‘New industrial policy a waste paper’

Chandigarh Industrialists in the city lashed out at the Chandigarh Administration on Tuesday for leaving out vital issues in the final industrial policy, due to be notified this week.

The industrialists alleged that while UT Administrator General S F Rodrigues (Retd) had categorically assured them on July 6 that the policy would be notified by July 21, the notification was a month late and that too without the “essential elements”.

Calling the new industrial policy a ‘waste paper’, the industrialists also took a dig at UT Finance Secretary Sanjay Kumar for not redressing their “genuine” demands. (See box)

“When General Rodrigues assured us, Secretary (Industries) Ram Niwas agreed to consider our long-pending grievances. The draft policy did contain a breather us. But the finance department pitched in all of a sudden and everything was eliminated from the final policy,” said an industrialist at a press conference on Tuesday.

They also alleged that the policy was framed to favour a few chosen ones.

“The draft policy was prepared after detailed deliberations with all sections of the industry. Yet, vital points were deleted from the final policy,” said Vinod Mittal, president, Chamber of Chandigarh Industries (CCI).

“The Administration is sending notices of misuse of premises to industrialists who have been running their business from the same place for the last three decades. The Administration has suddenly woken up to the misuse,” added Naveen Miglani, convener, CCI.

“Ram Niwas and Director Industries Vandana Disodia, who are the apex authorities in the matters relating to industry, have at all forums fully agreed to and supported our points and included them in the draft industrial policy. At whose behest and under what pressures these issues are now being dropped from the final policy?” asked an agitated industrialist.

He announced that they would refuse to accept such an “arbitrary” policy that “does not redress our decades old grievances”.

Demands that figured in draft but not in final policy
* Conversion of lease hold plots to free hold: The Administration had announced the policy of conversion of lease hold industrial plots to free hold on Delhi pattern. It has, however, not fixed the conversion fee yet. Industrialists had requested Home Secretary Ram Niwas to get it done at the earliest. The demand has been pending for 25 years. This is expected to give relief to industrialists as they will have clear ownerships and will be in a position to mortgage their property for loans or transfer.
* Higher FAR: Industrialists had requested that the floor area ratio (FAR) of plots be extended from 1 to 1.5 as has been done in the neighbouring states. There is no scope for expansion otherwise as Chandigarh is landlocked from all sides.
* It and ITES: Allowing information technology (IT) and IT enabled services to be treated at par with the manufacturing industry as was announced by the finance secretary in a meeting on July 10, 2009. Other states in the country already consider IT and ITES as industry, in fact a ‘preferred industry’.
* Warehousing: There was a demand for allowing warehousing in industrial areas. There are no alternate spaces available in the city for the purpose. Every manufacturing unit needs warehouses since excess raw material or finished goods have to be stored in warehouses from where distribution begins for onward sale.
* Preference: Preference was sought in allotment of industrial plots in Industrial Area Phase-III to small-scale registered tenants.
