Probe finds ‘ample evidence’ to prove school expelled Ruchika

Chandigarh A day after the much awaited questioning of the principal of Sacred Heart School, Sister S Sebastina, was completed, the UT Administration is all set to indict the school, with ‘ample evidence’ to prove that Ruchika Girhotra was thrown out and the school tried its best to keep the matter under wraps. Before Sister Sebastina was questioned on Saturday, inquiry officer Prerna Puri, Sub-Divisional Magistrate (South), had already questioned other teachers of the school. Among those questioned were Tejinder Sondhi, a Chemistry teacher, and R B Singh, an Arts teacher who had taught Ruchika since she was a student of Class VI. Both the teachers have been teaching in the school for the last two decades.

“I have told the SDM whatever I knew about the episode and would not like to comment on the matter as of now,” Sondhi told The Indian Express.

Sources said besides Ruchika, there were five-six students who, too, had defaulted on payment, but they were not expelled. During the administration’s magisterial inquiry into the episode, another fact came to light that Ruchika had defaulted on payment for seven months while she was a student of Class IX. She was not expelled from school at that time, but when she defaulted on paying the school fee in Class X, action was taken against her. She was expelled from the school a month after she was molested by S P S Rathore.

The school is maintaining its stand that it never expelled Ruchika and that she stopped coming to school and so, her name was struck off the rolls. The school authorities have, however, failed to justify why they did not contact her parents about the default and why no reminder to clear the dues was sent to her parents. “Since Ruchika was studying in the school since Class I and had paid the school fee up to Class IX, why did the school not even once contact her parents for knowing reasons for non-payment. Though such an episode had happened and was there all over the media in 1990, it was surprising that everyone in the school whom we met while conducting the inquiry said that they were unaware of the matter,” said one of the UT Administration officials.

The inquiry report confirmed that the school in 1990 tried its best to keep the matter under wraps. A retired English teachers of the school, Amarjit Toor, who had taught Ruchika, said, “The matter was brushed under the carpet and nobody talked of it in the school.”

“Non-payment of fee was just an alibi taken by the school and when the clerk in the school refused to accept fees from Ruchika’s father, he met the principal who misbehaved with him,” said Anand Prakash. “The principal told Girhotra that since Rathore’s daughter Priyanjali was in the same class as Ruchika and felt embarrassed in her presence, they cannot allow Ruchika to continue in the school,” he added.

The report is expected to be submitted to Home-cum-Education Secretary Ram Niwas on Monday morning, based on which the administration is likely to take stern action against the school. When contacted, Niwas said, “Action will be taken against the school, if found guilty. ”

The allegation that Ruchika has not paid her 6 months fee seems to be wrong. In fact there seems to be deep conspiracy in this case just to strenghthen the hands of Ex-DGP Rathore who is used this letter of expelling Ruchika on moral grounds.This is all concocted story just to sheild Rathore. Principal sister S.Sebastina seems to have done all this under the influence of high-ups including Rathore. Government should hire some private agencies to nail the issue minutely. I am sure the truth will come out and it will reflecst the ugly face of our society. I am in favour to government interferrence in private schools and ammend rules so that normal people can afford to get education for their children. All these high-ups seems to have contineously mentally tortured the promissing girl and commpelled her to commit suicide. Such criminals who project themselves as roll model for the society should not be spared so that society can learn a lession and refrain from repitation of such episod.

It is time to come clean so that such injustices don't happen in future. To hide the facts would be another injustice to Ruchika. School has a moral duty to protect the children under their wing. It is time to clean out the Indian judicial system. All those who were responsible to protect Rathore should come forward and admit their mistakes and the government should ensure that they are not punished but warned of the consequencies of such actions. It is quite obvious that it is not just the school but the whole police,CBI and the judges were also involved in this shameful act of injustice. It is time to learn from this tragedy so that the society does not suffer again.

Every school has moral obligation to nurture the growth of a child in its custody and care for the child when societal pressures brought on by monsters like Rathore are taking toll. The school failed in its moral obligations on several counts and probably has even violated its own constitution apart from the rights of child perhaps enshrined in the Indian constitution. The school should have provided counseling to Ruchika and should have helped the motherless child in her most difficult times. It should have contacted Ruchika%u2019s family when she stopped coming to school (even assuming for a second that the school did not expel her). School%u2019s constitution at the time of Ruchika%u2019s joining and her final day in the school shall be examined thoroughly to determine the extent of School%u2019s complicity. Also, any nefarious relations between the principal and the management of the school with Rathore or his goons shall be probed. I suspect we may have some skeletons there.

But then there are so many Ruchikas whose life is not valued in this country, millions are killed even before they are born into this world - infamous female feticide. That apart, the school in question - sacred heart school - where she studied may have its own reasons before striking off her name from the records. I think it is unfair to an institution that has and to cater continue to thousands of students in the past several years to discredit it just on one case -even if it has erred. Besides, it is not yet estblished beyond doubt that the school buckled under pressure from Rathore to remove Ruchika from the school. Supposing it had done, it once goes to show how the school was unduly pressurised and the onus should be on the villian and not the hapless principal. Let the Media give the institution a fair hearing and not make liberal conjectures, making a moster out of it.

The school was under no obligation to give in to any pressures from Rathore. The Principal could have reported the case to the concerned authorities. So far as the school goes, there is no way a school is answerable to a DGP for functioning. Also let me bring it to people who are not aware that Sacred Heart School is located at Chandigarh, and is not under the jurisdiction of Haryana, and Rathore was the IG Police in Haryana. What possibly could then be the reason of a school principal giving in to such pressure? Could it be that Rathore promised something more to the school or its administrators? Whatever be the reasons, fear or greed can hardly be cited excuses for throwing out a student for no fault of hers.

The related organizations have enough clout to manipulate/control Indian media like NDTV/IBN etc. So saying the principal of a major missionary school is hapless is absurd! Whether or not the school expelled Ruchika is a non issue and is being brought up to divert the attention from the main issue.The main issue is how a senior police officer was allowed to do what he did and get away for the last 19 years and this should be taken to its logical conclusion. Even if the school had expelled her for whatever reasons (though I do not agree with the expulsion)and they may have been subjected to pressure,the fact remains that expelling her did not cause her to commit suicide. If the parents of Ruchika had an issue with the school why did they not file a case against the school for illegal expulsion all these years?
