Pakistan ‘official agencies’ backed attack, says PM

New Delhi In a clear toughening of stance, India today squarely blamed ‘official agencies’ in Pakistan for supporting the terrorist operation in Mumbai. Prime Minister Manmohan Singh accused Islamabad of exporting cross-border terror into India, and using terrorism “as an instrument of state policy”.

The PM’s unusually strong remarks invited a sharp reaction from Pakistan, which said the statement would “not only ratchet up tensions but also occlude facts and destroy all prospects of serious and objective investigations into the Mumbai attacks”.

Pakistan also rejected the material handed over to it by New Delhi on Monday in support of its claims that the terrorists in Mumbai had come and were handled from Pakistan. Islamabad said the material did not comprise “credible evidence”.

Singh made repeated references to Pakistan in his inauguration speech at the Chief Ministers’ conference, and dismissed the Pakistani line that ‘non-state actors’ might have been responsible.

“The terrorist attack in Mumbai in November last year was clearly carried out by a Pakistan-based outfit, the Lashkar-e-Toiba,” the PM said. “On the basis of the investigations carried out, including (those by) the agencies of some foreign countries whose nationals were killed in the attack, there is enough evidence to show that, given the sophistication and military precision of the attack, it must have had the support of some official agencies in Pakistan.”

Home Minister P Chidambaram had made a similar statement over the weekend, saying an operation like the one in Mumbai could not have been carried out without the complicity of “state actors or state-assisted actors”.

The PM went on to describe Pakistan’s government as “fragile” and “irresponsible”, and accused it of creating “war hysteria”.

“Our problems are compounded by the fact that we have a highly unpredictable and uncertain security environment in our immediate neighbourhood. The governments in some of our neighbouring countries are very fragile in nature. The more fragile a government, the more it tends to act in an irresponsible fashion. Pakistan’s responses to our various demarches on terrorist attacks is an obvious example,” he said.

Then, distinguishing between Pakistan-backed terror and other internal security threats to India such as left-wing extremism and insurgency in the North-east, the PM said, “Terrorism, on the other hand, is largely sponsored from outside our country, mainly Pakistan, which has utilized terrorism as an instrument of state policy”.

In response, the Pakistani Foreign Ministry warned that India’s approach was “fraught with grave risks” and would “further vitiate the situation in South Asia”. The statement repeated Pakistan’s well-known line: “Pakistan has suffered more terror attacks than India. But we have not lost our equanimity”.

It stressed that Pakistan was not a state sponsor of terrorism, and advised India “to demonstrate restraint and responsibility”.

“Vilifying Pakistan or for that matter any of its state institutions is unwarranted and unacceptable. This is a sure way to close avenues of cooperation in combating this menace,” the statement said.

Singh, however, went on to make another reference to cross-border terrorism in the evening, though this time he did not name Pakistan.

“On our part, we will spare no effort to deal with terrorist and insurgent groups operating from neighbouring countries. We are determined to put an end to terrorism sponsored from across the border with all the means at our command,” he said in his concluding speech at the Chief Ministers’ conference. He urged Chief Ministers to make every effort to ensure zero-tolerance towards terrorism.

Pakistan also said that the evidence handed over by India in support of claims that Pakistani elements were involved in the attacks were “not credible”. Appearing before the Foreign Relations Committee of the National Assembly, the lower house of Pakistan’s Parliament, Foreign Secretary Salman Bashir reportedly said, “The details provided by India are mere information and cannot be treated as evidence or help in the investigations. We need concrete evidence of the involvement of Pakistanis without which we cannot move ahead in our investigations.”

Dear P.M., this may be news to you; but everybody in this world, except perhaps the Indian secularists know this very well. The question is, what you are going to do about this? Why don't you act instead of begging the USA and other countries to solve our problem? They will only try to dissuade you because they need Pakistan. Accept that India is alone in this fight against terrorism on our soil and we have to fight it ourselves.

You cannot expect help from Pakistan, as they have miserably lost three wars, Kashmir and Bangladesh. Their army, public and Government wants to hurt Indians, and they take mental satsfaction when they hurt India including in cricket or hockey fields. Our politicians provide this entertainment to Pakis free of cost by talking flip flop while Paki politicians are talking tough, this is the immense pleasure Pakis are getting now. Is the war solution? No, we have to cut iron by iron, our army should form terrorist cells that attacks Pakis from all sides and we keep on saying the role of non-state actors . India should stop humiliating itself by requesting Pakistan to respond to terror attacks. Don't we learn from the history taught by Pakistan? Let’s see what we could do. I understand that protecting the border is not easy. Pakistan India border itself is around 3,323 (no one knows the real length) lets say we have check point for every 200 Meters / Point of sight with 2 armed commandos then we need 99690 soldiers (three 8 hour shift). Of course these soldiers cannot stop an army by they can at least raise a flag when they spot a threat and request more troops or backup. If India can make military service mandatory for students /youth of India then we can easily cover 24 hours a day not only India Pak border but also other dangerous areas like Bangladesh and china. India also makes them involved in protecting the country.India also need to setup bigger better safer bases for every 50 KM so that they can backup when service required. We could do it the old school way.Some one should say

Dear fellow Indians.Be realistic now and stop emotional statements here.The only real victory we can mention against Pakistan was 1971 war.This was due to certain facts we must never ignore while we become insane due to anger against Pakistan.Bangladesh was surrounded by Indian territory from three sides.A big advantage to our Army.Second,Bangladeshi army was already fighting with Pakistani Army making it much weaker before Indian invasion started.Third,many Bengali people in Pakistani army were working as spy for Indian army.Fourth,Pakistan,s main land was around 2000 km away from Bangladesh as compared to India.Fifth, Pakistan was not nuclear state at that time.Sixth,there was no democracy in Pakistan at that time.so people were not behind Pakistan army.Seventh,China was not as stronger as now.Eighth,we can not compare Pakistan with Palestine.Ninth,attacking Pakistan is not a surety that there will be no terrorists activities in India.Rather,a greater risk of escalation of these .

India has no clue what it will do if Pakistan denies the “evidence” India give, if USA and so-called “international community” fail to pursue Pakistan to covertly support Islamic terrorism against India. How can India expect US to do what US has failed to do to protect its own interest (to prevent majority elements in Pak politics, Pak army and ISI to fight the so-called enemy during day and sleep with the same guys during night) in Afghanistan! USA is busy mediating India and Pak to de-escalate tension mainly to get its own work done in Afghan front. India must have the capability and courage to accept its own responsibility and solve its own problem. Past experiences tell us that India is neither capable nor willing to accept its own responsibility to protect its dignity, sovereignty and security of common citizens.

This is high time to stop all kind of ties with Pakistan. War may not be the right thing. But, having a permanent concrete wall on the Pakistan Border is the least we can do. Why is the train still crossing border? Why are the Kashmiri Seperatists still at large? It is high time to tighten up the inside security and get rid of all inside enemies. Close down all windows towards Pakistan. Please understand that no country is going to come forward to help us out of the situation. Why should one do that? Are we fighting for Israelis in Palestine? Are we fighting for Palestine against Israel? Are we a strong ally of US? We, India, have the history of never taking a stand on any international issue since its birth.
