Naxalism gravest internal security threat: PM

New Delhi Prime Minister Manmohan Singh on Tuesday termed as "worrisome" attempts by secessionist and militant groups in Jammu and Kashmir to make common cause with "outside elements" to create an impression of turmoil in the state and said such a situation must not be allowed to develop.

Dr Singh also said infiltration from across the Line of Control and also via other routes such as Nepal, Bangladesh and the sea is "going up".

Addressing the Directors General and Inspectors General of Police's in New Delhi on the concluding day of the two-day conference organised by the Intelligence Bureau, he said there were reasons to be satisfied that both Assembly and Lok Sabha elections in the states were held in a peaceful manner and that the level of violence is "perhaps at its lowest levels" since the beginning of insurgency in the late 80's.

"But there are certain developments that are worrisome. Infiltration across the Line of Control and also via other routes such as Nepal, Bangladesh and the sea is going up. Encounters with armed militants have become more frequent in recent weeks and months," he told the conference attended by Home Minister P Chidamabaram and National Security Advisor M K Narayanan.

In an obvious reference to Pakistan, the Prime Minister said secessionist and militant groups within the state were again attempting to make common cause with outside elements and have embarked on a series of protest movements.

Dr Singh said the intention of such groups was apparently to create an impression of widespread turmoil in the state.

"We must not allow such situation to develop. It is imperative that these efforts are contained and checked," he stressed.

The Prime Minister expressed concern over increasing incidents of Naxal violence which he termed as the "gravest internal security threat."

"I have consistently held that Left Wing Extremism poses perhaps the gravest internal security threat that we face. We have not achieved as much as success as we would have liked in containing it. It is a matter of concern that despite efforts, the level of violence in the affected states continues to rise," he said.

Contending that Naxalism cannot be treated as a law and order problem, he said dealing with Maoists requires a "nuanced" strategy.

"Despite its sanguinary nature the movement manages to retain a section of the tribals and the poorest of the poor in many areas. It has influence among sizable sections of civil society, the intelligentsia and youth. It still retains a certain elan. All this adds to the complexity of the problem," Singh said.

He said the situation in the North-Eastern part of the country is "far from comfortable" especially in Manipur and Assam where current levels of violence were cause for concern.

The Prime Minister said while filling of vacancies in the police was necessary, there was need for capacity building at the police station level as well.

"But increasing numbers alone will not be enough. We need a new-age policeman who is more professional, better-motivated, suitably empowered, well-trained, one who places greater emphasis on technology for investigation and other tasks," Singh said.

He said there was also need for providing adequate amenities, like housing, to the police personnel.

"At the same time greater attention has to be paid to the provision of adequate amenities such as housing for our policemen," the Prime Minister said.

Singh also underlined the need for providing better technology, equipment and weapons to the police at the grass root level.

"Each police station should aim at being self-sufficient and needs to be given the required resources in terms of anti-riot gear, better weapons, the nucleus of a mobile forensic unit and be connected to a networked criminal data base management system. Every city should have a modern police control room with digitized maps," he said.

The Prime Minister said systems and procedure should be designed to minimize scope for corruption.

"We should have a sufficiently long-term perspective in this area and also the required amount of funds should be made available for the purpose," he said.

The Prime Minister asked the attending officials to ensure greater emphasis of the training aspect of policemen.

"I understand that on the average a police officer is retrained only once in about twenty years. This is totally inadequate and must be rectified. It would also help if the police were to benchmark their training curricula with the syllabi and training methodologies of police training institutions elsewhere in the world to ensure better quality," Singh said.

He said there was very little research in areas of police and policing.

The Prime Minister proposed to set up a National Police University and a National Institute for Law and Order-related subjects.

Singh stressed on the need for developing confidence among weaker sections of the society for "policeman and the police station."

"It is your solemn duty to protect the weak and the defenceless. Those who seek to promote communal violence and discord have to be dealt with firmly.... The underprivileged and weaker sections of our society - the minorities, the SCs and STs, women and senior citizens - should feel confidence in you," he said.

The Prime Minister said,"The common man should go about his daily life with a sense of security. He should have faith in the policeman and the police station. And this I believe, is the real test of our efforts, a test that we cannot afford to fail."

China's claim over our territory is like simmering volcano waiting to explode as it did in 1962 at China's choice. This time it is China's GDP as result of its laser focusing on development and taking pragmatic steps to show spectacular results. At the same time China's military emanating from its GDP poses to us the biggest threat seen yet. We urge our Govt. to take bold steps to match our GDP to that of China on a war-footing. Our freedom is at stake.

