Chandigarh, March 20 Chandigarh Police arrested a student of Panjab University today for creating a ruckus and for an earlier offence — pelting stones at the residence of Vice-Chancellor Prof R C Sobti during the PU elections last year.

Anurag Chauhan is a first-year student of BA (English) and chairman of the PU unit of the Indian National Student Organisation (INSO). Another accused, Vikas Rathi, is still absconding, said police.

The police has also booked Chauhan for causing hurt to a public servant on the complaint of the Sub-Divisional Officer, Horticulture, Anil Thakur.

Chauhan allegedly stopped the SDO, who was on his scooter, and manhandled him in the university campus today.

“Acting suo motu on the earlier complaint as well as the misbehavior reported today, we arrested Chauhan,” said Assistant Superintendent of Police (ASP) Madhur Verma of Sector 11 police station.

A case under sections 341 (criminal restraint), 353 (causing hurt to a public servant), 506 (threatening) and 186 (causing obstruction in the duty of a public servant) has been registered against Chauhan.

Earlier, a case of criminal trespass had been registered against the student.

The police also booked Vikas Rathi, president of the Chandigarh Unit of INSO, for tresspassing, threatening, rash and negligent driving and criminal restraint, besides other sections of the IPC.

Rathi had reportedly misbehaved with the PU V-C after barging into the restricted area in front of the V-C’s office yesterday, said police.
