PM rubbishes Pak charge of India exporting terror

Posted: Oct 11, 2009 at 1453 hrs IST

Mumbai Prime Minister Manmohan Singh on Sunday rejected as "false accusations" Pakistan's charges that India was fomenting trouble in Balochistan and said the country is not in the business of exporting terror.

"This is entirely wrong. We are not in the business of spreading terror in Pakistan or in any other country. We are not in that business. And the Government of Pakistan and the people will jolly well know that their accusations are false accusations," Singh told a press conference here.

He was replying to a specific question on Pakistan Interior Minister Rehman Malik's allegations that India was arming militants in Balochistan. Singh also refused to bracket Naxals with terrorists and ruled out use of armed forces against them. He said the government is willing to hold talks with the Maoists if they abjured violence.

"They (Naxals) are banned organisations and are covered under Unlawful Activities (Prevention) Act," he said replying to a question if the government proposed to declare the ultra-left groups as terror outfits.

"We are not in favour of using the armed forces against the Naxalites. We have adequate number of other forces like para-military forces and police (for counter-Naxal operations)," he said, while underscoring the need for looking at the causes of alienation of the people, particularly the tribals.

Terming Naxalism as the greatest internal security threat, the Prime Minister said dialogue with them was possible only if they shunned violence.

"Why the Naxalites alone, the government is prepared to have a dialogue with even the terrorists in Jammu and Kashmir if they abjure violence," he said.

"Growth of Naxalism, particularly in central India, also obliges us to look at what it is that causes the sense of alienation," Singh said.

To a volley of questions on the Mumbai terror attacks, the Prime Minister said there has been some progress in the case from Pakistan's side and that he has still not lost hope.

"There has been effect (due to) the pressure exerted by us and the international community. For the first time, Pakistan agreed that the conspiracy leading to the tragedy in Mumbai was hatched in Pakistan and that the citizens of Pakistan were involved," he said.

The Prime Minister said never before had Pakistan agreed to such a "proposition". "They have always maintained that they have nothing to do, their people are not involved. So there is some progress," he said. Pakistan should investigate all those who were involved, including Lashkar-e-Toiba, its founder Hafiz Saeed, as also another terror group Jaish-e-Mohammad, he said.

"There should be a fair trial which will result in proper punishment. We have not lost hope," he said.

On the situation in the neighbourhood, the Prime Minister said, "We have to make adequate preparations to deal with the consequences of this overflow of terrorism from the neighbourhood to our country."

"We are taking all necessary steps in that direction but it is still my belief that particularly Pakistan and the people and Government of Pakistan should realise the great harm and (their) patronisation of terror groups have done to the South Asian region," the Prime Minister said. Singh said if the countries work together, only "positive good" can come out of it.

"We need a neighbourhood of peace, friendliness and I will be the last one to say that, I think, if these conditions prevail (like) today in our neighbourhood in Pakistan and in Afghanistan the situation is not what it should be," he said. He was replying to a query about the recent blast outside the Indian Embassy in Kabul and the terror attack at the Pakistan army headquarters in Rawalpindi.

The Prime Minister said the rising role of terrorist groups is a matter of concern.

Singh refused to be drawn into any controversy over CBI's decision seeking closure of the case against Italian businessman Ottavio Quattrocchi in the Bofors gun deal.

"It is not proper for me to comment on CBI petition for closure of the case as it is sub-judice, but we acted on legal advice from Attorney General, Solicitor General (which was) endorsed by the Law Minister," he said.

Maintaining that the worst of price rise was over, the Prime Minister ruled out announcement of any fresh farm loan waiver and hoped that the Rabi crop would be normal. He also described as "improper" the Maharashtra-for-Marathi campaign by MNS leader Raj Thackeray, saying, "I feel sorry. I am confident the people of Maharashtra will give him a befitting reply."

Terror is Pak's sole export by Devasahayam on 12 Oct 2009

PAKISTAN ALLEGATION TERRORISM by B S GANESH on 12 Oct 2009

I fully agree with the views of Manmohan Singh that we are not in the business of exporting or encouraging terrorism. Actually we are the victims of terrorism and crimes due to our too many rival political parties and rival politicians and por infrastructure of judiciary. This amounts to encouraging internal and external crimes and terrorism on our soil only. It is high time politicians think of service, sacrifice and patrioitism by unity and not dividing the country on caste creed and religion. This is my humble suggestion.B S GANESH BANGALORE

We do encourage terrorism by Shekhar on 12 Oct 2009

What is the use of this rubbish from our PM? Are we not encouraging terrorism by making it apparent that our call is somewhat like " A Bail Muze Maar" ? So, in that sense Pak is correct.

