Pranab give go ahead to 'one rank one pension' demand

New Delhi Meeting a long-pending demand of over a crore defence veterans and 12 lakh serving jawans, the government substantially increased the pension of ex-servicemen.

The new, revised pension would be implemented beginning this month, Finance Minister Pranab Mukherjee told the Lok Sabha while presenting the Budget for 2009-10.

In essence, the government has accepted the recommendation of the high-level committee headed by Cabinet Secretary K M Chandrasekhar that was set up in April to look into the defence pensioners' demands.

"Based on the recommendation of the committee headed by Cabinet Secretary on 'One Rank-One Pension' (OROP), the government has decided to substantially improve the pension of pre-January one, 2006 defence pensioners below officer rank and bring pre-October 10, 1997 pensioners on par with post- October 10, 1997 pensioners," Mukherjee said.

The pre-January one, 2006 pensioners were affected following the implementation of the Sixth Pay Commission recommendations last October, while the pre- and post-October 10, 1997 pensioners were impacted by the Fifth Pay Commission recommendations.

The Finance Minister also noted that the decision to increase the pensions for defence personnel would cost the exchequer over Rs 2,100 crore annually.

Mukherjee said the government had also decided to liberalise certain pension benefits being extended to war-wounded and other disabled pensioners.

Ex-servicemen organisations have been demanding OROP for several years now, as they felt that there was a disparity in the amount to personnel holding the same rank and service record, but retiring at different point of time.

Following the Sixth Pay Commission recommendations in March last year, the veteran outfits have been holding protests and rallies across the country to forcefully urge the government to concede their demand.

In fact, during the run-up to the Lok Sabha polls in April-May this year, the ex-servicemen's outfits had pledged their support to BJP, which had included the OROP in its manifesto and promised to implement it if voted to power.

One rank one pension should be implemented at the earliest as this will give justice to the soldiers. All will retire one or the other day. All soldiers will thank the Govt and remember the authority who approved it. In addition to this some personnel who earn Hony rank after retirement and personnel who earn awards (commendation cards) should also get some sort of incentive while in service.Belliappa AC

Dear all retirees post 01 Jan 2006. Why peoples are not awankening?. You pension, commutation has been reduced due to the followings :- (a) Commutation rate was more 14.0 for pre 01 Jan 2006 where as it is reduced to 9.0 in VI CPC. (b) Earlier, the pension was based on your highest pay grade whereas it has been reduced to 50 % of last pay drawan. Thus, a formula of OROP can not be enforced. Further, soldiers are retiring from service on completion of service as per rank whereas soldiers of Navy & Air Force are retiring as per age bracket as laid to them. Hence, they are not forced to retire from service on completion of 4 years of tensure like subedar major in the Army. 2. Hony rank granted to the soldier has no financial effect on their pension and has no other effect on other facillites. I would like to mention here that why this rank is granted to the retired personnel. 3. Retired Defence personnel are also deprived of civil jobs as they on contract basis.

Sir, The above named Junior Commissioned Officer( Subedar) retired from Regiment of Artillery on 01 May 2007 after completion of full terms of engagement 28 years. At Present I am drawing pension Rs 11986/- only with 51% DA as on 01 Jan 2011. But the same rank and same service Junior Commission Officer who had retired pre 01 Jan 2006 Rs 2944/- more than the post retirees as per the scale of one rank one pension. Please justify the case issue orders to banks to adjust the long outstanding arrears from 01 Jul 2009. Your sympathy and kindness in regards to the post 01 Jan 2006 may please be given to adjust the long outstanding dues to mitigate the their financial hardship due higher education of their children. I must appreciate the view of Mr Rajan SK. No doubt this country is not run by our leaders but by bearucracy. Because any one can understand this....HE the PM annouces on 15 Aug un his address to the nation that demand of ex/ser/man has been accepted, HE the President of India on his address to the nation on 26 Jan admits the proposal but it is not understood, is there any one else, the supreme power who could manage not to accept the OROP proposal. It is realy a shame for such a huge country/ a democratic country/a country which is been protected by the only and only forces and in reply it is been awarded to them.