We have know from history many of these 'isms' are the off=shoot from the society itself. we have had several social reformers in India who fought against rituals and customs with limited success. Most of them lost sight of economic disparities in our society blindly accepting the fact one is rich or poor according to fate. Emporers/Kings lived luxurious lives exploiting common man thereby creating heart burn. This process is getting hastened now in modern India, we see disparity between rich and the poor growing at alarming rate. social legislations such as levy of taxes have not creted much impact in reducing the gap. we know rich persons are migrating to urban places for security and lavish living sweeping away wealth from rural areas. obviously more poor concentrate in rural and hilly areas who naturally feel this is one way of transfer of wealth into their hands, this is necessarily by wrong means and dangerous to society in general. Gun culture is entering poor people. what next?

Naxalite insurgency is not going to be defeated by use of force. The extreme anger among a group of people or generally in a region of a country in general is what starts and powers insurgency. It can be contained through use of force for a while, but cannot be defeated. Those who do not accept this argument, may ask how the government destroyed the Sikh insurgency. The answer is that there was no credible cause which could be said to have started the insurgency and there was no widespread public support for it. The government knows well that in the case of Kashmir insurgency and naxalites led war on the government, this is not so. Tall talk on reform of security agencies is not going to solve these insurgency problems. The government can take the steam out of insurgency only by removing the genuine greivances of the people. The PM and the HM have on several occasions adequately described the sources of the homeland security problems afflicting the country. May be they have even enunciated the solutions that ought to be taken. But there are very few signs that follow up actions have been or are being executed in a systematic and determined manner. That makes one believe that the problems are beyond the capability of politicians to solve. Their background of pleasing interested properties is not the way to go when domestic security is involved. Continuance of the Naxalite violence or the Jihadist terrorism and the lack of government's success in eliminating these problems while the leaders continue to lecture the local politicians and the police forces give added confidence to the militants and diminish the faith the local people have in the government.It is time to give the effort a technological emphasis in strategizing, planning, training the local police and executing the plan with determination.

Sermons galore! It is time for actions. The PM and his colleagues in the cabinet do not tire of giving advice and laying out plans. People cannot take them seriously anymore. They need to see actions and results. The Naxalites, Jihadists and militants revel when the PM or the HM talks about plans to liquidate them because while the lectures continue they can increase their activities without any fear.For India's sake, please stop talking and start acting. Mobilize to attack the Naxalites and other militants regardless of any political considerations and eliminate them. At the same time, take any additional steps that you have to by way of social reforms. There is no need to delay or be vacillating. The government should have the interests of the country at heart when security is involved and not be controlled by the influences of political parties.

Root cause of growth in Naxalim in India is poverty/lack of opportuntiy to youth for employment and basic amenities required for living in villages and remote tribal areas. Srikumar,You are absolutely right in your analysis. Naxalism is a home grown problem whose origin is Social Injustice. The Naxal leaders of the past like Kanu Sanyal, Charu Mazumdar and Naga Bhushan Patnayak were all educated individuals disillusioned by our corrupt politicians. They masterminded this movement for social justice and equality.It started in West Bengal and Kerala where educated individuals didn't get job opportunities. The REC, Calicut student Rajan's disappearance case in Kerala cost Karunakaran's job. Still our politicians have not learned any lesson from the past. The only time our elected representatives contact the people is just before elections to hand out 500 to 1000 rupees and a bottle of country liquor to win the elections. For the next five years, they are just money making machines for themselves. The police are willing partners to this crime syndicate. This has caused the public anger to build up resulting in movements such as Naxalism. Until such time, our elected representatives realize that their elected offices are for serving the public and not for amassing wealth for them and for the next hundred generations, movements like Naxalism will grow stronger and make India weaker. The Government should enact a law whereby the property of corrupt officials and politicians should be confiscated in its entirety. The Government should constitute special courts to finalize such verdicts in 2 weeks. Only such actions will bring back confidence to the people about our political system. I am not sure if Manmohan Singh is good for that task.

Wouldn't it be wonderful and useful if the Prime Minister stops repeating the same story over and over again and start taking some some FAST and CONCRETE action against the very real threats facing the integrity of the country. The horrendous sums of money being diverted to fight insurgencies could change the face of a lot of Indian countrysides. Indians have the brains and the meansl to tackle Insurgencies. But they also have red tape, a disinterested bureaucracy, an army of self seeking corrupt politicians with their own agenda and not to mention the thoroughly demoralised law and order keeping forces who are shunted from one part of the country to the other all the time to put out brush fires. IT CANNOT CARRY ON LIKE THIS. Is it any wonder that China does not take India seriously?
