"There is some delay but we have not reached the end of the road," Singh told a joint news conference with visiting German Chancellor Angela Merkel in New Delhi.
Left parties have threatened to withdraw support for Singh's ruling coalition if the nuclear deal went ahead, which could lead to the fall of the Congress-led government.
Earlier, US Treasury Secretary Henry Paulson had said in New Delhi that Indian approval of the nuclear energy deal with the United States would be seen positively by global business,
"I believe it would be perceived positively by the global business community if it goes through," Paulson told journalists accompanying him on his four-day visit to India.
He would not be drawn on whether business would view it negatively if the deal did not go ahead.
Earlier in the day, Paulson said Washington valued the fact that India was a vibrant democracy and said democratic processes needed to work for the country to come to a conclusion on the nuclear deal.
"Let's let the process in India work on the civilian nuclear deal," Paulson told a business conference.
Last week, Paulson said growing ties between the United States and India were broader and deeper than any single transaction.
India has set itself a target of producing 20,000 megawatts (MW) of nuclear power by 2020, but the country's atomic energy department chief said on Tuesday it would fall short of the goal by 6,000 MW if the deal failed.
Supporters of the deal hope that it would give India much-needed uranium to power its reactors and eventually lower dependency on coal, which accounts for nearly 41 percent of its energy needs and has become a focus of global worries over climate change.
Critics of the deal say nuclear energy will remain a small part of India's power supply for the next 25 years even if the pact materialises, and coal will remain vital.
Nuclear power is expected to go up from the current 2-3 per cent of India's energy supply to 6-7 per cent by 2031 in the most optimistic scenario with the US deal, they say.

D.N.Barola feels that the statement of Prime Minister Man Mohan Singh is quite re-assuring. After all India needs energy and the energy needs can be met only after signing the Nuclear deal with US. The fact is that if India wants to increase our nuclear power capacity to even th targeted figure India will need to import fuel for decades till the fast breeder reactors are able to take over. Further the deal was processed after protracted negotiations pread over 2-3 yeras and those who are opposing the deal were a party to the negotiations directly or indirectly. Further International agrements are not terminated in such a way as otherwise it gives a very bad messge to the International community. I think The Government should deliberate and discuss the deal with the opposition parties as well and conclude the agreement.
The father of Indian nuclear program said once "No power,however expensive, is more expensive than no-power" and thatwas a justification for nuclear power for the benefit of thecountry. And our politicians (the congress, the commies and the BJP) have twisted this to mean the power of politics.Look at the facts. We will have full access to nuclear technology and fuel from NSG members. We can process our spent fuel. We don't need to sign NPT or CTBT. Our civilian nuclearfacilities don't have to be inspected by IAEA. What moredo we want?Also, our power needs are ever growing and we have acute shortage of power even today. Time will surely answer what we have missed by not accepting this deal. And the truth will be so severe that we as acivilization might be left behind and perish. Nuclear deal is necessary for power hungry India. Because of our tests this country is now kept away for years from technology transfer and purchase of related materials. One should see the initiative taken by the Prime Minister in this back ground. To oppose such a laudable initiative simply on the basis of ideological hangovers of a foregone era or simply for opposition's sake is halting the country back in its way to progress. However, I am of opinion that the deal has to be discussed and approved by the parliament. We are a democracy and this quality of acceptance by the majority of the people through their representatives cannot be done away with.

N-deal is necessity of India. It is for getting energy for domestic needs and other benefits also at the same time to keep India away from war under secured umbrella for a log time for which India have no alternative at present due to the lack of resources and maturity as the country is being ruled mostly by selfish scrupulous and politically divided lot, presenting real picture of this country. N-deal is more beneficial for India without having any substitute, choice or option. But it is clear; India would not be allowed to hit the World in near future with the energy through the deal? India's failure to implement the deal means, the irresponsibility of leftists and BJP for the reasons of their selfishness and the style of politics.
