According to the petition, the HPSC adopted a “mind-boggling” method in selecting 67 HCS officers in 2002.
The petition stated that while 80 to 90 per cent marks were awarded in interview to those candidates who secured between 30 and 40 per cent marks in the written test, 20 to 30 per cent marks were given in interview to those who secured 80 to 90 per cent marks in the written test.
Justice Vijender Jain directed inspection of the records of selection within one week failing which the Chairman of the Commission will have to appear in the Court.
“If the orders are not complied with within one week, then the Chairman will be summoned in the Court and he will be directly sent to the jail,” said Justice Jain.
Senior advocate Mohan Jain has filed the petition on behalf of Karan Singh Dalal, a sitting MLA of the Republican Party of India from Palwal.
The petitioner placed on record the list of selected candidates with the marks obtained by them in written and interview.
According to the record, Jain stated that those having marks less than 536 in the written test were given 76 to 90 per cent marks in the interview whereas those securing above 536 marks were given low scores in interview.
Candidates having higher marks in the written test were subsequently reduced and details were also given to the Court.
After perusal of irregularities, the Chief Justice directed further inspection of records by the counsel of the petitioner in respect of the candidates picked up as test cases, which was earlier opposed by the HPSC.
