London Calling Pakistan the "epicentre of terrorism", Prime Minister Manmohan Singh has said the world community "has to come to grips with this harsh reality" and slammed Islamabad for failing to take "effective action" to curb the menace.

Ahead of his maiden meeting with US President Barack Obama on Wednesday, Singh said the world has a responsibility that Pakistan lives up to the promise that it will not allow its territory to be used to promote acts of terrorism directed against India.

He said not taking any action against the perpetrators of the Mumbai attacks is a "living proof" that Pakistan is not taking effective action to control terrorism.

"That is living proof that despite many promises made by Pakistan since 2004 to my predecessor and to me that Pakistan will not be allowed to be used to undertake acts of terror against India, in practice no effective action has been taken to control terror," Singh told 'Financial Times' in an interview, ahead of his visit here to attend the G-20 summit.

"We all know the epicentre of terrorism in the world today is Pakistan. The world community has to come to grips with this harsh reality," said the Prime Minister, who arrived in London on Tuesday.

He said the 26/11 attacks were planned and acted upon in Pakistani territory is now admitted by everybody, including the intelligence agencies of developed countries.

Asked why Lashkar-e-Taiba, the militant group blamed for the Mumbai attacks, has been able to bounce back so quickly, Singh said: "It is because the promises that the government of Pakistan have made to control terrorism and all its instrumentalities, they are either not able to control them or they are not willing to control them."

The Prime Minister said India and US would like both Afghanistan and Pakistan to be free from the hold of terrorist elements.

Asked how did he assess the chances of success for Obama's just-released AfPak strategy, he said: "I have not studied the Obama plan. We are victims of terrorism and we hope that whatever the world community plans to do they will pay adequate attention that terrorism ceases to be a problem in Afghanistan as well as Pakistan."

Singh said it has been India's experience in the past that there are elements in the armed forces of Pakistan, some segments of the ISI involved in perpetrating acts of terror, particularly the attack on the Indian embassy in Kabul.

"We have been told that the ISI in Pakistan has a different mindset. I hope that is right," he said.

Asked why Pakistan has not been able to tackle terrorism, Singh said: "I'm not an expert on how Pakistan is being run. But the proof of pudding is in the eating. That the attacks on Mumbai were planned and acted upon in Pakistani territory is now admitted by everybody.

Pakistan Epicenter Of Terrorism by Subrata on 01 Apr 2009

Dr Singh are you waking up after a long slumber? Or the Lady Puppetier was muzzling your voice? PAKISTAN is the epicenter of World Terrorism for long time. INDIA needs a leader with backbone

Cursed Paki terrorism by Hero Vaz on 01 Apr 2009

Manmohan is only echoing what Advani said in the mid-nineties, which the US and the world stupidly ignored. The price of the stupidity was 9/11. At least now the world should recognise the fact about Paki terrorism and come down heavily on the Pakis to end their cursed terrorism once and for all.

PM Singh by Paki-Brit on 01 Apr 2009

Your PM Singh is good for Pakistan, we all love him there, mind you the west love him too because he is only puppet operated by the Italian lady and is spineless when it comes to defending your own country’s interests. He is a pussy cat really. Please vote him/Sonia back in and not BJP because they mean business and we Pakistan and the West don't want that.

Clean up they will by Mohan on 01 Apr 2009

The Islamic countries have to take responsibility for this residual mess and one hopes that the US Af-pak policy will make them the responsible ones for humanizing, discipline, civilizing and get back the rule of law for the benefit of the Af-pak people and the rest of the world under supervision of the US/west/Indian allied forces. The current situation is not under control because the ME countries funded and had the support/sympathy of the ME people due to the Islamic bonding. The guys who terrorize the world at large are very disciplined and humble lot in the strict conditions while they are in the ME. Probably they will not mind if the stick is from an Islamic country particularly Saudi. But then Saudis must not have any long term interests in the Af-Pak region and must leave no further cultural modifications there. India should provide the humanitarian aid and all support as possible for its return to civil rule. . Or else India/US should drive them to back to the ME