Paki terrorism by Hero Vaz on 12 Oct 2009

hiding under carpet... by Maniraj Patri on 12 Oct 2009

Pakistan is trying to divert the attention of the world body the terrorist attacks aided and abeted by the pakistani government and ISI.

Good strategy Doctor by Chutiyanandan on 12 Oct 2009

First things first , India is helping foment balochistan unrest, that is what RAW (our intelligence agency) is there for and if we are not then God help us. It is easy to break Pakistan in 10 -15 parts rather than confront it. Pakistan is a nation built on this confrontationist attitude. What the Priminister is doing is publicly refuting the charges just like any intelligent statesman is supposed to do. He may not know the extent of indian meddling in Baloch because intelligence agencies do not debrief a civilian priminister a lot, but he would know the truth. As far as a war with pakistan is concerned, I personally dont want it and neither do you. Its very easy to go to war sitting on a couch and commenting on an IE article, rather than to actually do it. Trust me, you dont want your daugter to get raped in front of you by a pakistani soldier.Pakistan is going to break up by itself. All india needs to do is sit back, relax and enjoy the show.

I agree with you 100% by Sameer on 12 Oct 2009

Its true that India can chose to wait another 60 years for Pakistan getting broken down in to 10 or 15 parts while continueing to sponsor terrorism but I guess given the ISI record why would they not return the favour? I guess if US ever leaves Afghanistan which is very much a possibility given the fact that no external force has ever been able to keep hold of them what will happen to Indian then. I think for long term growth and stability of India it should wash its hands off the Kashmirus issue and focus more on fast growth of its economy. If India wastes its money in to distruction of Pakistan then besides the Ego satisfaction would Indai even get a penny? Or would it get a bigger trival region right next to it and with forces of Indian army strained 365x24x7 for the rest of their lives? Think about it

u dont have the right to say anything now by udit on 11 Oct 2009

it was sharman sheik where this mistake was done by our so called 'leaders'. it was a bad show of diplomacy...now it is quite natural that such time of consequences will occour...but i'm surprised that why media is not making it a big issue...this shows that they r biased towards one party..had this been done by BJP they would have simply made a hyped of it...plz media in the interest of nation plz bring the right picture before the people...

Masre strokers SG/MMS by surendra on 12 Oct 2009

Media is not only quite but they are actually laughing at your stupidity. A great number of readers know the strategy of master stroke lady Sonia Ji ( who made kirkiri of BJP in 2004 at PM selection time)and of quite looking MMS ji who is doing tit for tat to Pakistan's chootiya chalakis. I dont know if this letter will be printed.

Pakistan by A Hameed Yousuf on 11 Oct 2009

The allegation by Pakistan that India sponsors terrorism in Baluchistan is quite false. Pakistan is not in a situation to control the extremists and by accusing Indian it tries to hide its weakness. Even some Pakistani elements are of the opinion that CIA and MOSAD are behind all the terrorist activities in Pakistan but Pakistani government does not have the gut to accept it and thereby asking America and Israel to check their interruption in the country. Pakistan should always think before leveling allegation against India as to why India will do this while our Prime Minister have been talking of peace with Pakistan. It is by the time that Pakistan should stop thinking India as an enemy. By adopting a supportive approach towards Pakistan/India both the countries may soon grow into the largest economy which, perhaps, the western countries never will like. Therefore they always have exerted their efforts to engage India and Pakistan either in cold or real war.

PM Please Act - by Maran on 11 Oct 2009

Prime MinisterPlease let us act. The non violance adopted by Congress to get Independance was against a systematic English Government or say East India Company. Pakistan is unde the control of Terrorists. It is an outfit deliberately created by the English while cosnidering the Independance to India. Even now the outfit is being consitently helped by the western nations like USA, UK and other euroean unions. Being the border nation we are the worst affected. If we have to really solve the problem with Pakistan there can never be a third party. There is a proverb in Tamil (Uru rendu pattal Kotthadikku Kondatam - If a village or say Couintry is separated with two ideology the passer by will use the situation for his personal benefit rather to solve it) Even Nehru did the same mistake referring the problem UN. You please understand the ground relaity and take stern action against Pakistan. A military action against pakistan is the only solutuion. Time is running out.

