The decision was taken within hours of Premier Yousuf Raza Gilani agreeing to Prime Minister Manmohan Singh's demand to fly the ISI chief to Delhi.
At a meeting here early morning on Saturday, President Asif Ali Zardari, Gilani and Army chief Ashfaq Parvez Kayani decided against sending Pasha to India which suspected involvement of Pakistani elements in the Mumbai terror attacks that left over 160 dead.
The unscheduled meeting held at the presidency continued well past 1.30 a.m.
"A representative of the ISI will visit India, instead of its Director General Lt Gen Shuja Pasha, to help in investigating the Mumbai terrorism incident," a spokesman for the Prime Minister's House said.
Gilani had yesterday agreed to send the ISI chief to New Delhi for sharing information on the coordinated terror attacks on Mumbai when spoke to Singh over phone.
The Pakistan Prime Minister had telephoned Singh to condemn the attacks and offer Islamabad's assistance in investigating the incident.
Singh wanted the ISI chief to visit Delhi to put before him information about the possible involvement of Pakistani elements, including those belonging to militant outfit Lashkar-e Toiba (LeT), in the terror strikes.
Separate statements issued by the Prime Minister's House and the Foreign Office had earlier said the ISI chief would travel to India in connection with the probe.
The statement from the Prime Minister's House had said the "ISI chief will visit India at the earliest" after modalities were worked out by both governments.
Gilani's decision was criticised by the opposition PML-N, PML-Q and Jamaat-e-Islami. Analysts in India and Pakistan had also questioned whether the civilian government led by Gilani's Pakistan People's Party would be able to convince the powerful military to send the ISI chief to India.

it is possible if USA promised another billion dollors for the anti terrorist activities to the Govt of Pakistan, not only chief of ISI but also Premier will attend INDIA ! God save INDIA as long as USA aid is continued. Best possible solution is to stop with immediate effect all the aid to Pakistan and a strict warning by OBAMA to ISI to abstain from assisting all local and non-local terror outfits if l they want the massive development aid from him. I think the only solution to terror allegdly backed by Pakistan is to befriend them. This may sound cowardice at first but if thought with a cool mind is the only practical solution. Let this incident doen't hinder the peace process.

I fail to realize that every time there is an incident, Pakistan is very easily framed for it. If you have any proof than bring it on boys. Blabbering nonsense on forums will increase the hatered between the masses and the situation will not improve. Ok lets for a minute assume that Pakistan was involved... Fine what are you going to do? India never want and will never attack pakistan. We want pakistan to root out terrorist camps from their territory. If pakistan does not do it, then India will be forced to attack those sites.
In real we can't.After Pakistan becoming nuclear power we even cross there terrotory after they get in KArgil and killed 1000's of our jawans.[although we hide but in real we lost 1 is to 6 against them]
Congress is the main culprit. They handed back Lahore and a big part of Pakistan which Indian army captured in 50s war while Pakistan never gave Indian Territory (POK and Aksai China) back even when they promised. Pakistan never fulfils any promise they make when they are defeated and always use this deceiving tactics to fool Indian politicians (may be money and/or personal image is involved here for Indian policy makers, as was the case of Jawaharlal Nehru).
India must act pro-actively to destroy ALL terrorists training camps inside Pakistan and POK. Else dismantle all our army, navy and air force. Indian armed force is not for parades during 15th Aug and making money by Indian politicians and bureaucrats and some high ranking ex-army officers (working as middle men for many Arms dealers).

Pakistan Can't handle their own situation, what help will this ISI rep do. He will Visit India and no outcome will be there. Its better for India to stand and deal with these goons who have no mercy for innocent lives. Life is a gift and its not in human hands to take it. India should stop tolerating Pakistan and stand firm on cracking these goons who were involved in this attacks. Calling ISI chief to india is simply a diversion tactics of the govt as it does not have will to work against terrorism by framing strict laws and proceeding against them. This situation is simply because the govt and so called secularist feels that by being strict they will annoy muslim minority and loose votes. This congress may ruin this nation for the votes as it wants to stick to power at all cost. In all probablity you can never know the same ISI may have planned this mumbai operation, and if we want its assistance in solving our case, then the govt should have also taken assistance of their army why our army was used. its really same on us being Indian, we should learn lesson from USA which not allowing single attack since 9/11, but here happens everytime which shows our weakness,kindness about terrorists especially from our geatest n weakest prime minister and old Home minister SPatil, we cant get security from them, provide with very advanced weapons to our police and train them well.. Importantly first attack POK where most of the terrorists get trained there only....