Sir, We are only talking about the persion discrepancy only, however the problem is bigger. As Ex-S, we are not getting much opportunity in dignified jobs after retirement. Through RTI, I have come to know that jobs which are in PB-2 are Group B jobs and hence no reservation for Ex-S (This includes job like Teachers for which Ex-S were elegible earlier) It means that that Ex-S is elegible for only PB-1 posts i.e. (5200-20200) like mali, watchmen, attendant, chaprasi, khalasi and LDC's at the most with Gp of 18,1900 whereas most soldiers draw a GP of 2800 at the time of retirement since mostly retire at the rank of Hav and equivalant. Is something being done to include PB 2 jobs in Ex-S category, atleast those with GP of 4200 and 4600?

pension of ex-servicemen for pre and post 2006 should be equal based on rank and length of service and there should not be any disparity in the pension after retirement. Pensioners who have served plus two years in extension should be given extra emulments in the pension so that personnel who are presently serving should encourage to extend their two years service.

DEGRADATION OF HONORARY RANKS Lt. & Capt. AND THEIR EQUVELENT IN NAVY AND AIR FORCE (1) The said Honorary Ranks granted by Viceroy of India (against whom Indians have sacrificed their lives) have been placed in the same group of pension as pre 01.01.06 i.e. Rs. 13500 for Lt. and Rs.13850 for Capt. Now again they are fixed at the scale of Rs. 15465 and 16145 for Lt. & Capt. respectively. Where as the pensioners who have been granted Hony. Commission by President of India remains in the same category of pre.01.01.2006 pensioners%u2019 i.e. Rs. 13500 and 13850 for Capt. & Lt. respectively. (2) The pension of MWO(X group) IAF is fixed at Rs.13590 to place at par with post 01.01.2006 pensioners. The MWO having same date of joining and released as HFO, junior in rank placed Rs.90 more than HFO. (3) The Hon. Fg. Offr. was already drawing basic pension of Rs.7875. In VI pay panel basic pension is reduced by Rs 50, it is calculated 50 % minimum of Pay Band 3 that is Rs. 7800. It is requested the said anomaly be removed and refixed the pension.. Dear Sir, I retired on 31 July 2006 and based on 5th CPC my pension was fixed 6105/- . After implementation of 6th pay commission, my pension has been refixed to 8685/-. Whereas the pre-2006 retirees who were drawing pension of Rs 6105/- have been sanctioned Rs 9199/-. Why this disparity with new pensioners? Some times pre 2006 retirees and other times post 2006 retirees are effected. Govt should take some concrete steps to remove this type of anomalies. This type of disparities demoralise a bigger section of society. I suggest that a fix amount should be fixed for each rank and number of years served, irrespective of date of retirement. Solution is very simple but for a willing govt. Oh ... I forgot, govt people are busy in amassing from 2G, CWG, Adarash, Bofors, coffins ..... and why will they look to we people, the retirees - since we have pledged not to do any harm to our Mother land. Dear Sir, It is quite surprising that there are no problems for the PM/FM/DM for taking a lenient veiw for hanging on power for Scams of 2G/CWG/Adarsh totalling to more than our total outlay for the entire budget of the country!!!!!!!!! for our poor ex-servicemen are fighting a noble cause of one rank one pension for the last 25 years right from Madam Indira Gandhi to Mr Manmohan Singh ??????????????the impact is merely Rs.10000/- crores. Are we a true democratic country? Rajas governed the copuntry better than our present politician with no revenue during their time. Will Soniaji or Rahulji atleast awake for the noble cause of OROP?

Dear sirs, Does any body from GOI side under stand why it is mandatory to have & implement OROP, There should not be pre and post and other sub category,all are in one roof( rank)I.e. take any rank (officers or below officers rank).who is retired same length of service should get equal basic pension.Another example:- Retireing date-01/9/10 or1/01/10 or 01/01/09 or 01/01/06 or 01/01/98 or 01/01/96 or 01/01/90 or 01/01/85 or 01/01/70 etc or even before. all should be brought in straight line. It is very simple. i donot know why can't done in one stroke. Another solution :- Pl prepare a table to all three ranks/as per lengths of service/fix one basic pension/DA admisible according to GOI. As per above example nobody will object and will be getting equal basic pension as per length of service. This will called OROP. I think it clear to every body of my seniors juniors. Pl donot pay arrears start it with any new cut off date. Past/present/future retiree will be equall. Rds -> cps

