The panel, headed by retired Justice B J Sethna, will assess the total area in square metres occupied by people of different religious faiths as on August 15, 1947, and the patterns of “polarisation of population” and migration every 10 years thereafter.
The survey is expected to identify the areas — their names and sizes — where people of different religions live, or have shifted to.
An important aspect of the commission’s mandate is to give “recommendations and policies as a guidance” for “stopping polarisation of population in the state”.
The commission has been asked to submit its report by January 2011. Assembly elections are due in December 2012.

According to the state legal department, the reason for commissioning the survey is that “allegations have been made in courts as well as in media against the state government that polarisation of population on the basis of religion is taking place in the state of Gujarat” and “such allegations and unscientific conclusions create heart-burning and distance among citizens”.
The notification says that “the Government of Gujarat is of the opinion that the allegations so made are not based on scientific study”.
The government feels that “development of the population as a whole should take place in the context of law and order and social and economic development as well”, and “an inquiry should be held into this matter of definite public importance”.
Justice Sethna refused to comment on the matter. The retired judge had been in the news after he upheld a Vadodara fast track court order acquitting all accused in the Best Bakery case relating to the 2002 riots. The Supreme Court later ordered a fresh trial in the case by a special court in Mumbai.
Gujarat minister of state for law and parliamentary affairs Amit Shah said the study was required in view of the unfounded allegations made against the state BJP government.
“The inquiry will make it clear when, how and under what circumstances minority population shifted from one area to another,” Shah said.
State government spokesperson Jay Narayan Vyas said the matter was neither “sensitive nor provocative”, but it “will bring to surface the unfounded publicity that is being given without being backed by appropriate facts by certain NGOs and a section of the media”.
“This will also put in correct perspective a long-term change that has taken place in demography, nullifying the temporary bias a solitary incidence-based short term interpretation could bring in”, Vyas said.

I think the die-hard Modi baiters are making irrelevant comments here. The article is about the reasons for polarisation of minorities on the basis of religion. This is similar to Ghettoisation of areas e.g. Bronx in New York and Brixton in London albeit based on race. The reasons for Ghettoisation are similar for both race and religion. People tend to gravitate towards living in an area where others with similar backgrounds already live. Muslims or Jews would hate to live next door to a Christian who loves bacon every breakfast. Hindus/Jains would find it extremely unpleasant living next door to a Muslim who feeds, fattens, slaughters and cooks a goat in his back/front yard. Most white Christians would hate to live next door to Black Christians who play loud music, or Indians who talk very loudly on their mobiles etc.
Not to forget its not in the case of Dalits but a Rajput won't like to give his daughter to some Banya or Brahmin.This is no justified way to contradict because no one comes on this earth with his/her own consent and one has to accept and be proud of what he is.Who feels low has to improve to reach the heights of those seen higher and not by pulling them down.For that Dalits have to improve their habits,morals,tempatations,tastes,passions and charcteristics(there are many who have already done so).Naturally no sensible person would like to jump into ditch or sttop low for the sake of momentary/immidiate enjoyment/happiness which is no solution to this nature's play.Hey Hindus are equally opposed to Gay-Sex and there are lot Hindus and others who interpret neglection of this topic in Hindu religion and places like Khajurao.Certainly there is no specific mention of this un-natural act,a sin,but certainly is abominabe,a sin and inhuman.Critism on Modi has become ad-nauseam and must end.

Polarization of population on religious and cast basis in Gujarat cities had taken place ever since independence under congress rule as communal riots are frequent. You can see housing societies based on the Cast and religous ground. If Mr. Modi wants to check such polorization it should be welcomed.Studying the history of ghettoization will solve no problem. Only Modi being popular and powerful personality in Gujarat can take measures to check it. Hardly any oppossion party or courts can stop this, if he is really serious about it.

I think this a good step taken by Modi.I think by disallowing any polarisation in population, communal riots can be stopped.This is one of permenant solution for stopping Communal riots. As people staying in one locality will not fight against each other. As generally, community development all encourages peacefull living.Kudos to MODI!!He should be our PM!! Dear Sir: For the sake of fairness to everyone it is important not to accuse Modi for things happened in Gujrath after Godhra incident. Mr Modi did not lead the mob and participate in the human carnage himself.
