Pak objects to IAEA-India nuke agreement, urges delay

Vienna, July 24: Pakistan has warned a deal leading to increased Indian access to nuclear fuel could accelerate the atomic arms race between the rivals, according to a letter obtained on Wednesday by The Associated Press.

The letter was given to the AP a day after UPA government won a confidence vote that paved the way for a landmark deal on nuclear energy cooperation with the United States. To finalize the US deal, India must strike separate agreements with the International Atomic Energy Agency as well as the Nuclear Suppliers Group of countries that export nuclear material. Then Congress will need to approve the accord.

The agreements would end more than three decades of nuclear isolation for India, opening its civilian reactors to international inspections in exchange for the nuclear fuel and technology it has been denied because of its refusal to sign the Nuclear Nonproliferation Treaty and its testing of atomic weapons.

India imports about 75 per cent of its oil, and the Prime Minister has argued the country needs the nuclear deal to power its financial growth and lift hundreds of millions out of poverty.

The 35-nation IAEA board is expected to approve on Aug 1 a safeguards agreement setting up rules for inspecting some of India's civilian nuclear facilities. Approval of the safeguards deal is key in India's efforts to gain access to legal imports of nuclear fuel and technology from the 45-nation Nuclear Suppliers Group.

Pakistan's letter dated July 18 addressed more than 60 nations including members of the IAEA board and Nuclear Suppliers Group. It warned the safeguards agreement would hurt nonproliferation efforts and "threatens to increase the chances of a nuclear arms race in the subcontinent."

Predominantly Hindu India and Muslim Pakistan have fought three wars since they were created in the bloody partition of the Indian subcontinent at independence from Britain in 1947.

Relations have improved considerably since the start of a peace process in 2004. But progress at the talks has been slow and deep distrust remains between the two rivals, which developed their nuclear arms in secret.

The Nuclear Suppliers Group bans exports to nuclear weapons states such as India and Pakistan that have not signed the Nuclear Nonproliferation Treaty and do not have full safeguard agreements allowing the U.N. nuclear watchdog to inspect their facilities. But the Nuclear Suppliers Group is ready to consider a waiver for India, in part due to lobbying from Washington.

The Bush administration has signed a deal to supply India with nuclear fuel but needs approval, first from the Nuclear Suppliers Group and then Congress.

In India, US Ambassador David Mulford said earlier Wednesday Washington hoped New Delhi would quickly finalize the deal so it could be presented to Congress for approval in early September.

"We are delighted that this has taken place and we are organizing ourselves and stand ready to move ahead with the final steps of the civil nuclear initiative," Mulford told reporters.

Pakistan is vehemently opposed to the Nuclear Suppliers Group doing business with its rival and may vote against approval of the draft at the Aug. 1 IAEA board meeting.

The IAEA board is expected to approve the deal despite criticism from detractors that it could limit international oversight of New Delhi's civilian facilities because of ambiguous wording and help supply its arms program with fissile material.

Indian Prime Minister Manmohan Singh was forced to call a confidence vote Tuesday after communist political parties withdrew their support for his government this month to protest the agreement, fearing it would draw India closer to the US.

On Wednesday, several key Indian political parties, including the communists, said they were forming an alliance to oppose the government.

The basic point is that a country like Pakistan which has been indulging in smuggling of Nuclear weapon-techonology and illegally passing it over to other countries (like Iran , Libya N.Koera etc. )should in no case be on the board of IAEA governors. Now that the government has won regarding the nuclear deal, it has to work for India's interest and see that the dots and dashes are correctly placed. Down the history lane, we have been cheated with the likes of Baburs and Robert Clives. I sincerely hope we will not be colonised by USA and be used as a tool for its anti-China and anti-Russian policy. There will be some benefit, as the new nuclear power stations will provide employment initially for builders and later for scientists. As for solving energy problem I doubt very much and still I insist if the same money is spent on harnessing solar power India will be less dependent of foreign countries like Iran and USA. As far as Pakistan is concerned , it can go to hell with its terrorism.

I never supported Congress because of their dual treatament to its citizen based on cast and religion basis. They always mistreated Indian Hindus for the sake of power. In that case BJP is always fair as far as the religion is concerened and in fact they are not communal as projected by Media and other parties. Bur I fully support to congress on their effort to get this Nuclear deal. BJP has to pay dearly for not supporting this deal. Indian public more and more getting educated and exposed to the actual News. It is in the interest of any political parties and for our counry, if you keep religion sperate from the politics. Nuclear deal for removing poverty?For anything the Governments does, they always say that it is for removing poverty. India imports about 75 per cent of its oil, and the Prime Minister has argued the country needs the nuclear deal to power its financial growth and lift hundreds of millions out of poverty. If importing huge amount of oil for nearly a century has not done much to remove poverty, how can the addition of a small fraction of Nuclear energy, which again has to be imported(both technology and fuel) and may take decades to give appreciable energy, alleviate poverty among the masses?Extrapolating our past history of Nuclear Power development to the foreseeable future, it appears that it will contribute only a pittance to the total need. If more energy is needed, it has to come from Non-nuclear sources. Economic use of power for developmental purposes will make our energy needs within control.

Nuclear energy does not stop India using their existing energy sources or stop them to look forward for thorium based energy or importing energy from other countries in the form of gas, coal or oil.This nuclear energy would be only the addition to energy we are already have or going to have from other sources. Some political parties say that India should rather buy energy from Iran than from NSG countries, on this I would say, sure we should also buy from them but we should remember that Iran is also working on its nuclear reactor to fulfill its future energy demand(at least Iranian government says this). These are more than enough reason for any government in India either UPA or NDA to take a decision in the favor of Nuclear energy.Thanks

I never supported Congress; but I believe they did a wonderful job by going ahead to do the nuclear agreement with the US. Stupid leftists now can argue that doing so India has jeopardized our excellent (?) relation with Pakistan and Iran. When will they learn? If Pakistan believes that something is bad for them; I as a true India lover am confident that it is good for India. Whole nation should despise Karat and co. They must be very saddened by the fact that they could not serve their country (China) against India.

It is amazing to see how single minded chinese are. After trying to stop india from going ahead with deal through their commie cohorts and failing, chinese are using their proxies (pak) to up the ante against india. And this is what rahul was referring to in his speech. If a nation wants to achieve greatness, it should focus on what it can do, rather what others can do to it. We know there is more to it than meets the eye when it comes to the nuke deal. But in light of devotion of commies to their mai baaps the public never had space where these issues could be discussed. Most of experts were busy clearing the cobweb that commies have been erecting time and again. I would request Indian express to create a blog kind of thing where users could put their question in and same could be cleared through experts (RajaMohan and other oped contributors). It is no use relying on our political parties to do this. We gave them ample time and they failed us.

A look at the entities that oppose the nuclear deal: So called non-proliferation organizations in the US (they have not voiced a similar objection to the transfer of nuclear technologies by China to Pakistan), China (not openly yet), Pakistan, BJP, Communist Parties in India. Now who is the worst? Non proliferation org., Pakistan, China are anti-Indian. That is in their interest. India would also behave in a similar fashion. What about BJP? Just a bunch of idiots who shot at their foot. Commmunist Partis? Well communisim like religion is an optiate, not ammanable to reason.