and Congress has terrorists as ministers? by Asif on 01 Apr 2009

And you Sir are creating a terror mini-centre in my country by promoting, aiding and abetting known terrorists and chargesheeters and employing ISI agents in your cabinetIf you are serious about tackling terror then:1. Hang Afzal Guru 2. Try AR Antulay for malafide insinuations and jail him under NSA (ala Varun GAndhi)3. Try the suspected ISI Agent Union minister Mohammed Taslimuddin who is a known terrorist, murderer and gun runner.4. Try and convict BSP candidate, Mukhtar Ansari who is facing over two dozen criminal cases including those of murder, attempt to murder.5. File a case agianst CPI for its support of Abdul Nasser Madani who spent over 10 years in jail as an accused in a terrorist bombing case.

ELECTION STUNT by shafiuddin on 01 Apr 2009

SUCH COMMENTS WILL HELP UPA BECAUSE IT WILL NOT COME UNDER NSA, THIS IS A TENDENCY OF OUR POLITICIANS THEY TRIED TO BE IN THE MEDIA AT THE COST OF THE OTHERS. PM SAYS PAKISTAN A EPIC CENTER OF TERROR, WHEREAS US PROVIDE AID OF USD 2.8 BILLIONS, SO THIS COMMENT WILL NOT HELP MANMOHAN.

There is a harsher reality Mr.PM by KVSKumar on 01 Apr 2009

And it is even more harsher that our Govt(s). at the center can or could do nothing to eliminate the terrorists.

pak epicenter of terror! PM center of inaction by oldindian on 01 Apr 2009

As expected secular media (indian express and NDTV) are not reporting his claims in the same interview that "I am not constrained by the fact that the Congress party's management is looked after by Mrs Gandhi"! Of course they dont have the guts to take that as a point for the day they barge their viewers with either. (through various debates). And it is altogether another thing, had he said that in interview to local media, he would be a laughing stock. And just another point to the secular log! how come that manmohan who is (supposedly) managing the affairs of 1 billion indians not seen as powerful 100 men and women by time whereas sonia who is merely managing intra party and inter party squabbles more powerful? why is strong PM important? bcoz country today after five years of unconstrained manmohan doesnt have clue on addressing security, federalism, relation with neighbor or terrorism and unfettered prosletyzation. jago re jago ndtv and IE.

PM on Pak by J.M.Manchanda on 01 Apr 2009

The PM has done some plain-speaking but it is unlikely to usher in any change. The US policy towards South Asia is still determined by its interests in middle-east, lately Afhgnistan, and Pakistan is exploiting its dependence on it to gain maximum mileage. Unfortunately with both China and US inclined towards Pakistan, India's diplomatic options are severely limited. Conventional warfare is out as the situation post- Parliament and Mumbai attacks showed. India will have to think of out of box ideas to wriggle out of a bad situation.

Cowards! Stop blabbering. by H Srinivas on 01 Apr 2009

How can a weak PM, who has to take direction from an Italian woman, even for opening his mouth slamm Islamabad. Our jokers like PM, home minister and foreign minister pay only a lip service which normally cowards do and claim that are successfully applying pressure on Pakistan to act. As long these cowards utter like this and do not translate words into action, Pakistan will not learn any lesson and do anything to fight terror and terrorists.

When terrorists earn diplomatic recognition by Swapan Chakravarthy on 01 Apr 2009

When the leader who spawned the terrorists Musharraff can win world respect and allowed to visit world capitals under diplomatic cover despite being a nobody, why should others not follow suit? We have encouraged terrorism because we do not have the courage to handle it. Remember the quote: one man's freedom fighter is another man's terrorist!

Hamein Dekhna Hain... by Jaswinder on 01 Apr 2009

Whilst our PM is right ins his statements, he should get out of the Rajiv Gandhi era mentality of Hamein Dekhna Hain, Ham Dekh Rahein hain aur Ham Dekhte Rahenge.. Some ground action like pay increase, better training, equipment, stringent laws are required. Manmohan Singh is unfortunately a proxy PM and has no say other than what madam tells him
