Pay issue of armed forces to be resolved soon: Pranab

New Delhi, October 13: A ministerial committee, set up to look into the armed forces' grievance about pay "anomalies", is likely to sort out the matter soon.

External Affairs Minister Pranab Mukherjee, who heads the three-member committee, on Monday said he had discussed the matter with Prime Minister Manmohan Singh and Defence Minister A K Antony.

"Shortly, I am going to discuss with the Finance Minister (P Chidambaram)," he told reporters here when asked about the issue.

Without giving details of his discussions with the Prime Minister, Mukherjee merely said "I do hope we will be able to sort out the issue shortly".

The committee, which also includes Antony and Chidambaram, was set up by the Prime Minister on September 25 in the wake of deep resentment in the armed forces, who complained that there were "anomalies" in the 6th Pay Commission recommendations and that it had lowered the status of their officers.

After the government notification was issued on August 29, the issues of "anomalies" in the pay for officers was first raised by Air chief Fali Homi Major in his letter in his capacity as acting Chairman of Chiefs of Staff Committee (COSC).

Chiefs of Navy and Army too have been voicing their resentment.

Antony has strongly favoured resolution of core issues raised by the three services chiefs in their representation to the government.

He wrote to Chidambaram, raising issues of disparities", including the ones relating to Personnel Below Officer Rank (PBORs).

Why the people are linking the ranks with the scales. The facts simple and straight that when everyone with scale of 14300/- is in PB-4 why not the same should not be for army. The thinking of the PMF

In every other service except Defence Services officers will be in higher pay band PB-4 in 12-14 years without exception. Only 40% Defence Officers can make it there in 18-19 years because of their pyramidal structure. So 60% will laguish in PB-3 for life and retire. The system cannot be more ungrateful and unfair to the military.

Defence Forces are the pride of the nation and must be paid much more and civilians should not grudge them their due, as the very same civilians have to fall back upon the defence people in times of distress, calamities and when civilians cannot handle various situation. Defence persons face more hardships, tougher career prospects, early retirement, frequent transfers and a unstable family life as compared to civilians, and must be suitably compensated for the same. We need the best talent to join the defence and the pay must be attractive. The civilians must be magnanimous. I hope a quick favourable decision is taken in the interest of harmony and goodwill.

Dear well wishers of service officials, I wish to bring out that the defence officials are selected by UPSC like any other Gp 'A' officers of the Central Govt. When all other Gp 'A' Central Govt officers are getting the PB-4 after 13 years of service then why not the Lt Cols of Indian Army. The Army officers spend most of their service life in difficult terrain away from their families, face a steep pyramid for promotions and are held accountable even for the actions of their subordinates unlike their civilian counterparts. Then why such resentment against the issues raised by the defence officials.On the other hand we should remember that defence officials have never commented on the status or working of any civilian officials. Lets not forget that itis because of them that we are able to have peaceful sleep because they are there.

The defence forces have created a false hype that the rank of Lt.Col is equivalent to that of a Commandant of Para-military forces.This is totally false, the role and responsibilities of a Commandant is much more than that of a Lt. Col. The way they have hijacked the media is really credit worthy.Those who are at Senior levels in the Govt. are aware of the role and responsibilities of a Lot.Col vis-a-vis Commandants,other Senior Govt. officials with whom the Defence forces want pparity of pay.The only difference is no other group of service of officials come out in the open and play to the media the way the defence forces have always done.It is bound to open a pandora's box if the demands of defence chiefs is accepted by the Govt.

Please be informed of the following. Status is determined by Warrant of Precedence. Other use basic pay and number of years of service.As per warrant of precedence Lt Col is equal to an IAS officer of 18 years standing. Both a director and Lt Col have a Basic Pay starting at Rs 15100 with Rs 400 as the increment. Both have 13 to 14 years of service to get promoted to this rank.Finally, even in a case at the CAT by SEs of MES in the Past, the MoD (Civilian Babus) have defended their case by saying that SEs are junior to Cols as they are in a pay scale of Rs 17100 and are ranked alongside Lt Cols.Lastly, after fifth pay commission the 'Group of Oficers' headed by Cabinet Secretary turned down a Proposal by the Defence to upgrade Majors as equal to Directors. This was not acceptable and hence the promotion period was lowered more or less in line with IAS. It was noted that Lt Cols rank alongside Directors.Kindly be informed. The defence forces have produced numerous documents as reported by the press to prove their point of view. But the ring side spectators who comment and the Directors do not seem to have a single document to prove their point.It is a sad day that the best institution is being ignored when they are called out.

There is no core issues to be settled. Most of the issues are imaginary. By falsely projecting Lt Cols as equivalents of Directors/ Commandants in Para Military Forces, they are holding the govt to ransom. Lt Cols are in reality, neither commanding a battalion nor authorized to put on the rank badges of a Commandant (Col Equivalent). From where this notion of “extant parity” has come is a big mystery, when there is actually none.Post implementation of the AVS Committee report most of the Lt Cols are actually glorified Majors performing the duties of Company Commanders. If the Govt succumbs to the pressure tactics of the Indian Army, it will set a very wrong precedent, and then there is no reason why the Second-In-Commands of CPMFs and SP/ Dy Secy level officers should not be included in Pay band-4. Not doing so is certain to stoke discontent among the civilian and paramilitary counterpart

Once again the word used is very soon. when Head of the GoM will be out of station for some another trip. Or may be Finance Minister will move out. I don't know till what level the Govt wants test the patience of this AAM ADAMI in uniform. Hope better sense prevails.
