It is learnt that existing GPA holders of CHB units will be given three months to get ownership transferred to their names by paying the transfer fee at 15 per cent of the Revised Consideration Money. The decision is likely to affect more than 50,000 dwelling units in the city. Those applying after June 5 shall be charged an additional transfer fee of five per cent for every quarter or part, thereof.
Also, for the next three months, those applying for transfer of ownership under the GPA Transfer Policy, will no longer be required to get the Will probated from court for mutation of the right, title and interest in the dwelling unit on the death of an allottee or transferee on the basis of the Will. This rule does not hold in cases where there is a dispute over the Will.
An affidavit by the applicant or intended transferee will also not be required along with the application form for transfer of allotment of a dwelling unit under any of the CHB policies - GPA Transfer Policy, Mutual Transfer Policy, Transfer in Favour of Blood Relations (including spouse) and mutation on the death of an allottee or transferee.
The attestation of photocopies of documents from a notary or a magistrate shall also not be required any more, as self-attested copies of documents and photographs will suffice through original documents, which will be required to be produced at the time of interview, if any.
The attestation of the Indemnity Bond, which was earlier required to be furnished by the applicant, will also not be needed. Only one surety, instead of two, will be required for the transfer of dwelling units under the GPA policy or in case of mutation on the death of the allottee.
General Secretary of the Chandigarh Housing Board Residents’ Federation BS Chadha said, “We welcome the decision. It is good they have banned the GPA and set a deadline for existing GPA holders. The procedure was too cumbersome and people were also not complying with the rules”.
