Nilekani to have Cabinet rank as ID Project head

New Delhi The Government on Thursday set in motion the process of providing a Unique Identification Number to India's citizens and appointed Infosys Technologies Co-Chairman Nandan Nilekani as head of an Authority for this purpose.

The move to set up the UID Authority of India (UIDAI), under the aegis of the Planning Commission, is aimed at providing a unique identity to the targeted population of the flagship schemes to ensure that the benefits reach them, Information and Broadcasting Minister Ambika Soni told reporters in New Delhi after the Cabinet meeting.

As Chairman of the body, Nilekani will have Cabinet minister rank and status, she said.

"The Authority shall have the responsibilities to lay down plans and policies to implement the Unique Identification Scheme (UID), shall own and operate the Unique Identification number database and be responsible for its updation and maintenance on an ongoing basis," she said.

The Authority will identify the targeted groups for various flagship programmes, she added.

The flagship schemes of the UPA include the National Rural Employment Guarantee Scheme, Sarva Shiksha Abhiyaan, National Rural Health Mission and Bharat Nirman.

The unique identification number would ensure that any lacuna in these schemes is removed so that the benefits do not reach those they are not meant for.

The Government had earmarked Rs 100 crore in the interim Budget presented by Finance Minister Pranab Mukherjee in Parliament on February 16 to kickstart its ambitious Unique Identification Project.

The government has been working on improving arrangements to ensure that development deliverables reach the intended beneficiaries, Mukherjee had said.

In order to do so efficiently, effectively and economically, a comprehensive system of unique identity had been worked out, he had added.

The Government also plans to set up state units of UIDAI, headed by state UID Commissioners.

Earlier, an Empowered Group of Ministers had approved setting up UIDAI with an initial core team in November 2008.

I imagine a day when every Indian or for that matter everybody on earth is implanted on the body a micro chip UID just like the one now used to Identify Tigers and Elephants.Together with an online Database of citizens and a Microchip Reader it would help the concerned authorities identifying anybody in situations where it could be difficult otherwise. No confusion to determine whether one is Indian or Pakistani. It could simplify the Passport, Visa issuing and verification process.

To declare greatness of an event without inviting a public debate is indeed extreme callousness on part of the government. The search for greater control over citizens have always been there with all governments, even if it meant going against the spirit of the constitution where "will of the citizens" is held supreme. The constitutional spirit literally translates into a situation where, instead of citizens being issued with UIDs for the purpose of monitoring by the government, it should be the other way around. Every government official and representative should be issued with a universal ID, through which their engagements and actions are transparent enough to be tracked by the citizens. The cost of such a massive electronification should also be borne from the personal expenses of the officials, and not from the public exchequer's coffin. More than that, the cost of individual tracking official by any citizen, also should be borne out of the same expenses. If at a nation's level, its the people running the state who should be tracked, at a global level this translates into tracking all the activities of globally-wired and globally-enabled corporates and people at their helm of affairs. In the contemporary era, where national governments are virtually puppets of global corporates, it is all the more important to have such a tracking facility. Needless to say, the cost of such a global tracking mechanism should be borne out of corporate funds. Lastly, since its the corporates and the government machinery that is wanted most for tracking and monitoring purpose, the authority for deciding the design of the mechanism and its implementation cannot be with any of beneficiaries of either corporates or government machinery - it should be vested with public bodies of citizens who have nothing to do with these institutions.

Unique ID card is foolish idea. How we are going to prevent the poor person from mortgaging it? At tehsil level of every district, thousands of these Unique IDs will be mortgaged in the hands of goons and govt. employees.Unique identity is not enough.Identity must be Permanent, Inseparable and Unchanging also. Today’s biometric can’t give such identity to 1 billion Indians. Does the chairman of UIDAI Nilekani know this?

To bring someone as unique and capable ad Nandan Nilkeni is long over due. Nandan Nilkeni's Imagining India which I am reading now is an excellent treatise and is very unbiased. His praise of Rajagopalachari and Minoo Masani who started the Swatantra Party, and his admiration for Sardar Patel whose unfortunate early demise set India's private sector much harm is worth noting. Also his admiration for Rajiv Gandhi for the technocrats that were brought to decision making is laudatory. Nandan Nilkeni is a patriot and not a politician who likes to toe the line for personal gains. Much like the appointment of Dr Kalam as President of India by the NDA this appointment is a broadminded offer by the UPA and everyone in India should be proud of this offer and the acceptance by Nandan of this offer. Hope Nandan's foray is not restricted to only this project and his foresight and intelligence is put to good use for the betterment of all the people of India.

Great Decision. It will have extraordinary effects on the life of common people in Indian by making it more simpler. All the govts reforms will reach the right population. Nandan nilekani is the correct person to do the job and kudos to congress govt for taking this decision. Thanks to the 'indecisive but still better' verdict given by Indian in recent elections. Congress looks very determined to save its face for next elections terms...aahahahaaFYI: Nandan Nilekhani is among those who suggested UID for Indians, esp. in his book "Imagining India".

The Government has appointed Mr. Nilekani as head of an Authority. He will enjoy the benefits of a central Minister. O.K. This is O.K. There is no harm in experimenting. Instead of launching the project for whole of India he should launch this project first in the village where he was born and see the pros and cons or effectiveness and productivity of this project. There are said to be about 1000 schemes for the welfare of the downtrodden and he should first see what and how many schemes are being implemented in his ancestral village?

Why do we need so many cards and so many numbers? A PAN card, a UID, an election commision card.. a few years down the line, there will be another card. Why can't we just have 1 card/number and use it for whatever, like in other countries (SSN in US for ex.). See how botched up the election cards are. In my card, they have made 4 mistakes in the 5 lines that are printed on the card. They should really aim at integrating all these stupid cards and numbers.

NDA saw UID from a security perspective to keep illigeal immigrants out. UPA sees it from aid delivery perspective to reduce corruption. Both of these are faulty and limited approaches, doomed for failure.However, a great step has been take by appointing Mr.Nilekani at the highest possible level. This should enable him to define the scope of the project sans any interference and estimate the resources and implementation mechanisms for the gargantuan project and better China.

This creates tremendous excitement to everyone reading this. The chief selected is really a wise decision. But still, the chief of all - the chief of state and their responsibilities are not trust worthy for a country like ours.If this is going to be implemented it should also have facilities like bio-metric/retinal scanning; you cannot force the commoner in villages to carry the card every time they walk to any place.Again, the same ID should sync with all other IDs like driving license to voters ID - show their eligibility.Let us keep our hopes on Nilekani and leave the rest to the almighty.

This seems like a great decision, however unless Government has a strong will power to stop illegal immigrants coming into India, all these policies will fall flat on our face. We will also end up loosing huge amount on this project and Poor Nilekani will resign out of frustration. Let us hope government develops a strong will power and stops vote bank politics also with this decision
