Talking to The Indian Express, PK Khurana, convener of NHUA, said, "The introduction of multiple toll barriers, apart from financially burdening the commuters, will further increase the travelling time, thus nullifying the benefit of highways. The parliamentary standing committee on transport, in its recommendations, has various timesdemanded rationalisation of toll as the commuters are already paying road tax and cess on fuel."
"The committee has thrice recommended to the Union Ministry of Highways and Surface Transport that persons travelling on smaller stretches should be charged a lower amount," he added.
Varinder Arora, secretary, NHUA, said, "The toll of Re 1 per km being charged on this stretch is illegal as it is double than 50 paisa per km national toll fee fixed by the Centre for light motor vehicles. The rates for commercial vehicles are higher."
“NHUA has already written to the Union Transport Minister, opposing any new toll plazas. We will resort to agitation if the new tolls are introduced,” said Arora.
He said, “The planned introduction of smart cards on these toll plazas on the lines of Europe does not stand ground in India as most of the users of these highways are not frequent travellers. Besides, world over non-toll alternate routes are also offered to commuters, while here one has no alternative."
"The proposed introduction of new toll plazas at Panipat and Phagwara on Delhi-Amritsar Highway and one at Ambala-Zirakpur highway, linking Chandigarh and Himachal, will further burden the common man," said Arora.
A commuter between Delhi and Chandigarh was already paying Rs 87, and after the introduction of new toll plazas, he would have to shell out Rs 187, he said, adding, "The cost of travelling between Delhi and Amritsar is likely to double to Rs 410. There are three existing toll plazas at Karnal, Shambu and Doraha, and the new ones will be at Panipat flyover, Phagwara, Kartarpur and Jandiala Guru."
