Nuke deal not bound by internal laws of any country: Pranab

Varanasi, September 26: External Affairs Minister Pranab Mukherjee on Friday said the Indo-US nuclear deal will be guided only by the 123 Agreement and not by the “internal laws” of any country, in line with the guiding international principles.

“The deal will be guided by the law of treaty and not by the internal laws of any country. And for that matter, there are guiding principles of the Vienna Convention under which international treaties are being governed,” he said.

Mukherji was speaking to reporters on the sidelines of a seminar on ‘India and Nepal: Partners for Democracy and Development,’ organised by the Public Diplomacy Division of the Ministry of External Affairs.

About the “internal laws” of the US that “seek” termination of the treaty in the event of India violating the domestic laws of that country, Mukherjee said, “I do not interfere and make any comment on the internal decision-making process of any country whether it is the US or any other nation as I do not expect any country to interfere in our own internal decision-making process.” The senior Congress leader said as a sovereign country, “we have entered into an agreement with the US, another sovereign nation.

“As and when the bilateral treaty would be ratified by the US Congress...to my understanding it will be subjected to interpretations like all international treaties under the norms of international law,” Mukherjee added.
