N-Deal: We know the timetable, says India

New Delhi, February 28: As the US continues to nudge it to conclude the civil nuclear deal at the earliest, India said it is aware of the time-table but negotiations take their own time.

"We are not looking at a deadline. We know the timetable, we know what to do," Foreign Secretary Shivshankar Menon said when asked about the US pushing India to conclude the deal at the earliest.

Speaking after his meeting with US Under Secretary of Commerce Mario Mancuso on hi-tech exports, Menon said the government was trying and ‘hoping’ to wrap up the agreement with IAEA as soon as possible.

“But these are negotiations. They take two hands to clap,” he said.

The comments came a day after US Defence Secretary Robert Gates said the ‘clock is ticking’ and India needed to conclude talks with IAEA and seek exemptions from the Nuclear Suppliers Group (NSG) at the earliest.

"The clock is ticking in terms of how much time is available to get all the different aspects of an agreement implemented," Gates had said.

He made the deadline clear as he had said that ‘with this being an election year, there is an open question about how long the Senate will be in session beyond this summer and September’.

Last week, three key US Senators -- John Kerry, Joseph Biden and Chuck Hagel -- had said India needed to conclude the talks with IAEA and seek exemption from NSG by May.

Next to impossible to take Mr Menon at face value when he says, “we know what to do”. If India knew what to do, it would have let the US know that the Hyde Act was not acceptable; it would not have come this far for the US to ‘nudge’ India. Instead, it would have had an ‘energy’ policy for self sufficiency rather than perpetual dependency. In a country blessed with so many rivers, good monsoon, plenty of sunlight, is n’t it criminal to run after every TDH like this ? Why not give subsidies or tax breaks to industries to install solar panels with a promise to buy back the surplus energy (for example in the nights) at say 10% more than the cost for a fixed period say 5 or 10 years until the cost is depreciated ? This should work well in summer when some of the rivers may lack sufficient flow of water. When the monsoon increases the flow, those industries can be supplied say at 10% less because of lack of sunlight. The rest of the demand can be worked out using thermal/nuclear sources. If such a scheme can be made to work for say 10 – 15 years, India should be in a position to have developed its indigenous three stage program based on Thorium without any interruption from anyone. But this requires vision, commitment and a ‘can-do’ attitude instead of the ad-hoc mentality displayed by the current dispensation.

VERY MEEK OF THE CONGRESS PARTY.TIME IS A VERY IMPORTANT FACTOR,IN NEGOTIATIONS,AND IF ONE KNOWS THE TIMETABLE(one's own and that of the opposition) IT IS NOT A NEGOTIATION AT ALL. In negotiations,it is advantageous to know and push the opposition into a TIMETABLE,and this is what the International Bankers of the USA,who rule over that nation,secretly,are doing. The DEAD and ABORTED deal be better scrapped. India is in extreme danger from the USA in particular and the West,in general.