Pakistan's Just Desserts by Faiz Hakim on 11 Oct 2009

Equating the blame put on Pakistan by India with that being claimed by Pakistan against India: My reaction to this is -- what utter nonsense! India was perhaps involved in such activities in the 1990s for a short while, in reaction to Khalistan and Kashmir but not since I.K. Gujral has this been resorted to. Take the 26/11 incident. We have a live terrorist who is singing like a canary, other dead terrorist who are confirmed Pakstanis, we have GPS coordinates tracing their path from Pakistan to India, we have phone connections linking terrorists/ISI/military in Pakistan, arms and ammunitions with Pakistan linkages, we have local terrorists with Pakistani connection singing loudly, etc. To equate this mountain of evidence with the fabricated story being put forth by Pakistanis on the basis of the number of consulate India has in Afghanistan beggars belief! Only we Muslims have the chutzpah to put forth such arguments and then except the world to agree with us. Wake up Shafiuddins!

Re: Pakistan's Just Desserts by Kamal on 11 Oct 2009

Pakistan has got the best terrorist training camps in world, it is like they have already started self destruction device to destroy their own motherland. They do not need any outside help for destroying their country (Pakistan). It is true that world has more than enough evidence (as you stated) to link Pakistan establishments to these Jihadi camps. Bottom line is no amount of Evidence will convince some one if one is on continuous denial. The only thing worries me that the action of these Jihadi /terrorist organization supported by Pakistan would jeopardize the Future of Muslims who live peacefully in this continent without caring what Islam says or what not.

Pakistan Political Leadership - Plz show some maturity by VK Chugh on 11 Oct 2009

I pray God Almighty to give Pak Political Leadership(including ISI AND TAIBAN) some maturity, only that much, that they can understand how vested 'powers' are exploiting their immaturiry and hatre. First it was Enlish and now . . they know who are 'THEY'. Why? So that they can export their "destructive Toys" made of Steel but at the cost of GOLD. They know, because they are very cunning, that 'heads' which have no wisdom are filled with Hatred. Time has come, sit down and assess your past and learn from the history. Otherwise you must have heard 'those who don't learn from history are bound to repeat it.I shudder to imagine if the same 'destructive power' which the west possesses now had been with "ISLAM" what would have been the face of EARTH. But fortunately it is otherwise. If you can't equal India overnight but you can start earnestly educating you MASSES and no sooner you will equal to Indian wisdom of PEACE because in your very veins also runs the same blood. AMEN!

Islam is a religion of hatred and tribal mind set which affects people's lives in the most developed to poor countries (US to Sudan). We should better focus on the religion of deaths.

Is that really foucs or disperse? by Sameer on 12 Oct 2009

So you want India to focus its energies on Islam as a whole. That is every 4th person on earth? That is not exactly focusing? Its disperseing energies? And how much would India get paid in return and by whome?

Pakistan should give back NWFP and blaochs their land by Jaspreet on 11 Oct 2009

On November 12, 1893 the Afghanistan ruler Abdur Rahman Shah signed an agreement with Sir Mortimer Durand who represented the British government. By the agreement the Durand Line was drawn to demarcate the boundaries between Afghanistan and British India. The treaty was to stay in force for a hundred years. It lapsed in 1993. The Durand Line, arbitrarily drawn by an imperialist power, cut through the heart of Pushtun territory. Pushtun tribes inhabit eastern and southern Afghanistan as well as the North West Frontier Province (NWFP), now part of Pakistan. The bulk of Pushtuns are in the NWFP tribal belt along the Durand Line. This belt is technically part of Pakistan. But for more than a hundred years no government British, Pakistani or Afghan ever had its writ run in this area. The fierce and proud Pushtuns ruled themselves. They kept at bay all outsiders from their rugged mountainous homeland

Correction, Iqbal by Shekhar on 14 Oct 2009

FYI: The Marathas removed the Moghuls from the history of India. Aurangzeb perhaps 20-25 times stronger than the Marathas, was rendered totally helpless and with him brought down the demise of the Moguls. It is sad that the Maharashtrians are facing a combined national wrath because they do not accept any more the injustice being out doled out to them. Their role in Indian history is always down toned. And the end result? Other inferior's entry on the scene. A pity really.

Pakistan is getting irrerated and restless by freddie (Indian) on 11 Oct 2009

I don't think so India will be involved in terrrorism. I feel those who are creating terrorism in Pakistan are non-state actors. Pakistan need to find proof not by just kidnapping innocent Indian and targetting them as terrorist. If you look the other way round India as given enough evidence to pakistan, the world and this what is making pakistan get restless for unable to protect their own face in front of world media. One day will come where USA will get fedup with Pakistan and then he will surely declared pakistan as terrorist. If you look in the other sense nobody in the world dare to travel to pakistan.
