and it will be united. There is no part called separate Kashmir. Even alleged occupation of PoK is part of India and will bring in with part of India
It's strange that Kashmir's want independence from India which could not happened in the last 63 years. It's foolish to compare Kashmir struggle with Paletinian or Tibet. Kashmir wast part of India before 1947, and could get independence in 1947 or in other words could not join Pakistan. People should either accept the fact or leave that land and migrate across border to Pakistan. It's hard for Hindu's to leave J & K in 90's at least Kasmir's learn to live in India else they will suffer for generations to come for their own deeds. Telangana, Khalistan and Gorkhaland are not the solutions to democracy!
As Indian, Hindu and patriotic as the poster and greatly relieved to hear someone share sentiments which may be unpopular but which are certainly not untrue. Let there be a national debate to find a peaceful solution.
No other way . Few so called freedom fighters have made it a habit to throw stones to provoke the security forces so that Army will be called. Then army will use 'real' force to bring peace . More and more people will be aliened from the mainstream ie India . The separatists want such situation .But this is an old trick and rarely succeeds.Because common people also need food , health services and social security and supporting the separatists for a cause which has no philosophy except religion.Had religion been cementing factor , Bangladesh won't have come out of Pakistan.Religion is only a way of thinking and cultural heritage and very personal matter but not a factor of creating nations.School boy trick of pelting stones will take them no where. Better to learn early.Already it is late!!!!!!!!
Dear Friend , Kashmir is a vital and separate issue,it is anexed in 1947,and is disputed as per un charter also,you can not amalgamate it with india at any cost,please ask your leaders to utalise the amount spend on security purposes for development of your country which is a poorest one,where general masses live in muddy hasked joonpties,slums,in hume pipes and under bridges generally...for these general public please plan for their future...
The major problem in sorting out Kashmir problem is Article 370. This needs to scraped. Let other Indians settle down in Kashmir and get tension diffused over there. Irony of India is that millions of bangladeshi nationals are reciding in India without any problems, but Indian are not allowed to settle in Kashmir.
i have a different thought, why not kashmiri people settle in different areas of india. extremists are taking advantage of their innocence and using them for their cheap tactics
Read today's news-papers. Army called in Srinagar, called in Ambala to help in floods, in Kurukshetra to plug a breach in canal, J&K Govt wants army for flag march, two army men killed on LOC. What is this army meant for? After every successful operation the status and protocol of Army is brought down in relation to those who are actually responsible for this mess. This grateful Nation forgets every thing immediately after a successful operation.In the misnomer of civilian control, Army is humiliated and not given its due.Army is wrongly blamed for excesses when asked to clear the dirt. What is Army supposed to do? What happens to the morale of the troops involved? It is time that public exposes this farce of civilian control over the army. The civilian Govt control is essential and must be respected, but civilian control does not necessarily mean satisfying ego of some incompetent politicians and bureaucrats. Nation must not allow its armed forces to be humiliated any further
India need to change demographics of Kashmir. The muslims need to be sent to POK

At any cost Indians will ensure that Kashmir is and will remain always part of India. It is better to understand the reality and focus should be given to development so, coming generation will live happily and peacefully. It is shear foolishness to sacrifice precious life for the welfare of some politicians. The best example is Pakistan where majority is still poor and struggling for day to day survival whereas rich are prospering like any thing at the cost of hard work of poor.
