Pakistan ‘official agencies’ backed attack, says PM

New Delhi In a clear toughening of stance, India today squarely blamed ‘official agencies’ in Pakistan for supporting the terrorist operation in Mumbai. Prime Minister Manmohan Singh accused Islamabad of exporting cross-border terror into India, and using terrorism “as an instrument of state policy”.

The PM’s unusually strong remarks invited a sharp reaction from Pakistan, which said the statement would “not only ratchet up tensions but also occlude facts and destroy all prospects of serious and objective investigations into the Mumbai attacks”.

Pakistan also rejected the material handed over to it by New Delhi on Monday in support of its claims that the terrorists in Mumbai had come and were handled from Pakistan. Islamabad said the material did not comprise “credible evidence”.

Singh made repeated references to Pakistan in his inauguration speech at the Chief Ministers’ conference, and dismissed the Pakistani line that ‘non-state actors’ might have been responsible.

“The terrorist attack in Mumbai in November last year was clearly carried out by a Pakistan-based outfit, the Lashkar-e-Toiba,” the PM said. “On the basis of the investigations carried out, including (those by) the agencies of some foreign countries whose nationals were killed in the attack, there is enough evidence to show that, given the sophistication and military precision of the attack, it must have had the support of some official agencies in Pakistan.”

Home Minister P Chidambaram had made a similar statement over the weekend, saying an operation like the one in Mumbai could not have been carried out without the complicity of “state actors or state-assisted actors”.

The PM went on to describe Pakistan’s government as “fragile” and “irresponsible”, and accused it of creating “war hysteria”.

“Our problems are compounded by the fact that we have a highly unpredictable and uncertain security environment in our immediate neighbourhood. The governments in some of our neighbouring countries are very fragile in nature. The more fragile a government, the more it tends to act in an irresponsible fashion. Pakistan’s responses to our various demarches on terrorist attacks is an obvious example,” he said.

Then, distinguishing between Pakistan-backed terror and other internal security threats to India such as left-wing extremism and insurgency in the North-east, the PM said, “Terrorism, on the other hand, is largely sponsored from outside our country, mainly Pakistan, which has utilized terrorism as an instrument of state policy”.

In response, the Pakistani Foreign Ministry warned that India’s approach was “fraught with grave risks” and would “further vitiate the situation in South Asia”. The statement repeated Pakistan’s well-known line: “Pakistan has suffered more terror attacks than India. But we have not lost our equanimity”.

It stressed that Pakistan was not a state sponsor of terrorism, and advised India “to demonstrate restraint and responsibility”.

“Vilifying Pakistan or for that matter any of its state institutions is unwarranted and unacceptable. This is a sure way to close avenues of cooperation in combating this menace,” the statement said.

Singh, however, went on to make another reference to cross-border terrorism in the evening, though this time he did not name Pakistan.

“On our part, we will spare no effort to deal with terrorist and insurgent groups operating from neighbouring countries. We are determined to put an end to terrorism sponsored from across the border with all the means at our command,” he said in his concluding speech at the Chief Ministers’ conference. He urged Chief Ministers to make every effort to ensure zero-tolerance towards terrorism.

Pakistan also said that the evidence handed over by India in support of claims that Pakistani elements were involved in the attacks were “not credible”. Appearing before the Foreign Relations Committee of the National Assembly, the lower house of Pakistan’s Parliament, Foreign Secretary Salman Bashir reportedly said, “The details provided by India are mere information and cannot be treated as evidence or help in the investigations. We need concrete evidence of the involvement of Pakistanis without which we cannot move ahead in our investigations.”

Even after 100 years, we will hear Indian PM giving finally-final wanrning to Pakistan in very strong words for attacking 10 citis of India with Nuclear bomb....... We expect Pakistan to improve.... The pakis know how to play the international game very well. The US and the UK are giving them all that they want, money to buy arms. We Indians think that we need international support to bring pakistan to its knees. It will never happen. We need to severe all our ties with pakistan and not talk to them till they meet all our demands. Just the PM giving out statements like this is not goin to do anyone any good, especially us. The politics is too mingled with the security of our country and every walk of life we see that our politician are involved in making money for themselves. Until we fight them ourselves nothing will happen. However much we cry or yell at these goons it is to no avail. People of all sects, religion should become one entity and fight both the pakis and our politicians who are disasterous to our people.

What is new in this statement. I think almost every Indian must have already expected the same from the scum bag of a nation called Pakistan. In fact i ám happy that Pakistan has refused to accept the evidence provided. Their credibility of a nation that suports and harbours terrorists has been strengthened by this stance. In fact i sympathise with the common Pakistani citizen as their leaders and its army has today reduced that country into a land of jokers.

It was a foregone conclusion that Pakistan wiould not find the evidence produced by India as credible. If from day one Pakistan had maintained that they had no hand in any of the blasts particularly Mumbai blasts, it would be an extremely naive on our part to believe that Pakistan would ever admit to its culpability. Pakistan has been in a denial mode from the very beginning and domestic factors do not allow it to move away from this position. India will have to continue to build up intense international pressure to enforce economic and military sanctions on Pakistan to see reason and desist from its nefarious designs and criminal activities.

India must plan and become Israel to pak, we do not have much option now. Maximum is we can delay it but not avoid it altogether. Now the choice is ours how we want to act and when. Pak do not want to live in peace with us and also it has internal problems which is binding it to their rulers. See their President who has lost his wife to terrorists cannot even think of any action against them, how helpless is he in his own case then what to talk about us. But my point is why do we have to talk to this kind of leadership, even the dictators when they are killed there, there is no aftermath action, this is their state culture. Very soon it is to become second afganistan where war lords will rule Gilani, Quareshi, Zardari etc will vanish from the scene and if not killed stay in their alternate houses in western countries. Why are we wasting our time to give evidence to others. We know who has done it. We should take action on it. Our enemy is not across the borders. It is sitting inside India. First take action against them. This daily statements by our leaders against Pak is mere a hogwash. They just want to show that they are serious. The biggest enemy of India is our own UPA govt . We all know that Pak is a enemy country and it is doing everything what enemies should do. Its obvious.But the real point is what we as a sensible country should do to protect ourselves. We are becoming a laughing stock in the whole of the world. We are the biggest idiots in this whole world. Do you want to know why Cong or UPA is behaving in such manner. Because, they want minority votes. The 20% of population ( muslims and christians) are controlling the fate of 80% of Hindus. This can only be removed when we start to vote. The outcome was known to all indian in advance, nobody in india believed that pak govt will agree to our evidences as their govt is envolved fully. Now the question is what next ? Even a common man on the street knows what language the pak will understand, this must be known to indian leadership better. Please use it as per our convinience and waste no time. Terrorism is pak's state policy and so called non state actors are very much their part. Please plan out a strategy considering the characterestics of our neighour in mind and act rather than appealing them again and again. Proactive policy aginst it on diplomatic, echonomic, indus water, harassing their armed forces through agressive posture in long run will make them surrender either to us or their terror outfits, either will suit us . Do not talk and think of friendship/ confidence building measures which in fact helps the terrorist more than the common man on either side of the border.

Enough of giving proofs to Pakistan as any quantum and quality documents given, Pakistan will keep saying the same are i) insufficient ii) doctored iii) not sustaining the legal scrutiny in courts etc. etc. We must do what we want to and what we should to deter any future attacks like Mumbai 26/11 attacks.
