Having scrutinised video recordings of the assembly proceedings on March 11, the day trust vote took place, the Governor was now examining various options and a decision on the matter was likely to be taken soon, sources said.
Apart from thoroughly examining the visuals, Bhandare also consulted constitutional experts and held discussions with the Advocate General on the subject. "If necessary, he may hold further consultations too," they said.
However, experts and political observers are of the view that options before the Raj Bhavan are limited and that the Naveen Patnaik government need not face any trial of strength again as is being speculated in certain quarters.
The Governor had also summoned Speaker Kishore Mohanty on March 11 who apprised him of the proceedings of the House. The Opposition camp appeared to be worried in the absence of a clear message from the Governor.
"We hope a decision will be taken at the earliest in order to make things clear," chairman of the state Congress campaign committee Srikant Jena said.
Jena said a decision must be taken soon in order to prevent any constitutional crisis. Similar concerns were voiced by state BJP leaders too.
The matter was placed before the Governor as opposition leaders rejected the Naveen Patnaik government's victory as 'manipulated' and met Bhandare to seek his intervention.
Both Congress and BJP demanded dismissal of the BJD government and imposition of President's rule in the state alleging 'murder of democracy' during the trust vote.
They contended that the motion was passed by voice vote all of a sudden instead of adopting the division method when members were busy raising other issues.
The Speaker's office, on the other hand, maintained that 81 members supported the trust motion moved by the chief minister while the opposition had staged a walkout.
Besides 61 BJD MLAs, others who backed the motion were members of JMM (4), NCP (2), CPI (1), CPI-M (1), Independents (7) as also five BJP legislators, including three who quit the saffron party recently.
