Lucknow More than a week after PWD executive engineer Manoj Kumar Gupta’s murder, the police have said that prime accused BSP MLA Shekhar Tiwari’s wife Vibha Tiwari was present in Gail Vihar colony — where Gupta lived — on the night of December 23.

Vibha Tiwari is president of the Dibiyapur Nagar Panchayat. Rajbir Singh, Kanpur Mandal in-charge of the BSP, confirmed that she is a member of the party.

On Tuesday, the police sent her a notice, asking her to join the investigation and present herself for questioning. Since she was not at her residence, the notice was pasted on the door.

Inspector General of Kanpur zone Bhanu Pratap Singh, who confirmed that a notice had been sent, said, “We are now waiting to question her”.

Attempts to contact Vibha Tiwari failed and her cellphone was switched off. Sources said that she had rarely been seen in the town after her husband’s arrest on the evening of December 24.

Her security guard returned to police lines after he failed to find her on three consecutive days, said Additional SP Sooreshwar. The district administration had changed her guard after Gupta’s murder.

The government dismissed Hoshiyar Singh, who was removed as station officer of Dibiyapur after the murder. Two security guards of the MLA Pal Singh and Gajraj Singh were also dismissed. All three will be booked under the Gangster Act, the police said. Hoshiyar Singh is on the run while the security guards are behind bars on the charge of conspiracy.

IPS officer Akram-ul Haq, who was SSP of Auraiya at that time, was placed under suspension for his failure to exercise proper supervision and control in the case, said DGP Vikram Singh. Former BSP district president Yogendra Kumar Dohrey, alias Bhatia, still remains elusive.

Besides the MLA, three of his henchmen — Manoj Awasthi, Vinay Tiwari and Pooti — were arrested on December 24. Gupta was killed allegedly because he failed to meet the MLA's demand for money for Chief Minister Mayawati's birthday which falls on January 15.

The government has denied this and said that Gupta was killed because he refused to pass bills raised by "certain contractors”.

Disgrace by Arun on 02 Jan 2009

Uttar Pradesh deserves nothing better. The people there vote only on the basis of caste and vote hooligans to power. They have a slave mentality. Amethi is a perfect example. The region has long been a disgrace to the country.India should introduce a system of ensuring that a state receives funds according to what it generates and nothing more. If it fails to cross a threshold limit then it should be penalised and additional taxes should be levied and the state put under presidents / army rule till the time it shows progress.

How such Govt emplotee become so rich? by Jatin on 01 Jan 2009

Besides investigating MLS’s role in the murder, it also need to be investigated how a Govt employee become so rich that the MLA and BSP demanded such a huge money from him. Generally such demands are given to people who have the ability to meet it. This is an open secret that govt departments like PWD are a den of inefficiency and rampant corruption and majority of the higher officials are rich enough, through corruption, to challenge even a middle ranking industrialist.
