"Women are being subjected to extreme acts of physical violence, which takes place within the sanctity of their homes," the NCW said, quoting studies on the eve of a workshop to be addressed by its Chairperson Girija Vyas.
The violence is severe, painful, humiliating, recurrent and most often the victim is too overcome by fear, shame and powerlessness to do anything about it with domestic violence transcending race, religion, class and sexual orientation, it said.
After nearly a decade of advocacy and consensus building by various women's groups, the Protection of Women from Domestic Violence Act, 2005 (PWDVA) was finally brought into force on October 26, 2006.
Its enactment was regarded as a significant step towards realising quality rights of women.
NCW sources said that after the enactment of law, the Commission thinks information exchange will be an essential exercise.
It should be based on complaints filed as well as action taken by state governments on appointment of protection officers, registration of service providers, the NCW said.
Problems encountered in implementation of the Act can be collated and evaluated, it said.

Hard to believe 40 pct, wonder where the survey was done. When I look around in the last 30 years of my adult life, I can may be beleive a number some where close to 5 - 10 pct, 40 pct is too far fetched to make the news sensational or may be (as one reader mentioned) the survey was carried out in babus and politicians housing society !!!!!

India should make it mandetory,to go for marriage counselling before entering into a relationship.It must be made sure that it has been really understood.This should at least continue for the first year of marriage in which the 1st 6 months should be every month followed by every 2months until the end of year.A nominal fee should be imposed to cover the cost.Due to the new trend of life where things like Status,Pride,Dignity,have been made a great issue, this counselling is very important for our newer generation or very soon we will be 2nd to none in case of divorces or social crimes.Its both the partener that are to be blamed.As they say it takes 2 to tango,so the counselling will be very necessary.We have being copying the West in many thing,whether they fit our style or not but we have been adapting them,so surely we have to pay the penently for our ignorance.
what portion are muslims as muslim women is more beaten any one in this world
ok. but what about the 95 % of men who are abused at the hands of women...
It is becasue may be the women did not want to marry that man and was forced to amrry. Where there is no love that is not a marriage it is prostitution.
What is the doctrine of life? Husbands love your wife. wife honor your husband.What more is needed? It is truely the doctrine and culture issue. It is also the cast issue. Here is another point women are forced to marry a man of her unliking, such marriage will not withstand the basics of love, faith and hope. Though arranged marriage is good it nust not be forced upon. So also dowry problem. This is a great proble in our society. I want ask the men and their family are you marrying the gifts and treasures that come from that dowry, of you are marrying the women and her family? It is tiem to erradicate these cimes in marriage.
I don't know why there is so much of hue and cry over this issue only. Do you know how much of emotional torture married men are subjected to by their spouses? Why is no forum coming to the rescue of men whose efforts to provide a decent livelihood to their family are never appreciated or admired by over-ambitious,arrogant,self centred women folk?
We did not need a study to understand this. It is an issue that runs deep and wide in our society and the biggest offenders are the people who have the power to make any meaningufl changes - aka our babus and politicians. We need a cultural revolution not laws.
