PM hopes for new beginning as 15th Lok Sabha convenes

New Delhi As new members assembled to take oath on the opening day of the 15th Lok Sabha, Prime Minister Manmohan Singh on Monday hoped a "new beginning" will be made and Parliament will be allowed to run smoothly.

"I sincerely hope we will make a new beginning and that Parliament will be allowed to run smoothly-the dialogue, discussion - and reason will prevail in our proceedings and we will give all due respect to the opposition in discharging their responsibility," Singh told reporters before entering Parliament.

Senior most Lok Sabha member Manikrao Gavit of Congress appointed as Pro-tem Speaker by President Pratibha Patil, presided over the proceedings involving Members taking oath.

A nine-term Member of Parliament, 75-year-old Gavit will perform the duties of the Speaker till the election of a new Speaker on June 3.

Gavit was administered oath by the President at a brief function at Rashtrapati Bhavan which was attended among others by Vice President Hamid Ansari, Prime Minister Manmohan Singh and Parliamentary Affairs Minister P K Bansal.

Leader of the House Pranab Mukherjee was the first to take oath. He was followed by Leader of Opposition L K Advani.

Members take oath

Pranab Mukherjee and L K Advani on Monday led the newly-elected members of the 15th Lok Sabha in taking oath of affirmation with Manikrao Gavit presiding over the session as Protem Speaker.

Mukherjee, the Leader of the House and Advani, the Leader of Opposition were the first to take oath and sign the 'Roll of Members' after Lok Sabha Secretary General P D T Achary called their names.

Mukherjee and Advani were followed by Congress President Sonia Gandhi who took oath in Hindi and BJP leader Sumitra Mahajan who took oath in Sanskrit.

Watching the proceedings from the Speaker's enclosure were Priyanka Gandhi and her husband Robert Vadra, BJP leader Prakash Javadekar, Congress leaders Keshav Rao, Rajiv Shukla and Samajwadi Party's Ram Gopal Yadav. Former MP Ramdas Athawale was also present in the special gallery.

After the Secretary General tabled the list of members elected to the House, Gavit said President Pratibha Patil had nominated senior MPs Basudeb Acharia (CPM), Arjun Charan Sethi (BJD), Biren Singh Engti (Congress) and Sumitra Mahajan (BJP) to preside over the administration of oath to the members.

Gavit also informed the House that SP member Akhilesh Yadav had resigned from his Firozabad seat on May 21. His resignation had been accepted on May 26.

After the Leader of the House and the Leader of the Opposition, Congress President Sonia Gandhi and senior members who are on the Panel of Chairmen took oath.

They were followed by the ministers who are Lok Sabha members. It took exactly one hour for the ministers to take oath.

The Protem Speaker then called members from various states and Union Territories in alphabetical order to take oath.

Takom Sanjoy, Congress member from Arunachal Pradesh, stood out for his attire which included a dark blue jacket and a yellow headgear of different feathers.

As he came to take oath, some members, including Lalu Prasad, were seen inquiring about his headgear.

India has had many new beginnings with pious hopes expressed. The hopes have never been fulfilled. Matters of importance have never been given priority. Necessary legislation to keep bad characters out of Parliament has never been taken up. Uncivilised behaviour got worse and there is little hope that it won't recur. The list of such things is long and can't be put down here. All we have to do is patiently wait and see whether the present Lok Sabha is going to conduct itself in a manner expected.

15th Lok Sabha began its first session on 1.6.2009.Manikrao Gavit,75.nine-times MP presided over as pro-term Speaker till election of regular Speaker.Meira Kumar is desperately trying for the post of Speaker. Politician becoming MP,MLA,Sarpanches,showing properties worth crores,should surrender their SC/ST/OBC certificates.Are Meira Kumar, Selja Kumari,Kantilal Bhuria,Malikarjun Kharge(Cong Ministers)are prepared to do so?Do they still belong to the category of 'deprived' and Below-Poverty-Line(B.P.L.),that they need crutches of 'reservation' on the basis of the caste,religion? This is gross violation of Art.15(state shall not discriminate on grounds of religion,caste)of Constitution.Why are they making fool of Indians voters.Indians have become laughing stock of USA UK.Politicians make mockery of Constitution AND STILL THEY TOOK OATH OF ALLEGIANCE TO CONSTITUTION on 26.5.09.AN UNPARALLELED CONSTITUTIONAL FARCE IN HISTORY SINCE REPUBLIC BORN ON 26.1.1950.Will they do in our life-time.
