Pranab give go ahead to 'one rank one pension' demand

New Delhi Meeting a long-pending demand of over a crore defence veterans and 12 lakh serving jawans, the government substantially increased the pension of ex-servicemen.

The new, revised pension would be implemented beginning this month, Finance Minister Pranab Mukherjee told the Lok Sabha while presenting the Budget for 2009-10.

In essence, the government has accepted the recommendation of the high-level committee headed by Cabinet Secretary K M Chandrasekhar that was set up in April to look into the defence pensioners' demands.

"Based on the recommendation of the committee headed by Cabinet Secretary on 'One Rank-One Pension' (OROP), the government has decided to substantially improve the pension of pre-January one, 2006 defence pensioners below officer rank and bring pre-October 10, 1997 pensioners on par with post- October 10, 1997 pensioners," Mukherjee said.

The pre-January one, 2006 pensioners were affected following the implementation of the Sixth Pay Commission recommendations last October, while the pre- and post-October 10, 1997 pensioners were impacted by the Fifth Pay Commission recommendations.

The Finance Minister also noted that the decision to increase the pensions for defence personnel would cost the exchequer over Rs 2,100 crore annually.

Mukherjee said the government had also decided to liberalise certain pension benefits being extended to war-wounded and other disabled pensioners.

Ex-servicemen organisations have been demanding OROP for several years now, as they felt that there was a disparity in the amount to personnel holding the same rank and service record, but retiring at different point of time.

Following the Sixth Pay Commission recommendations in March last year, the veteran outfits have been holding protests and rallies across the country to forcefully urge the government to concede their demand.

In fact, during the run-up to the Lok Sabha polls in April-May this year, the ex-servicemen's outfits had pledged their support to BJP, which had included the OROP in its manifesto and promised to implement it if voted to power.

Honarable prime minister sir i heard about one rank one penssion for all ex service men in the budget speach by the finance minister Mr pranab mukherjee. sir now december is approchinmg. please tell me when we are going to be paid our new penssion. as you know days are very critical as the cost of living become very high. when we heard about the approval of the committee's recomandations and its approval by the union governament we were very happy please don dilute our happiness and pay the areares and new pay immidiately sir with kind regards tvs rao and ex sgt of air force

Now that the Govt. have agreed to implement the OROP, effective from 1.7.2009, there need not be further delay in actual fixation of Pension and payment of arrears, as there are veterans, experts on the subject and also the use of computers. Gov. may , therefore fix a target date for completion of this work and payment thereto so that the benifits reach the ex jawans like me who have fought the three wars of 1962, 65 and 1971 and are in dire urgency for higher pension to meet various expenditures at the tail end of life span. Sir, After Budget forecast there is no infrmation about implementation of OROP for defence personnel. Our media is also keeping quite. I think Government is waiting for Defence personnel to raise an issue under RTI Act.

Dear allIt is very clear to GOI that if OROP demand of ex serviceman does not materlised by government,nothing will happened/effect to the government.For example:- Any departments(center)other than defence put up their demands to the government,shall be considered because inter department all relatives are sitting for considering demands. Secondly decission makers self interest also automatically build up.Directly or indirectly benifits goes to each one of them. Question comes what to do now:-(a) All the three chiefs sit together and thinks that tommorrow all active defence personnel will be ex serviceman (before next 7th pay commission most of them will be ex serviceman).(b) Same treatment will be given to them in next pay commission.At that time pl donot cry that why we were brought in lower scale.(c) My request to all the chiefs that not to think that you want to be Lt governer/governer after retirement. Sir, I will not abuse anybody but reveal the facts from my heart in this comment. Our government had announced the "OROP" for name sake in July to satisfy the Ex-Servicemen at that moment and to retain the existing political party at the centre. We are not requesting the Govt. to pay more than what we desreve. Defence Minister, who can fight for our rights, himself is silent like a puppy in the Cabinet Ministry at the centre. Say "Yes" or "No" and be a brave Indian soldier to face the problem. "Once Madam Sonia Gandhi promises something to somebody, she would definitely fulfil it at any cost" - such thoughts about her started diminishing slowly from the mind of veterans. The Finance Minister might have not announced in the public i.e in the parliament in July without allotting the amoint in the budget for "OROP" payment. What is he going to do with that amount keeping it in the document itself? He is also a human being and should realise the difficulties being faced by the veterans.

if u check all the last pay commissions reports u will come to know that everytime officer got mmore percent of benefits than ors when actually eighty to ninety percent job of defense are performed by ors.Hell with this system in my life i will always discoourage my siblings relatives to NOT TO JOIN DEFENSE SERVICES AS REVOLT IT IS SHAME ON THE PARE TO GOVT AS WELL AS ON THE PART OF DEFENSE OFFICERS

It is no good to use absuive language. The dely in implementing any benefits to underprivileged is regular feature in our country. The politicians will never bother about service, ex-servicemen. UPA government at least should give comments / assurance to PBORs that from which month the OROP will get their revised pension so that their worries could calm. Besibe this Govt. should expedite the progress for the same keeping in mind the poor soldiers of their country who have sacrifice golden days of their life to serve their country, are waiting eagerly for some financial help. It will help them to live happily for some moredays.

Of four core anomalies of sixth CPC, 70 percent pension for PBORs was accepted unanimously and everybody came forward in support of this justified demand. But it was officer's lobby which fooled jawans that recommendation will not be implemented till all four core issues are not sorted out and cited solidarity from jawans. They bargained hard for their higher status vis-à-vis civilian counterparts and implemented with immediate effect as soon as govt. bowed down to their demands leaving PBORs in lurch. Same status issue of X group Sgt (diploma Scale) fell into deaf ears .

It seems that the UPA government has forgotten its promise made to implement the OROP though considerable time has elapsed.There was a rumor that the same will come into force during the Diwali festival. We are now approaching Christmas. I don't understand why the government is vacillating all this long. Will the govt come out and tell us what is the status of the matter without any further delay?

Some of us were fortunate to witness yet another holy ritual of surrending the gallantry medals to the Supreme Commander of the Armed Forces, The Hon. President of the Democratic Republic of India. How many times this had been perfomed in the past? To what result? Is there any other nation in this planet which had to undergo this kind of indignity? Where does this action emenate from ? It is indeed a pity that the most deciplined,honoured and treasured asset of the nation- a selfless segment of citizenry who volunteered to lay down their lives for the safety of country- were forced to adopt to this way of protest to bring their genuine grevance to the notice of powers that be. Hang your head in shame, India. We, the aged pensioners may be denied OROP; but remember the posterity shall never forgive you. GOD
