A Special Bench headed by Justice S B Sinha rejected the plea made by advocate Ashok Aggarwal, who had challenged the Governor's refusal to sanction her prosecution.
The Bench, which is at present hearing the environmental issue relating to the historical monument, said, "It cannot hear Aggarwal's application as the matter was beyond its purview."