ON OROP My dear Rajeev Chandrasekhar ji, the honourable mp sir, all the ex-servicemen are highly obliged to you for showing the concerned for veterans. however, the attitude of the present govt. though may be headed by a most liked personality and intelligent person like Mr. Man Mohan Singh, who too does not seem to be excepting and appreciating yours%u2019 and veterans%u2019 concern on OROP as I can see nothing will ever happen unless all the mps of all the political parties act and represent the issue like as you have done, which will never happen, since they are concerned about themselves alone and do not at all bother of any veterans. This is the tragedy, but no alternative of it. Moreover, most of the mps are mentally so strong that they cannot show their concern strongly, because, firstly, they are dictated by the bearcats and secondly by the party high commands, who do not at all have any concern for the ex-servicemen or even for the national security. Sir, It is very sorry to say that the GoI is ignoring to the PBOR from time to time. We were given 50% pension of the last scale till this pay commission considering our genuine problem of early age retirement. But in this 6th pay commission, we are considered at par with the civilian ie 50% of the last pay drawn which is not justified keeping in view of our early retirement age. However, the GoI was agreed to give 70% pension of last pay drawn after intervening by our superiors, but there years have been passed and no official notification has been issued to implement the same. Now, the Govt has given One rank one pension for pre 2006 . Consequent to implementation of one rank one pension, pensioners retires after 2006 are getting less pension atleast Rs. 2000 to 4000 per month whereas our pension should have more. May I ask a question from the GoI,as to why they are not bothered to implement the 70 % pension till date. Regards, Sharma

Sir, May it please the Prime Minister/Defence Minister/Finance Minister. The demand for OROP has been going on quite some time. The Cabinet Secy has opined that OROP cannot be implemented due to administrative difficculties. There is nothing like that, if there is will there is way. Why BJP is recommending it and their economists find it feasible. One way which is simple that fix up a maximum pension for every rank after retirement till the next Pay Commission revise it. The length of service and group should not come as bottleneck as you have attained a particular rank after completing the stipulated formalities and the group and length of service for which one has already availed the salary. I understand BJP President has written a letter to the PM and Mrs Sonia Gandhi/Mr AK Antony has been requested to intervene by most of the CMs particularly the HP CM Mr PK Dhumal. To my surprise no MP from any party has raised the issue of OROP or MSP but they are for their own cause.

I can not agree with Mr.Rjan.The length of service,rank.group can not be seperated as far as defences service concerned.I hope Mr.Rajan will agree with me if the pension paid as per thelatest pay commission with out any disparity.I would like to call upon my E S M community to raise to the occasion at a time when the MP's got their salary and pension hiked .The MP's never bothered about the armed forces veterns.A MP gets a pension of Rs.20000/- per year I am sorry for a month,and that too for a service(?) of just 5 years.ie.for dharna.walk out.for shouting in the parliment.beside enjoying all sort of facilities "A-Z.It the shame on the part of the MP's who is not bothering about thr O R O P.I would like to thank Mr.RAJEEV CHANDRASEKAR a rajya sabha MP from karnataka for not accepting the revised MP salary till the REAL O R O P is announced.Let us all join to thank the MP Mr.RAJEEV CHANDRASEKAR.

Reg OROP the ESM have decided to hold a rally at Jamtar Mantar Dehi on 22nd August and thereafter to submit a memorandum signed in own blood and medals to President of India. Let everybody be present there. They Have made all arrangements for shamiyana and food , water etc.The AFT chandiagrgh ordered to pay OROP to thee veterans. All poitical parties including congress, BJP supporting the issue.after the AFT order 4 months passed, so far no order from the govt. The serving soldiers are also watching it curiously.The parliamentry consulttive committee aso recommended to pay the OROP. The sort out all these issues the rally has been called. Every one may get in touch with the ESM leadership for full details. An interesting factor; A jawan retires at the age of 33-35 and the Cabinet seretary who oppose the OROP retires at the age of 65 with number of extension,A request to CS, sir this is the reason we request for OROP for meeting our immediate requirements, God may bless all of us.
