New Delhi, March 11 After reports of meningitis cases at the Commonwealth Games Village site in east Delhi, a group of organisations and individuals has asked the labour ministers at the Centre and the state, Chief Minister Sheila Dikshit and the Labour Commissioner of Delhi to develop health infrastructure at all construction sites as well as compensation for the next of kin of those who die due to health reasons.

Devika Singh, co-founder, NGO Mobile Creches, said recognising this challenge, the Commonwealth Games-Citizens for Workers, Women and Children (CWG-CWC), an umbrella organisation of NGOs and individuals, had held talks with a range of stakeholders, including Lt-Governor Tejendra Khanna and Chief Minister Dikshit, the Sports Authority India and the Labour Commissioner.

In a meeting on February 19, the Delhi Construction Workers Welfare Board had agreed to map all labour settlements and construction sites to prepare for worker registration. The exercise would be conducted by Prof Sanjai Bhatt of the Delhi School of Social Work.

The Board also decided on guidelines for scholarships to workers’ children and agreed to set up five crèches, including one at the Jawaharlal Nehru Stadium. “We need to understand that registration will take off only if construction workers are able to access tangible benefits such as compensations for accidents,” said Aditi Raina of SEWA Delhi.
