Zardari, whose wife, Benazir Bhutto, was assassinated by Islamist militants last year, warned that provocation by rogue "non-state actors" posed the danger of a return to war between the nuclear-armed neighbours.
"Even if the militants are linked to Lashkar-e-Taiba, who do you think we are fighting?" asked Zardari in an interview with the Financial Times.
"We live in troubled times where non-state actors have taken us to war before, whether it is the case of those who perpetrated (the) 9/11 (attacks on the United States) or contributed to the escalation of the situation in Iraq," said Zardari.
"Now, events in Mumbai tell us that there are ongoing efforts to carry out copycat attacks by militants. We must all stand together to fight out this menace."
Analysts say the Mumbai assaults by Islamist militants, which killed nearly 200 people, bore the hallmarks of Lashkar-e-Taiba, a Pakistan-based group blamed for previous attacks in India.
Indian officials have said most, perhaps all, of the 10 attackers who held Mumbai hostage with frenzied attacks using assault rifles and grenades came from Pakistan.
The fallout from the three-day rampage in Mumbai, India's commercial centre, has threatened to unravel India's improving ties with Pakistan and prompted the resignation of India's security minister at the weekend.
Analysts say the United States could get ensnared in tension between New Delhi and Islamabad, and it may prove to be a setback in the war on Islamic radicals on the Pakistan-Afghanistan border.
New Delhi said on Sunday it was raising security to a "war level" and had no doubt of a Pakistani link to the attacks, which unleashed anger at home over intelligence failures and the delayed response to the violence that paralysed the country's financial capital.
Officials in Islamabad have warned any escalation would force it to divert troops to the Indian border and away from a US-led anti-militant campaign on the Afghan frontier.
Zardari has vowed to crack down if given proof.
But security officials in Islamabad said Pakistan would move troops from its western border with Afghanistan, where forces are battling al Qaeda and Taliban fighters as part of the US-led campaign against militancy, to the Indian border if tension escalated.
Prime Minister Manmohan Singh said on Sunday he would boost and overhaul the nation's counter-terrorism capabilities, an announcement which came after Home Minister Shivraj Patil resigned over the attacks.

Dear Indians, We are very upset for the mumbai event last week. No Muslim or Hindu even any religion or nation will not support this type of terror in which innocent people were killed which were the son, brother, father, sisters, doughters of each other. The pain only those can feel which are suffering or facing. We know that how MUCH pain feel a mother when she see her Kids dead. how much pain feel a brother when he lifts his brother dead body in his arm. One has to realize that Pakistan has become bankrupt both financially and morally. Terrorists have taken over and government is busy begging for more money from USA. Pakistan President Asif Ali Zardari claims they also fighting the common enemy. But the truth is that Pakistan is asylum for all type of hard core millitants. Its an open statement that they want to live peacefully with millitants as his neighbor house mate and do not want to invite trouble . In fact he will warn india that indis is disturbing the millitants when they are dutifully saying "Asif Ali Zardari - Zindabad" everyday. One thing we do not understand is that those close to BJP is cursing Congress and those close to congress cursing Advani for the past history during his tenure. Please understand that atleast we must say that Pakistan millitants and the government which is providing shelter must get a proper lesson . Cut down such a goverment and its people from getting any sort of link to rest of the world. Anybody talking about Terroism is nothing but Crocodile tears, when Pakistank is a heaven for Millitants and its getting millions of dollars in help anytime.
One thing to remember is that, there are three centers of power in Pakistan, Predident, army and roughes in ISI. Of the three, weakest is president. I will give Zardari my full confidence. He seems an honest man and want goo Indo-Pak relation. Don't forget, he lost his wife to these terrorists and therefore has personal experience on this menace. I would give him all suport to make him strong and thus take on rougue ISI and terrorists. This is a time for cool thinking, not rash, emotional outbursts.

Hello We Indians,Pakistan is a great example - how one reaches the sorrow state while trying to destabilise others. It is(should be) a good learning for indian politicians who create trouble for others for their trivial gain. We we get this wisdom in practice sooner. A divisive rule on regionalism/casteism/Religion will get us nothing good in long turn. Let us work unitedly creating opportunites for every one across the country. Govt should stress more on decentralisation of development work...It means we must work hard to develop other cities as well. This will help keeping a city population lean and scattered. Then it will be difficult for any anti-social elements to use their might and it would be easier for the defence personnel to monitor and work efficiently.
What is the problem in giving Pakistan with solid pieces of evidence, reportedly in possession of Delhi sarkar. In fact these evidences, if these are truly available with our incompetent sarkar, should be shared with all G8 members and UN. But, these self-seeking "netas" are so useless and brazen that one can see Pakistan flags are fluttering unhindered in some of the remote villages in southern/easten districts in TN with sizeable Muslim population -obviously celebratiung the Mumbai carnage. These guys are also probably enjoying Indian subsidy to go to Haj! This is not surprising in TN where you have groups openly supporting the banned LTTE and maybe local authorities blessings.
