"In order to be a good host to the Olympic Games, China must improve its record in the field of human rights and religious freedom," the Tibetan leader told a TV channel.
"It's very logical, very reasonable."
Violent protests across Tibet this month have clouded China's preparation of the Olympic games and put the spotlight back on Beijing's rights record in the Himalayan region.
Leaders in France, Taiwan and elsewhere have murmured about a boycott of China's first Games because of Tibet, following similar concern from foreign-based human rights groups.
The Tibetan government-in-exile based in Dharamsala estimated 140 deaths in the violence. China says 19 people were killed, at the hands of Tibetan mobs.
Beijing has pinned the blame for two weeks of violence on the Dalai Lama and said he was trying to sabotage the games. But the Dalai Lama has denied the charge and threatened to resign as the leader of the Tibetan government-in-exile if violence went out of control.
"Right from the beginning there are some NGOs, some individuals who have expressed their concern," he said, calling on the world to do more for Tibet's cause.
"So the world community, including we Tibetans, think the Chinese need to be reminded about their record on human rights, religious freedom and the Tibetan case."
The first leg of the Olympic Torch relay, which started this week from Greece, has already been marred by pro-Tibet protests. India has seen huge protests, and New Delhi has moved to allay China's fears over security for the Torch relay after a crowd tried to storm the Chinese embassy in New Delhi at the weekend.
"We will provide all possible arrangement to ensure that the Olympic Torch travels through India peacefully," M K Narayanan, the National Security Advisor, said on Wednesday.


When the world will be at the peak of it's addiction of olympics, there will be atheletes and elites performing the best of mankind's abilities. Will they care at their hearts, about the poor and sytematically tortured and suppressed for generations Tibetans, who will be at stone throw distance, watching like anyone else, but with hearts that have 'different' feelings about everything around. It would need to be seen how many of such athletes and elites will infact be caring enough to remember the uncared here and everywhere; and prove that unlike everyone they are true bravehearts.
The brutal suppression of Tebitan protestors is on par with the Chinese Communist Party. The world has not questioned their dictatorship because it delivered prosperity to their people. The brutality that has been on full display to the world shows that the world has been living in a fools paradise and has been self indulgent at the price of the Tibetan people. Tibetan autonomy would be workable only in a democracy. The world needs to wake up to this fact. I expect the world government to take a blind bit of notice until China is hurt in the only other way. That is by boycott of China and its exports.
Good to see some comments to boycott goods and raise voice against china as 140 innocent people were killed. How come we played a silent spectator while US is killing thousands of innocent people in Afgan / Iran / Somali ... when do we stop being partial to US or partial to human kind.
Boycott all China Made goods and products. These blood suckers need to get a lession. The world must awake and see the Chinese terror unleashed against peace-loving Tibetans, in their own country. Long live Tibet Freedom Movement. Victory is yours, Tibet and Tibetan. May Lord Buddha give you all strengths and patience.
A good form of protestagainst the chinese suupression of Tibetans would be to line the olympic flame route withe tibetan flags , hold prayer meetings in temples,mosques and churches to express support for Tibetan cause .
