New Delhi The Navy admitted that it was a ‘systemic failure’ on the part of the security and intelligence establishment that led to the terror attacks in Mumbai and that lacunae did exist in India's coastal security and intelligence sharing mechanisms.

It maintained that it did not receive any ‘actionable’ input to effectively prevent the tragedy.

Navy Chief Admiral Sureesh Mehta said that it was ‘a systemic failure’ on the part of the security and intelligence establishment that led to the terror strike and promised that the government would come up with an adequate response to the issues raised by the dastardly attacks that claimed over 180 lives and left another 300 wounded.

"There is perhaps a lacuna that exists and we will work to sort this out. There is a systemic failure which needs to be taken stock of. The response from the government is going to be adequate," Mehta said at his annual press conference ahead of the Navy Day observed on December 4.

Pointing out that the public outrage was definitely visible, the Navy chief, responding to a query, said the government was fully conscious of it and the debate that followed the Mumbai attacks.

"We have all seen it sitting in our drawing rooms. We are fully conscious of it and the debate. The point is it is a serious issue, a serious matter of security," he said.

Stating that exchange of information was an operational function, which went on at fairly regular intervals, the Navy Chief called for effective coordination among the several agencies involved in intelligence gathering and security.

"There are several agencies involved and coordination is important. What is important is the information available should be actionable. It should have some specifics to it," he said.

LET US NOT BLAME NAVY by tonu on 02 Dec 2008

I think kumar's comments against Navy are in poor taste. Naval chief cannot openly say that his obsolete equipment is courtsey delays in procurement by Babus in MOD. Let us not blame security forces who were the only one who raised to the occasion and saved us. For benefit of all SAG of NSG comprises up of only army soldiers and these were the guys who saved Mumbai.

create protected enviornment by taruna gupta on 02 Dec 2008

i think as soon as possible India should take right way to protect india otherwise serial blasts wll totally destroy the India...........................

Nay Chief's remarks by kumar on 02 Dec 2008

Navy Chief should know that the the kind of inteliigence he seeks is never available, you only get few pieces of the puzzle and its your job to put the puzzle together. Instaed of talking about keeping somalian waters safe and demanding higher salry like a trade union leader on TV, he should be protecting India. INS taba nad INS Delhi should be petrolling Indian waters rather that somalian waters sinking fishing trawlers even if it mean less TV footage for Navy Chief.

Thanks to Navy Chief for speaking out candidly by Shankar on 02 Dec 2008

What Navy chief says was correct. There was no specific warning. What is given by so called intelligence agencies is like weather forecast.Asking Navt and coastguard to guard every inch of 7500 km coast line is like sending one policemen to guard the whole of south mumbai. For years Ministry of defence Babus have throttled expansion of Navy. Now Navy chief cannot say that in public.Navy is a professional organization.Let us atleast show some patriotism and not abuse it for such candid remarks.Till NSG commandos came it was the Marine commandos who held fort and freed hostages.Salute Navy for what they did and Navy chief for speaking out

Navy Chief by kumar on 02 Dec 2008

Navy chief is talking crap. Instead of lecturing on the need to protect somalian waters

Navy's Failure. by Kumar on 02 Dec 2008

Navy can take immunity under this pretext. It has failed in protecting this country. So many officers are there with lot of privilages and luxury , to use their brain to deliver things and not to give excuses.Navy's failure is unpardonable including that of Coast Guard.

CHOP THE BLOODY TERRORISTS OFF by satkumar on 02 Dec 2008

We need a process not blame by Rohan on 02 Dec 2008

I think there is no point in blaming anybody right now. It will be the usual this agency, that agency kind of thing. What is really required is formulation of a process to deal with intelligence information. A process that is rapid and provides quantified results. Government organizations should work and perform like Mid-sized companies. There is no other way to this.

Indian Navy is guided by land based radars by john jacobs on 02 Dec 2008

The world's fourth largest navy does not have a unit to sift and analyse information? What a shame! In times of naval engagements who does the navy depend on for information about enemy ship movements? Land based intelligence services? The Admiral's revelation is second only to Mr Patel's all time quote - "Before I reached the site of the blast, the terrorists had left."

Give them the pay they want by B Kolleri on 02 Dec 2008

These are the politicians and bureaucrats who are against hike in the salaries of our soldiers and other services. In the time of crisis who saved us? Give those people who are ready to sacrifice their lives for our country the pay they deserve. I wouldn't mind cutting the pay rise given to politicians and bureaucrats recently, who can only talk and sit on their hands.

When they come again by A poor Indian on 02 Dec 2008

Instead of inviting the general public to join the armed forces, why cannot we ask our politicians to join the forces, as is done in UK etc.,. They must also know the difficulties. Anyhow in both places it is a matter of making money. Our politicians think they are the only brainy and courageous creatures who are born to rule the country. See the quality of people who resigned/made to resign from the central and state ministries. Even the balance among them are also "yes sir"/ "yes madam" only only. Even after 1 year of continuous terror attacks, these fools could not do anything. What a sad state of affairs?

We don't need such Navy by Ram PRasad on 02 Dec 2008

We don't need such Navy. Why should we join our forces? for killing our own people in north or east ?We have only done full war with Pakistan when they were facing there internal problem and we take that advantage.Other wise we could have the same result as of 1962 or 1965.

Mumbai Terror by Khan on 02 Dec 2008

Dont light candles-Make your sons join Army,Navy,Air force by Shankar on 02 Dec 2008

No Youth from well placed family joins police force or armed forces. No IIT or MBAs from IIM join police or army. The Govt short changes them in the pay commission and there is no one to cry for them. The corporates do not employ ex armed forces officers and men or if they employ them pay them ridiculously low salariesBut when a crisis erupts all patriotic jingoism and cries and candle lights are lit.If all these people really feel for it let them send their sons to army and police and care about the nation.Simple TV soundbytes are not a solution.Let the forces get top class IITians and MBAs and see what they can do to protect the nation
